ANNOUNCEMENTS FROM STAFF
Deputy Director of the Economic and Community Development Tony Rozzi, apprised the
community and the Council of the Anti -Displacement Committee Outreach efforts.
Library Director Sommer apprised the Council and the community of the following event:
* Nurse Unseen Encore Film Screening on Saturday, May 17, 2025, at 11 a.m. at the
Library Parks & Recreation Center
Communications Manager Angenette Lau apprised the community and the Council of the
following community events:
* "Never a Bother", a youth suicide prevention campaign to increase awareness,
support, and resources among California's youth in honor of Mental Health
Awareness Month.
* Memorial Day Ceremony and Pancake Breakfast on Monday, May 26, 2025, with
breakfast at 8:00 a.m. — 9:30 a.m. and ceremony at 10:00 a.m. at Fire Station 61,

PRESENTATIONS
1. Proclamation recognizing May 18-24, 2025, as National Public Works Week. (Eddie
Flores, Mayor)
Vice Mayor Addiego read into the record a proclamation recognizing National Public Works
Week. Public Works Director Eunejune Kim and Deputy Director of Public Works Dave Bockhaus
accepted the proclamation and thanked the Council for their support and recognition.
2. Proclamation celebrating May as Older Americans' Month. (Eddie Flores, Mayor)
Councilmember Coleman read into the record a proclamation recognizing Older Americans'
Month. Senior Services Recreation and Community Services Coordinator Lisa Wilson accepted
the proclamation and thanked the Council for their support and recognition.
3. Proclamation recognizing May as National Bike Month. (Eddie Flores, Mayor)
Councilmember Nagales read into the record a proclamation recognizing National Bike Month.
Silicon Valley Bicycle Coalition Executive Director Clarissa Cabansagan accepted the
proclamation and thanked the Council for their support and recognition.
4. Proclamation recognizing May as Mental Health Awareness Month. (Eddie Flores, Mayor)
Mayor Flores read into the record a proclamation recognizing Mental Health Awareness Month.
Laura Palmer-Lohan, Executive Director of the National Alliance on Mental Illness (NAMI) of
San Mateo County, accepted the proclamation and thanked the Council for its support and
awareness efforts.
Certificate honoring Lisbeth Flores, Junior High Academic Decathlon Champion. (Eddie
Flores, Mayor)
Councilmember Nicolas read into the record a certificate recognizing Lisbeth Flores as the
recipient of the Junior High Academic Decathlon Champion. Lisbeth accepted the certificate and
thanked the Council for the recognition and her family and faculty for the support.
COUNCIL COMMENTS/REQUESTS
Councilmember Nagales apprised the Council and community about recent events, highlighting
the YMCA Diaper Donation Program that will be launched in partnership with the South San
Francisco Fire Department, International Association of Fire Fighters (IAFF) Local 1507.
Councilmember Nagales thanked Assistant City Manager Richard Lee and fire personnel for their

efforts to support South San Francisco families in need. Fire Chief Samson commended his team
for initiating the partnership. He thanked the Council for their continued support, noting that the
program will soon be launched and that diaper donation bins will be placed at Fire Stations 61, 64,
and 65, as well as Genentech preschools.
Councilmember Nicolas apprised the Council, and the community of the events attended and
requested that the meeting be adjourned in memory of Sabrina Miranda, Alfredo C. Delfin,
Hortensia Topacio, Lena Albayalde, and Rosario Carrion Di Ricco.
Councilmember Coleman apprised the community about a police -involved shooting in the Buri-
Buri neighborhood, noting the community's confusion and concern. He praised the Police
Department's professionalism and training for saving lives in South San Francisco.
Councilmember Coleman informed the community that the city held a Public Safety Community
Meeting on May 13, 2025, and the meeting recording is available on YouTube (graphic content).
He encouraged the community to keep the victim's family in their thoughts and urged those in need
of mental health support to reach out. A Critical Incident Debrief will be held on Thursday, May
15, 2025, at 6:30 p.m. at the Police Department Community Room. All are welcome to attend.
Vice Mayor Addiego asked Assistant City Manager Rich Lee for an update on Mooring Phase I.
Assistant City Manager Rich Lee provided an update via video, highlighting the San Mateo County
Harbor District's partnership. Vice Mayor Addiego also gave an overview of the city's efforts to
clean the San Francisco Bay. He shared a recent incident that occurred in the Sunshine Gardens
community due to unsafe driving and speeding, where a pedestrian tragically lost their life. The
incident involved a high-speed pursuit that resulted in the arrest of a teenager. Vice Mayor Addiego
acknowledged the Police Department's professionalism and prompt response to recent incidents.
Mayor Flores apprised the community of events attended and thanked the many volunteers who
participated in the Old Town cleanup event. He noted the importance of community engagement
and thanked all those involved. He attended a hearing to testify and support SB 390 on behalf of
the City of South San Francisco, which gives the city the authority to move forward with the
Community Facilities District (CFD).

At Mayor Flores's request, City Manager Ranals provided an overview of the San Francisco Bay
Trail maintenance contracts, noting that a Business Improvement District is being formed to
improve the downtown corridor.
CONSENT CALENDAR
The City Clerk duly read the Consent Calendar, after which the Council voted and engaged in
discussion of specific items as follows. Items Nos. 7, 11, 12, 13, and 16 were pulled for further
discussion.
6. Motion to approve the Minutes of April 9, 2025, April 29, 2025, and April 30, 2025. (Rosa

7. Motion to approve the re -appointment of two (2) Conference Center Authority Members,
one (1) South San Francisco representative to the San Mateo County Mosquito & Vector

8. Report regarding a motion to accept the construction improvements of the Centennial Trail
Improvements Project (pk2302) as complete in accordance with plans and specifications

9. Informational report regarding update on the City of South San Francisco's investment
portfolio as of March 31, 2025 (Frank Risso, Treasurer, Karen Chang, Director of Finance,

10. Report regarding Resolution No. 43-2025 for the procurement of furniture, fixtures, and
equipment and authorizing the City Manager to execute a purchasing contract with One
Workplace of Santa Clara, CA for the Orange Memorial Park Aquatic Center (OMPAC)

11. Report regarding Resolution No. 44-2025 approving Budget Amendment Number 25.053

Enhancement Project (Project No. TR2502, Bid No. 2703) in an amount not to exceed
$370,295.50 and related actions. (Jeffrey Chou, Senior Civil Engineer)
14. Report regarding Resolution No. 47-2025 authorizing the acceptance of $19,861 in
donations, sponsorships, and proceeds net of the associated expenses from the 31 st Annual
Trivia Challenge to support the Library's Project Read program and amending the Library
Department's Fiscal Year 2024-25 Operating Budget by $19,861 to enhance Project Read
programs and services and approving Budget Amendment Number 25.049. (Valerie

15. Report regarding Resolution No. 48-2025 accepting $4,924.40 from the South San
Francisco Friends of the Library to support Library collections, programs, and services,
and amending the Library Department's Fiscal Year 2024-25 Operating Budget and

16. Report regarding a resolution authorizing the City Manager to execute a Second
Amendment to the professional services agreement with HR&A Advisors, Inc. to increase
the contract authority by $50,120 for additional expenses and community outreach
associated with the anti -displacement roadmap for an amount not to exceed $437,720

17. Report regarding Resolution No. 49-2025 awarding a construction contract to JJR
Construction, Inc. of San Mateo, California, for the CDBG Ramps and Paths Project (No.
ST2506, Bid No. 2701) in an amount not to exceed $723,267.25, authorizing a total
construction contract authority budget of $833,267.25. (John Wilson, Associate Civil
Engineer)
Item No. 7: Councilmember Nagales requested clarification on the recruitment process and
vacancies for the Housing Authority Commission, and Vice Mayor Addiego requested
clarification on the Tenant Commission. City Clerk Govea Acosta responded to the inquiries,
noting that the Housing Authority accepts citywide applicants, and the Tenant Commission
applicants must reside in the complex.
Item No. 11: Councilmember Nicolas requested further clarification of the project and received
clarification.
Item No. 12: Mayor Flores requested clarification on lighting improvements. Senior Civil Engineer
Jeffrey Chou provided clarification and a project completion timeline.

inquiries and concerns from Deputy Director of Economic and Community Development Tony
Rozzi. City Attorney Woodruff provided guidance on the report. The item was pulled and not
approved.

18. Report regarding a second reading and adoption of an ordinance amending Title 6, Chapter
6.46 of the South San Francisco Municipal Code (Tobacco Retailer Permit) to adopt by
reference Title 4, Chapter 4.98 of the San Mateo County Ordinance Code, and repealing in
its entirety Title 6, Chapter 6.47 (Sales of Flavored Tobacco Products, Pharmacy Sales of
Tobacco Products, and Sales of Electronic Smoking Devices Prohibited) (Rich Lee,

Deputy Director of Capital Projects Philip Vitale introduced Project Manager and Community
Planner of MIG Noe Noyola, who provided an overview of the project.
The Council engaged in discussions and received responses from staff and the consultant. City
Manager Ranals and Parks and Recreation Director Mediati responded to inquiries about funding.
Staff was given direction and approval to move forward with the schematic design.

Amendment Number 25.055 to remove a budget designation for the project and approving
the rescission of a Letter of Intent to fund a canceled affordable housing project at 201
