CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING AN AMENDMENT TO THE FINAL
TERRABAY SPECIFIC PLAN
WHEREAS, the Terrabay lands have an extensive planning history dating to the early
1980's; and,
WHEREAS, the City Council of South San Francisco approved the Final Terrabay
Specific Plan on November 21, 2000; and,
WHEREAS, the Final Terrabay Specific Plan addresses the properties known as the
"Remaining Parcels" of Terrabay; and,
WHEREAS, Owner desires to amend the Final Terrabay Specific Plan to modify the permit
approval process and to allow the development of 70 single-family residential units as attached or
detached units; and,
WHEREAS, the amendment does not alter the land use or development intensity of the
project; and,
WHEREAS, the Terrabay Specific Plan District Zoning Ordinance will be amended after
adoption of the amendments and will incorporate the land use designations and development
criteria contained in the Final Terrabay Specific Plan, as amended; and,
WHEREAS, on January 4, 2001, the Planning Commission held a properly noticed public
hearing to consider the proposed text amendment to the Final Terrabay Specific Plan and
recommended approval of the amendment.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby relies on the findings adopted on November 21, 2000. Those findings adopted on
November 21, 2000, are restated and adopted in their entirety. The findings were based on the entire
record for the Terrabay development. The record includes, but is not limited to, the following: 1)
The South San Francisco General Plan, and General Plan Environmental Impact Report; 2) The
proposed Final Terrabay Specific Plan; 3) The 1998-99 Certified Terrabay Supplemental
Environmental Impact Report, which includes the 1982 Certified Terrabay Environmental Impact
Report, the Certified 1996 Terrabay Supplemental Environmental Impact Report and Addendum to
the 1998-1999 Certified Terrabay Supplemental Environmental Impact Report; 4) Testimony and
materials submitted at the Planning Commission meeting on January 4, 2001; and 5) Testimony and
materials presented at the public hearing before the City Council on January 24, 2001:
1. The proposed text amendment is consistent with the South San Francisco General Plan based on
the facts and analyses contained in the record as presented on November 21, 2000.
The proposed text amendment to the Final Terrabay Specific Plan is consistent with the Airport
Land Use Plan. As there is no change in land use, intensity or height of the proposed buildings,
the findings made on November 21, 2000, are restated in support of the text amendment.
3. The proposed amendment to the Final Terrabay Specific Plan does not alter HCP boundaries and
is therefore consistent with the Habitat Conservation Plan, as determined on November 21, 2000.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City
of South San Francisco does hereby:

Approve the Final Terrabay Specific Plan text amendment, attached hereto as
Exhibit A.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a Regular meeting held on the 24th day
of January ,2001 by the following vote:
AYES: Councilmembers Pedro Gonzalez and Karyl Matsumoto, and
Mayor Joseph A. Fernekes
NOES: None.
ABSTAIN: None.
ABSENT: Mayor Pro Tern Eugene R. Mullin and Councilman John R. Penna

Order of Document Review
Until December 31, 2004, all lands within the Final Terrabay Specific Plan Area, all maps, plans
and permits shall be submitted, processed and approved in the following order:
ao
Specific Plan.
Tentative subdivision map, vesting tentative map or parcel map.
Precise Plan.
Grading permit for rough grading.
Final subdivision map (if applicable).
Grading permit for final grading.
Building or occupancy permits.
Beginning January 1, 2005, all lands within the Final Terrabay Specific Plan Area, all maps,
plans and permits shall be submitted, processed and approved in the following order:
Specific Plan.
Tentative subdivision map, vesting tentative map or parcel map.
Precise Plan.
Final subdivision map (if applicable).
Building or occupancy permits.
The City shall not process or approve land use entitlements in any other order.
In all sections of the Final Terrabay Specific Plan, references to 70 "attached" single family units
shall be changed to "attached or detached."
EVALUATION
Specific Plan Amendment
The proposed text change amendment does not alter the approved land uses for the Plan Area.
As stated in the November 21, 2000 staff report, the Specific Plan conforms to the City's General
Plan. The conformance findings do not change as a result of this proposed amendment. The
Specific Plan, as proposed, conforms to the City's General Plan.
