RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCISCO IN SUPPORT OF THE
CITY'S PARTICIPATION IN THE METROPOLITAN
TRANSPORTATION COMMISSION'S TRANSIT -
ORIENTED COMMUNITIES (TOC) POLICY AND
CLIMATE PROGRAM AND ACCEPTING $250,000 IN
GRANT FUNDING FROM THE METROPOLITAN
TRANSPORTATION COMMISSION'S 2024 TRANSIT -
ORIENTED COMMUNITIES PLANNING GRANT
PROGRAM.
WHEREAS, the Metropolitan Transportation Commission (MTC) adopted Resolution 4530 to set
forth a Transit -Oriented Communities (TOC) Policy; and
WHEREAS, the TOC Policy incentivizes local jurisdictions to plan and zone for higher residential
and commercial densities in areas within one half mile of existing and planned fixed -guideway transit stops
and stations to support the region's transit investments and implement key greenhouse gas reduction
strategies from Plan Bay Area 2050; and
WHEREAS, incentivizing local jurisdictions to also adopt policies focused on increasing housing
production of all types, particularly affordable housing production, preservation, and protection, commercial
anti -displacement and stabilization, parking management, and transit station access and circulation further
supports regional transit investments and Plan Bay Area 2050 implementation; and
WHEREAS, the TOC Policy establishes different compliance expectations, called "tiers," for
existing and planned station areas based on the level of transit service; and
WHEREAS, the TOC Policy identifies four policy areas which are 1) density requirements for
new residential and commercial / office development; 2) affordable housing production, preservation and
protection, and commercial anti -displacement and stabilization policies; 3) parking management; and 4)
'transit station access and circulation; and
WHEREAS, in 2023, MTC identified four station areas with associated tiers in the City of South
San Francisco which include the SSF BART Station (Tier 2), San Bruno BART Station (Tier 2), SSF
Caltrain Station (Tier 3), and SSF Ferry Terminal (Tier 4); and
WHEREAS, MTC conditioned the allocation of regional discretionary funding for fixed -guideway
transit extension projects on compliance with the TOC Policy; and
WHEREAS, MTC anticipates that future regional funding, such as the One Bay Area Grant
(OBAG) program, will consider compliance with the TOC Policy as part of the prioritization and project
selection process starting with OBAG 4, expected in 2026; and

WHEREAS, on September 30, 2024, MTC announced a Call for Projects for Transit Oriented
Communities (TOC) Planning and Implementation Grants, and informed local jurisdictions of a November
22, 2024 deadline for application submittal, as well as grant application guidance and
requirements including compliance with the Transit Oriented Communities Policy; and
WHEREAS, the City of South San Francisco submitted a grant application to MTC for $250,000
for Technical Assistance for Station Area Compliance Review; and $950,000 for a South Airport Boulevard
Specific Plan, in response to the MTC's Call for TOC Planning and Implementation Projects; and
WHEREAS, the City of South San Francisco was awarded $250,000 from MTC for Technical
Assistance for Station Area Compliance Review.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San
Francisco accepts the grant award from MTC for $250,000 for Technical Assistance for Station Area
Compliance Review from MTC's 2024 Transit -Oriented Communities Planning Grant Program.
BE IT FURTHER RESOLVED, that the City of South San Francisco commits to completing the
associated work scope for the grant -funded Station Area Compliance Review.
BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco intends
to adopt relevant plans, policies, or zoning updates emerging from the work completed through the Transit
Oriented Communities (TOC) Planning and Implementation Grant to comply with the TOC Policy
requirements.
At a meeting of the City Council on 5/28/2025, a motion was made by Councilmember Nagales,
seconded by Councilmember Nicolas, that this Resolution be approved. The motion passed.
