Motion to approve the minutes of the August 14, 2002 regular meeting
Motion to confirm expense claims of September 11, 2002 in the amount of $38,586.25
To approve the Consent Calendar as presented.

PUBLIC HEARING

Consideration of Precise Plan (P02-0059) for a 8,300 square foot childcare facility on a .6
acre site at 599 Gateway Boulevard; Owner: Boston Properties; Applicant: City of
South San Francisco
Public hearing opened.
Staff report and visual presentation given by Principal Planner Susy Kalkin.
Mr. Phred Starkweather, Starkweather Bondy, project architect, presented an overview of
the proposed project and was assisted by Mr. Thomas Lumikko.
Mr. Kevin Conger, CMG Landscape Architecture, gave an overview of the proposed
landscape pallet.

In response to Boardmember Matsumoto's question regarding how the childcare
eligibility slots will be allocated, Assistant Agency Director Van Duyn responded that the
operating agreement with the YMCA will address that concern. The consultants
responded to questions regarding proposed construction and plant materials.
Boardmember Matsumoto suggested that the PG&E utility box at the southeast comer of
Gateway be camouflaged.
In response to questions asked by Boardmember Femekes, YMCA representatives stated
their approval of the project design.
Vice-Chairman Gonzalez discussed with the consultants the perimeter fence and the plant
materials that will camouflage it. He suggested that security cameras be included in the
project.
Chairman Mullin discussed the noise level within the building and attaining the suggested
45 decibel level. He stated his support for the project.
Public hearing closed.
Motion-Femekes/Second-Matsumoto: To approve Precise Plan (P02-0059) for a 8,300
square foot childcare facility on a .6 acre site at 599 Gateway Boulevard. Unanimously
approved by voice vote.
Mayor Mullin announced that the Closed Session will follow the regular City Council meeting
and called for a recess.
