HomeMy WebLinkAboutReso 151-2000RESOLUTION NO. 151-2000 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE SOUTH SAN FRANCISCO EXECUTIVE MANAGEMENT GROUP WHEREAS, attached hereto as Exhibit A is the proposed salary and benefit changes; and WHEREAS, a new Memorandum of Understanding document will be prepared, subject to review and approval of the City Attorney, which will incorporate all terms and conditions of employment previously approved by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby authorizes an agreement between the City of South San Francisco and the South San Francisco Executive Management Group. BE IT, FURTHER RESOLVED that the City Council hereby authorizes the City Manager to execute the agreement on behalf of the City of South San Francisco. Incorporate previously agreed-upon language into this MOA revision. 3. Increase executive physical amount by $150 per year, effective 7/1/00. 4. Increase dental benefits to $1,500 per calendar year, effective 7/1/00. 5. Increase vision benefits to add tinted eyeglass coverage, effective 12/1/00. 6. Maintain current level of health benefits. Add side letter about modifying medical benefit providers. 7. Increase free recreation classes to 8. 8. Increase vehicle allowance to $200 per month, effective 7/1/00. 9. Adc[ PERS retirement benefits of single-highest year retirement calculation. 10. Add provision that if the PERS retirement benefits are modified for any other miscellaneous unit during the life of this agreement, those modifications are also provided for this trait, such as sick leave service credit retirement calculation. 11. Allow for full agreement re-opener if PERS makes available within first 2 years of agreement, additional significant retirement formulas. 12. Modify discretionary holiday payoff to be by the payperiod before the last payperiod of the calendar year. 13. Modify Sick Leave, Paid Family Care Leave, and any other leaves to ensure consistency with new laws. 14. Eliminate "Me Too" provision and implement a salary maintenance compaction program for public safety chiefs of no less than 15% above next lowest direct report and no less than 3.5% between chiefs and assistant city manager. 15. Modify salaries to maintain the salary maintenance compaction program for public safety chiefs and the assistant city manager, and on 7/1 of each year of the agreement, modify salaries for each classification based on salary survey data. 16. Implement results of salary survey listed below for the period of July 1, 2000 that includes COLA and equity adjustments. · Directors of Public Works; Economic and Community Development; and Park, Recreation, & Maintenance Services 7.4% · Director of Finance 5.5% · Director of Human Resources 9.9% · Library Director 13.9% 17. Implement salary survey results to the 75th percentile of survey agencies for the period of July 1, 2001, July 1, 2002, and July 1, 2003 that includes COLA and equity adjustments.
