on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).

REGULAR MEETING
TRAFFIC SAFETY COMMISSION
CALL TO ORDER: The meeting was called to order at 5:48 p.m. by Chairperson Hermes Monzon.
ROLL CALL: Present: Hermes Monzon, Chairperson Justin Yuen, Vice Chairperson
Brandon Chan, Commissioner Dana Abarca, Commissioner David Cabone, Commissioner Absent: None.
City Staff: Dave Bockhaus, Secretary to the Traffic Safety Commission Diana Wang, Clerk to the Traffic Safety Commission Alex Henry, Public Works Program Manager
AGENDA REVIEW: No changes.
PUBLIC COMMENT: None. CONSENT CALENDAR: 1. Approval of the Meeting Minutes of the Traffic Safety Commission for April 8, 2025.
Motion Commissioner Carbone / Second Vice Chair Yuen – to approve the April 8, 2025 meeting minutes as submitted. Approved by voice vote (5-0-0) ADMINISTRATIVE ITEMS: None.
ITEMS FROM THE COMMISSION: 1. Strategies to Boost Public Engagement in Commission Meeting (Commissioner Carbone)
• Commissioner Carbone proposed that the commission explore feasible
strategies to enhance public engagement as a future goal, noting that this was one of the objectives presented to City Council during their December
5
presentation. City staff will include this topic as an ongoing agenda item in the
future. Commissioner Carbone requested that efforts to increase public engagement be initiated, with the goal of developing strategies by the end of the year. Motion by Commissioner Carbone, seconded by Chair Monzon. Approved by voice vote (5-0-0).
• Vice Chair Yuen commented he is interested in learning how other commissions and committees encourage public participation in their meetings. ITEMS FROM THE STAFF:
1. April 2025 TAC 2504 City Engineer Memo
• TAC 2504-08 – Commissioner Chan noted that southbound Linden Avenue is already heavily congested, leading most drivers to use Baden Avenue instead. He commented on his support in the reasoning behind denying the request.
• TAC 2504-06/2504-15 – Commissioner Carbone inquired why the curb will not be painted red in response to the TAC request. City staff explained that the City is currently prioritizing improvements within high-injury network areas, and this location does not fall within those zones. They also noted that, although some
curbs may not be painted red, it remains illegal to park in those areas due to a
AB 413 that took effect at the beginning of the year.
• Dave Bockhaus, Public Works Deputy Director, stated that City staff will invite John Wilson, Associate Engineer, to attend a future meeting. Additionally, staff will share information about the high-injury network on the City’s website.
• Commissioner Abarca inquired about the process for approving handicap parking spaces in residential areas. Alex Henry, Public Works Program Manager, explained that residents must submit a Traffic Advisory Committee
(TAC) request along with a copy of their disabled placard, license plate, and a
valid form of identification. 2. Joint Special Meeting of the Traffic Safety Commission (TSC) and Bicycle Pedestrian Advisory Committee (BPAC) – June 4, 2025
• Clerk Wang announced that the Bicycle Pedestrian Advisory Committee (BPAC) has invited the Traffic Safety Commission to a joint special meeting scheduled for Wednesday, June 4 at 6:00 PM in the Annex Conference Room, located at 315 Maple Avenue.
• Commissioners agreed this would be a good opportunity for them to meet other committee members and discuss similar topics.
• Commissioner Carbone shared that he saw on the City/County Association
of Governments (C/CAG) website that the cities of San Bruno and South
San Francisco are currently collaborating with community members to update the Community-Based Transportation Plan (CBTP). Chair Monzon added that his community group is partnering with the organization leading the project and will be hosting a meeting this week with focus groups and
community members, specifically targeting those who rely on public
transportation between downtown South San Francisco and San Bruno.
• Commissioner Carbone suggested inviting C/CAG to a future meeting. City staff will coordinate with BPAC to explore the possibility of having C/CAG
give a presentation on the Community-Based Transportation Plan (CBTP)
at an upcoming meeting. Chair Monzon adjourned the meeting at 6:20 p.m.
