The PLHA award will be made to the Applicant (upon meeting threshold requirements) and the Applicant is responsible for meeting all program requirements throughout the term of the Standard Agreement. The 302(c)(4) Plan template worksheet requires first choosing one or more of the Eligible Activities listed below. If "Yes" is clicked, the 302(c)(4) Plan worksheet opens a series of questions about what precise activities are planned. Some specific activities, such as providing downpayment assistance to lower-income households for acquisition of an affordable home, could be included under either Activity 2 or 9. AOWH Requirement Fulfillment - Activity 2: To fulfill the City’s requirement of allocating 40% of designated funds toward Affordable Ownership Workforce Housing (AOWH), will be committed to the rehabilitation of affordable ownership housing through a Minor Home Repair Program. This program offers grants for home repairs that improve health and safety, enhance housing accessibility, and increase energy efficiency for eligible low- to moderate-income households. To further satisfy the City's 40% AOWH allocation requirement, $49,139.60 from the 2021 allocation will be used to reimburse the City for its efforts in preserving units within the City's Affordable Housing program. These Below Market Rate (BMR) units were at- risk of being sold to regular market due to challenges in finding income-qualified buyers. To preserve long-term affordability, the City intervened by acquiring title to the properties, adjusting the resale prices, and reselling the units to eligible income households. Activity 6: The remaining allocation will be directed toward Activity 6, supporting the operating costs of the City’s Economic Advancement Center (EAC). The EAC functions as a case management and resource hub, providing services such as housing assistance, job placement, food resources, and other support programs designed to promote housing and economic stability for individuals experiencing homelessness or at-risk of becoming homeless. §302(c)(4)(B) Provide a description of the way the Local government will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of Area Median Income (AMI). By allocating PLHA funds to the Minor Home Repair Program, the City is demonstrating a strong commitment to supporting the long-term stability of low-income households. This strategic investment helps preserve existing affordable housing by addressing needed repairs and rehabilitation needs that might otherwise be unaffordable for residents. Through this initiative, the City not only prevents further deterioration of homes but also promotes safer, more livable communities. Prioritizing maintenance and rehabilitation ensures that vulnerable families can remain in their homes. Additionally, allocating PLHA funds towards the City's EAC will help support low- income households through case management support, providing housing resources and services to assist in securing income through job placement, and other services aimed at supporting housing and income stability. §302(c)(4)(C) Provide a description of how the Plan is consistent with the programs set forth in the Local Government’s Housing Element. The Plan is consistent with the City's Housing Element framework, including Goal 4, "Preserve - Strive to maintain and preserve existing housing resources, including both affordable and market-rate units." Within this Housing Element goal is a specific program which will be supported by this Plan, Policy PRSV-1 which encourages reinvestment in older residential neighborhoods and rehabilitation of housing, especiall housing for very-low, low- and moderate-income households. Additionally, the Plan is consistent with Goal 6 - Special Needs Population - Enhance the quality of existing affordable housing and expand housing opportunities and services for special needs populations and residents experiencing housing insecurity." Within this Housing Element goal are a number of specific programs and which will be supported by this Plan. Those include Program SNP-7.4 - Social services for housing and homeless prevention; and Program SNP-8.3 - Provide services for unhouse families. Activities Detail (Activities Detail (Must make a selection on Formula Allocation Application worksheet under Eligible Activities, §301)) 45 §302(c)(4)(E)(i) Provide a detailed and complete description of how allocated funds will be used for each proposed Affordable Rental and Ownership Housing Activity. Forty percent of the allocated funds will be used towards Activity 2. Funding will be committed to the rehabilitation of affordable ownership housing through a Minor Home Repair Program. This program offers grants for home repairs that improve health and safety, enhance housing accessibility, and increase energy efficiency for eligible low- to moderate-income households. The 2021 Allocation will also designate $49,139.60 towards Activity 2. The City recently acquired two Below Market Rate units that were at risk of being sold into the regular market. If sold at market rate, the City would have lost thes units from the affordable housing program. The City intervened in the purchase to continue to preserve the units long-term affordability. Upon resale, the City reduced the resale prices of the units in order to maintain affordability for eligible buyers. The allocation would be used to reimburse the City for a portion of the financial subsidy provided to preserve the affordable units. On May 28, 2025, South San Francisco staff will go to City Council to receive direction on the lease exstension for the EAC. On June 11, 2025 staff will go to the City Council to receive approval to submit the amendment to the PLHA application and execute the PLHA Standard Agreement. At the same meeting the City Council will authorize staff to execute all neccessary support documents to provide the funding towards all desired program (i.e. lease agreement). 857 §302(c)(4)(E)(i) Provide a detailed and complete description of how allocated funds will be used for the proposed Activity.
