HomeMy WebLinkAbout04.29.2025 Special CC MinutesS_AMINUTES F v SPECIAL MEETING l; U CITY COUNCIL CITY OF SOUTH SAN FRANCISCO TUESDAY, APRIL 29, 2025 6:30 p.m. In -person Library Parks and Recreation Building Council Chambers 901 Civic Campus Way, South San Francisco, CA CALL TO ORDER Mayor Flores called the meeting to order at 6:30 p.m. ROLL CALL Councilmember Coleman, present (In -person) Councilmember Nagales, present (Zoom) — (Utilizing Just Cause AB 2449) Councilmember Nicolas, present (In -person) Vice Mayor Addiego, present (In -person) Mayor Flores, present (In -person) REMOTE PARTICIPATION UNDER AB 2449: AB 2449 provides that a member may not participate in meetings solely by teleconference for more than three consecutive months or 20 percent of the regular meetings for the local agency within a calendar year due to "just cause" or "emergency circumstances." Members participating through remote teleconferencing must use both audio and visual technology. Members must publicly disclose at the meeting before any action is taken whether any other individuals 18 years of age or older are present in the room at the remote location with the member and the general nature of the member's relationship with the individual. Councilmember Nagales informed members of the City Council he would be attending the meeting remotely under AB 2449 due to an emergency that prevented him from attending the meeting in person. Councilmember Nagales stated no individuals 18 or older were in attendance. AGENDA REVIEW No changes. ADMINISTRATIVE BUSINESS 1. Report regarding a facility condition assessment, seismic study, operating cost analysis, environmental analysis, and Housing Element opportunity sites analysis for the Municipal Services Building, and options for how to proceed with reopening or redeveloping the site (Sharon Ranals, City Manager; Eunejune Kim, Public Works Director; Greg Mediati, Director of Parks and Recreation; Jake Gilchrist, Director of Capital Projects; Nell Selander, Director of Economic and Community Development) City Manager Ranals introduced the report and presented an overview regarding the history of the Municipal Services Building. Public Works Director Kim presented the report on current seismic standards. Director of Parks and Recreation Mediati presented the report on the assessment of the facility condition. Director of Economic and Community Development Selander presented the Environmental Investigation report. City Manager Ranals presented the Options to Proceed for the Municipal Services Building. Director of Economic and Community Development Selander presented the Housing Element Amendment. The Council engaged in inquiries and discussions surrounding the Municipal Services Building. Staff provided answers and responses to the council's inquiries. The Council engaged in discussions and directions regarding the Municipal Services Building. Staff provided answers and responses to the council's inquiries. The council provided staff with direction to pause all current redevelopment plans and revisit the site in two years to evaluate potential uses.
