HomeMy WebLinkAboutReso 76-2008 RESOLUTION NO. 76-2008 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION SUPPORTING THE PASSAGE OF ASSEMBLY BILL NO. 3034 TO STRENGTHEN AND IMPROVE THE HIGH SPEED RAIL BOND PROPOSAL ENACTED IN 2002 1 WHEREAS, the Bay Area and South San Francisco have an established conlnlitJne!lt to providing environlnentally friendly, econonlically viable lneans of transportation for its citizens, such as the high-speed rail; and WHEREAS, AB 3034 was initiated to strengthen and ilnprove the provisions of the high- speed rail bond proposal enacted in 2002 (SB 1856) to be presented to voters in Novenlber 2008, adopting financial and construction benc1unarks, and incorporating CUlTent envirOlullental and legal findings; and WHEREAS, AB 3034 passed the Asselnbly Transportation Conllnittee and the Assenlbly Appropriations COlnnlittee unaninlously and was overwhelnlingly approved by the Califonlia State Assenlbly on May 29, 2008; and WHEREAS, AB 3034 provides construction and financing requirenlents for the bond nleasure and allows the California High-speed Rail Authority to prioritize constnlction segIl1ents of the systenl based on readiness of In at ching federal, local and private funds; and WHEREAS, AB 3034 relnoves legal obstacles to private investnlent; and WHEREAS, AB 3034 guarantees that $950 nlillion in bond funds allocated to intercity, conllnuter and urban rail systenls lnust be used for direct connections to the high-speed rail network; and WHEREAS, AB 3034 updates findings to reference high-speed rail's imlnediate benefits to Califonlia's econolnic viability, burgeoning population, and enviromnental sustainability; and WHEREAS, California high-speed rail will provide econonlic oppoliunity and growth to California by providing 160,000 construction jobs and 450,000 pennanent jobs; and WHEREAS, California high-speed rail will provide a reliable mode of transpoli for the projected population growth of 50 nlillion people in the next 20 years. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council does hereby declare its support of approval of AB 3034 by the Califonlia Legislature and sigIlature by Govenlor Schwarzenegger. * * * * * I hereby celiify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular lneeting held on the 23rd day of July 2008 by the following vote: AYES: Councihnelnbers Mark N.
