Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for public comments (Gov. Code sec. 54954.3(b)(1).). Items from Staff Members: 1. Staff Updates on Various Projects • Discussion of the draft concept designs for the streets east of Highway 101, prepared for the proposed Community Facilities District. Link: https://www.ssf-cfd.com/the-cfd o Engineer Wilson said that the City is nominating this corridor: Hillside Boulevard from Daly City to the ferry, which includes Sister Cities Boulevard and Oyster Point Boulevard / Airport Boulevard for the San Mateo County Transportation Authority’s supplemental funding list. o Committee Member Moreno recommends continuing the bikeways on Airport Boulevard from the Sister Cities Boulevard and Oyster Point Boulevard / Airport Boulevard intersection to Grand Avenue and the SSF Caltrain station – this would be a desirable route for bicyclists. o Committee Member McAuley supported the CFD design (a shared-use path on the south) for Sister Cities Boulevard and Oyster Point Boulevard; can be stressful for bicyclists to cross two right-turn lanes turning north onto Highway101. • Regarding the 7 South Linden Avenue development, BPAC members discussed the construction fencing blocking the sidewalk, and the removal of the redwood trees. Preference would be for the sidewalk to be accessible during construction. 6 • Westborough Middle School Walk Audit – City staff are participating in a walk audit of Westborough Middle School on Tuesday, April 8, 2025. Other attendees will include San Mateo County Office and Education, Alta Planning + Design, and school staff. BPAC members are invited to join the walk audit. o Committee Member McAuley shared that when he was dropping his niece off at the middle school, he would park in the Westborough Park parking lot and walk his niece to school. • Engineer Wilson mentioned that the City has a sweeper for Class IV separated bicycle lanes. • Discussion regarding the future of El Camino Real o Committee Member Moreno said that even with Class IV separated bikeways, it will still likely be stressful to bicycle on El Camino Real considering the traffic volumes, speeds, exhaust, and emissions. He would still likely prefer Centennial Way Trail. He supports a high-quality transit lane on El Camino Real, similar to Van Ness Avenue in San Francisco. o Chair Hingey asked if future plans include eliminating some driveways on El Camino Real; need to reduce the number of conflicts along El Camino Real. Engineer Wilson called referred to this as “access control.” Public Comment: None CONSENT CALENDAR - Voting Key: (yes, no, abstain) 2. Approval of Regular Meeting Minutes for March 5, 2025 Approved 6-0: Committee Member McAuley motioned, Committee Member Moreno seconded. All approved. ADMINISTRATIVE BUSINESS 3. May 15th Bike to Work Day Energizer Station • Last year, the Energizer Station at the SSF Caltrain station was hosted by the Silicon Valley Bicycle Coalition. The table was where the stairs and the ramp meet. Chair Hingey suggested having the table in the tunnel to connect with commuters. • Many of the BTWD commuters were coming into SSF and heading to Grand Avenue or East of 101 (not as many people leaving from the SSF station). • The busiest time for the event was during the 8:00AM hour. • They had coffee which was a big draw and donuts. • For this year’s Energizer Station, Committee Member Kim suggested having bananas – always bananas. Engineer Wilson mentioned that Trader Joe’s sells bananas at a great price. • Committee Member McAuley said he worked at an Energizer Station in Brisbane and that it was busy from 7:00-8:00AM. They had snacks and coffee. He estimated there were between 200-300 people. • Committee Member Yip mentioned that there is an internal Genentech group who bike together, and many of them came to the SSF Energizer station. • Committee Member Moreno shared that his workplace, Peninsula Clean Energy, may host an Energizer Station at the SSF BART station. 7 COMMITTEE COMMENTS • Vice Chair Hollenback asked if BPAC could review proposed plans for larger developments and provide input on the proposed bicycle and pedestrian facilities and amenities. He said that it would be beneficial to be involved earlier in the process. • Committee Member Yip asked about the possibility of combining the Traffic & Safety Commission with BPAC, and having subcommittees, as needed. The next Regular Meeting of the BPAC is scheduled for Wednesday, May 7, 2025 at 6:00pm. The information provided includes the date, time, location, and causes of the collisions. The causes are determined by factors outlined in the California Vehicle Code. There was a total of five (5) collisions resulting in five (5) minor injuries. The collisions involved three (3) pedestrians, two (2) bicyclist, zero (0) e-bicyclist, and zero (0) e-scooterist. In 60% of these collisions the driver of the vehicle was found to be at fault for the primary collision factor. In the first quarter of 2024, there was a total of 12 vehicle versus pedestrian, bicyclist, e-bicyclist and e- scooterist collisions. In 2025, there were a total of 5 collisions which represents a 58% reduction. 1-14-2025/ Vehicle vs. Bicyclist/ S. Spruce Av @ N. Canal St/ Case #25-201 At approximately 4:16 PM, a vehicle stopped at a red signal light on North Canal at So. Spruce faced in an eastbound direction. A bicyclist was traveling northbound on So. Spruce Avenue on the west side of the roadway (against traffic) and entered the crosswalk as the vehicle attempted to make a right turn onto southbound So. Spruce Avenue. The bicyclist sustained minor injuries and was transported to a local trauma center. The cyclist was found at fault for the collision for traveling against traffic (all bicyclists are required to follow the rules of the road per 21200(a)(1) CVC). The weather was clear at the time of this collision. 1-31-2025/ Vehicle vs. Pedestrian/ 500 block of El Camino Real/ Case #25-454 At approximately 5:02 PM, a pedestrian was walking northbound on the sidewalk of the 500 block of El Camino Real in front of the McDonalds restaurant. A vehicle was exiting the McDonalds drive through lane onto El Camino Real and struck the pedestrian on the sidewalk. The pedestrian sustained a minor injury and was transported to a local trauma center. The driver was found at fault for the collision for failing to yield to a pedestrian on the sidewalk. The weather was clear at the time of this collision. 10 2-24-2025/ Vehicle vs. Pedestrian/ Armour Av @ Linden Av/ Case #25-780 At approximately 9:49 AM, a pedestrian was walking within the crosswalk on Linden Avenue at Armour Avenue. A vehicle was traveling westbound on Armour Avenue and collided with the pedestrian. The pedestrian sustained a minor injury and was evaluated by South San Francisco Fire Paramedics. The driver was found at fault for the collision for failing to yield to a pedestrian in the crosswalk. The weather was clear at the time of this collision. 2-25-2025/ Vehicle vs. Bicyclist/ Sister Cities Bl @ Airport Bl/ Case #25-1071 At approximately 1:14 PM, a vehicle stopped for a red signal light on Sister Cities Boulevard at Airport Boulevard. A bicyclist was traveling on the sidewalk on Airport Boulevard toward Sister Cities Boulevard. The signal light turned green for vehicle traffic. The bicyclist entered the crosswalk after the signal light turned green and was struck according to witnesses. The bicyclist sustained minor injuries but declined medical attention. The cyclist was found at fault for the collision for traveling against traffic (all bicyclists are required to follow the rules of the road per 21200(a)(1) CVC). The weather was clear at the time of this collision. 3-3-2025/ Vehicle vs. Pedestrian/ Miller Av @ Walnut Av/ Case #25-942 At approximately 6:27 PM, a vehicle was traveling westbound on Miller Avenue toward Walnut Avenue. A pedestrian was walking north on Walnut Avenue and entered the crosswalk at Miller Avenue. The vehicle struck the pedestrian in the crosswalk. The pedestrian sustained minor injuries and was transported to a local trauma center. The driver was found to be at fault for the collision for not yielding to the pedestrian in the crosswalk. The weather was clear at the time of the collision. No external factors were identified in the above-listed collisions. Education and Enforcement The South San Francisco Police Department continues to conduct enforcement and provide education to the community to reduce traffic collisions. Enforcement actions include: • The C.A.R.E. program which directs officers to enforce specified violations in complaint areas. • Office of Traffic Safety Enforcement operations focusing on speeding, distracted driving, bicycle and pedestrian safety, and seatbelt violations. • DUI saturation patrols and DUI checkpoints • San Mateo County Saturated Traffic Enforcement Program operations focusing on identified traffic issues in each city. • Daily enforcement by our patrol and traffic divisions as they patrol the city. 11 Education efforts include the community academies, the “Choose your ride” don’t drink and drive campaign, bicycle safety through Every Kid Deserves a Bike program, and various social media campaigns throughout year. Citation Statistics At the request of the Bicycle and Pedestrian Advisory Committee, citation statistics for safety related violations from the first quarter of 2025 are included in this report.
