CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION APPROVING CLASSIFICATION DESCRIPTIONS,
SALARY LEVELS AND/OR UNIT DESIGNATIONS FOR THE
POSITION OF ACCOUNTANT II AND RECLASSIFICATION OF
ACCOUNTANT TO ACCOUNTANT I
NOW, THEREFORE, the City Council does hereby resolve as follows:
The classification descriptions, attached hereto as Exhibit B, salary levels, attached hereto
as Exhibit A, and/or unit designations of the following positions are hereby approved:
Accountant I and Accountant II
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a Regular meeting held on the 13th day
of December ,2000 by the following vote:

Class Description
Definition
Under general direction, performs professional accounting work requiring a moderate level of
tecltnical skill; prepares financial reports requiring knowledge of City's financial functions,
govenm~ental accounting, and automated accounting systems; provides lead direction to
paraprofessional and clerical staff about routine accounting and financial operations; and
performs related duties as required.
Distinguishing Characteristics
This is a journey-level position in the accountant class series that has primary responsibility for
general ledger maintenance, administration of grants, report writing, review and improvement of
fiscal procedures, recurring journal entries and account reconciliation, and provides technical
assistance involving professional judgement.
Important and Essential Duties
1. Reviews, documents, and implements accounting procedures that comply with Generally
Accepted Accounting Principals (GAAP).
2. Coordinates or actually administers grants to ensure compliance with grant requirements and
relevant laws.
3. Assists in the annual audit of the City and redevelopment agency.
4. Assists in the preparation of reports.
5. Assists in the maintenance of the General Ledger and accounting procedures to ensure
compliance with GAAP.
6. Performs or coordinates the administrations of fixed asset accounting.
7. Instructs and/or leads paraprofessional or clerical financial staff.
8. Perforn~s related duties and responsibilities as assigned.

computer applications.
· Direct the work of others on a project or day-to-day basis; train others in work procedures.
· Use initiative and independent judgment with established policy and procedural guidelines.
· Organize own work, set priorities, and meet critical deadlines; use initiative and independent
judgment within established procedural guidelines; plan and organize responsibilities so that
reports are produced in a timely and accurate manner; exercise independent judgment; and
make sound decisions.
· Represent the City and the department effectively in contacts with representatives of other
agencies, City departments, and the public.
· Establish and maintain cooperative relationships with those contacted in the course of the
work.
· Take a proactive approach to customer service issues.
· Work in a safe maturer, following City safety practices and procedures.
· Maintain confidentiality regarding sensitive information.

Experience and Training
2M~y combination of experience and training that would provide the required kmoxvledge and
abilities would be qualifying. A typical way to obtain the kmowledge and abilities would be:
Experience: One year of professional accounting experience, preferably in a public agency using
govenunental accounting.
Training: Bachelor's degree from an accredited college or university in accounting, finance,
business adrninistration, or a related field that included at least 18 semester units of accounting.

Licenses and Certificates
Possession of, or ability to obtain, an appropriate, valid Class C California Driver's License,
which must be maintained as a condition of employment.
Special Requirements
Essential duties require the following physical skills and work environment: mobility to work in
a typical office setting, to use standard office equipment, including a computer, and to travel to
various sites throughout the City; vision to read printed materials and a computer screen; hearing
and speech sufficient to communicate in person and over the telephone; lifting of boxes, files,
and materials of up to 35 pounds. May be required to work extended hours or off-shift for
meeting attendance or participation in specific projects or programs.

general ledger maintenance, administration of grants, report writing, and review and
improvement of fiscal procedures. It is distinguished from the journey-level Accountant I
classification by its specialized technical accounting skills that includes preparing difficult to
complex, non- recurring journal entries and account reconciliation.
Important and Essential Duties
1. Reviews, documents, and implements

accepted accounting principals (GAAP).
2. Coordinates or actually administers grants to ensure compliance with grant requirements and
relevant laws.
3. Takes a lead role in conducting year-end close and the armual City audit.
4. Conducts the annual audit of the City and redevelopment agency.
5. Takes a lead role in the preparation of the Comprehensive Annual Financial Report (CAFR)
and other reports and documents.
6. Has lead responsibility for the general ledger and accounting procedures to ensure
compliance with GAAP.
7. Performs or coordinates the administration of fixed asset accounting.
8. Evaluates existing accounting procedures and makes recommendations for improvements
and compliance with GAAP.
9. Instructs and/or leads professional, paraprofessional and clerical finance employees.
10. Performs related duties and responsibilities as assigned.

Experience and Training
Pray combination of experience and training that would provide the required knowledge and
abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Three years of professional journey-level accounting experience, preferably in a
public agency using govermnental accounting.
Training: Bachelor's degree from an accredited college or university in accounting, finance,
business administration, or a related field, with at least 18 semester units of accounting. A
Certified Public Accountant is preferred and this certification may be substituted for one year of
the experience requirement.
Licenses and Certificates
