The purpose of this conversation is to determine if any meeting dates need to be rescheduled or canceled. No further actions are recommended as both IOS’s are still being investigated. BACKGROUND/DISCUSSION During the early evening of April 28,2025,South San Francisco police officers responded to a 911 call in the Winston Manor neighborhood regarding an “active disturbance where a suspect was brandishing a firearm at a neighbor”.Soon after arrival,police backup was called as the suspect had started shooting into an occupied residence.The suspect eventually began shooting at police officers (with multiple firearms)and was eventually shot by SSF police officers.The suspect died at the scene.The suspect shot one of the residents in the home he originally fired into and that resident sustained a non-life-threatening injury. More details are provided with the two media releases that are attached. A public safety community meeting was held at the L|PR Center Council Chambers on May 13th to address the shooting. Councilmember Coleman,Chief Campbell,Captain Pinell,and the department’s mental health clinician,Charli Prete addressed the audience to ensure the public could have a better understanding of how and why the incident occurred. Video and audio footage was shared during the meeting for transparency.SSFPD’s mental health clinician as well as a clinician from StarVista,and a representative from Kara (grief support)were present and available for those who needed mental and/or emotional support.Attendees were able to ask questions and provide comments at the conclusion of the presentation. Seven (7) people, including the victims, attended, and were escorted into the administrative area of the PD, where they were able to meet privately with the mental health clinicians. Some media outlets were outside at the door, but they were told that only impacted residents were to be admitted to meet with counselors. Link to ABC news coverage: <https://abc7news.com/post/bodycam-drone-video-shows-moments-during-south-san-francisco-police-shootout-killed- suspect/16432688/> During the evening of May 14th, 2025, South San Francisco police officers received multiple calls to the Oyster Point neighborhood regarding a man “yelling obscenities and attempting to force entry into a public restroom”. After officers arrived, the suspect was found to still be attempting to break into a restroom. When officers attempted to make contact, the suspect fled on foot with what appeared to be a firearm in his hand (which was later found to be a replica firearm). After attempting to subdue the suspect with less-lethal force (which was ineffective), the suspect pointed the firearm at officers which prompted officers to then discharge their weapons. Medical personnel responded to assist the suspect, but he was soon pronounced dead at the scene. Because the suspect was shot and killed due to pointing a replica firearm at officers (unbeknownst to them), the State of California mandates that the incident be investigated by the State Department of Justice, as opposed to the county’s district attorney. CONCLUSION In conclusion,per the commission’s request,commissioners will discuss the recent officer involved shootings (OIS)in South San Francisco. Elena Dominguez-Brennan Time: 7:00 pm Phone: 650-877-8922 Location: 300 block Oyster Point Blvd, SSF Email: [email protected] ___________________________________________________________________________________________________________ Officer Involved Shooting On May 14, 2025, at approximately 7:00 PM, the South San Francisco Police Department received multiple calls regarding a suspect, described as a white male in his 40's, reportedly yelling obscenities and attempting to force entry into a public restroom with a metal object in the 300 block of Oyster Point Boulevard. When officers arrived on scene, the suspect was still actively breaking into the public restroom. Officers contacted the suspect, who refused to identify himself and fled on foot with what appeared to be a firearm in his hand. Officers pursued the individual through an area of high pedestrian traffic along a public trail. Officers from multiple agencies responded to assist at the scene. Officers attempted to subdue the suspect using less-lethal force, which proved ineffective. The suspect then pointed the firearm at officers. In response to the imminent threat, two officers from the South San Francisco Police Department and one officer from the San Bruno Police Department discharged their service weapons. Medical personnel from the South San Francisco Fire Department were staged nearby and responded to medically assess the suspect when it was safe to do so. The suspect was pronounced deceased at the scene. The subsequent investigation determined the firearm in the suspect's possession was a replica. The suspect has not been identified at this time. No officers or members of the public were injured during the incident. Pursuant to AB 1506, the officer involved shooting is under investigation by California Department of Justice. The officers are on paid administrative leave as is customary in officer involved shooting protocols. This remains an active and ongoing investigation. Director Mediati offered clarification and provided additional information based on the discussion from last month’s Commission meeting. Staff responded to inquiries from Commissioners. 2. Devin Stenhouse, DEI Officer DEI Officer Stenhouse shared an upcoming event: San Mateo County Pride Celebration. He invited Commissioners to join the South San Francisco parade contingent. Motion to approve minutes from the April 21, 2025 Commission on Equity and Public Safety meeting. (Commissioner Yee) Officer Stenhouse will request someone from Police to attend the next Commission meeting to discuss recent incidents. Commissioner Bedigian expressed interest in having a discussion on this topic at the next meeting regardless of whether a representative from the Police Department can attend. 3. Every Kid Deserves A Bike. (Vice Chair Sanders) Officer Stenhouse provided an update on the program. 4. Retreat. (Devin Stenhouse, DEI Officer) Officer Stenhouse reminded the group that the annual retreat will be coming up and asked Commissioners to start thinking about it. 5. Summer schedule. (Commissioner Bedigian) Commissioner Bedigian asked Commissioners to be prepared to discuss possible changes to the Commission meeting schedule for the summer. 6. Invitation to band performance. The event will feature comedy,music,and art that honor Salvadoran and Latin American traditions.Event highlights include a food section with traditional and innovative Latin American dishes,an exhibit hall showcasing art,and a family- friendly area for cultural crafts and interactive activities.A beer garden,live performances,and a parade to kick off the event. All while the bustling market allows vendors to display and sell culturally significant goods. Beyond entertainment,Cultura Fest aims to build interconnections between businesses and also deepen their engagement with the community.Local businesses are invited to participate by transforming their storefronts into cultural exhibits, reflecting what culture means to them and showcasing their entrepreneurial journeys. Like the South City Pride event in 2024 and as an affiliate of the City of South San Francisco,the Commission on Equity and Public Safety is invited to host a table at the event.If commissioners choose to table,commissioners can utilize the platform to collect information from event attendees,many of whom will likely be of Central and South American nationality who live in South San Francisco and may be willing to share concerns regarding their immigration status and the current administration.This information can likely influence the future direction,goals,and objectives of the commission. BACKGROUND/DISCUSSION The Commission is currently scheduled to meet every 3rd Monday,however,many holidays are observed on Mondays and with the conclusion of the initial half of the calendar year coming to an end,it would be beneficial for commissioners to confirm the schedule for the rest of the year as soon as possible so commissioners are able to properly address their professional and personal schedules accordingly. Additionally,commissioners should also discuss potential dates and possibly times for their yearly retreat (including weekends as possible options if needed). Determining the content for the retreat can be discussed at a later date. Kevin also indicated that he would help create efficient questions that could yield meaningful responses. At the March 17,2025,meeting,commissioners voted to create an ad hoc committee intended to work with Kevin with the goal of creating a survey.The ad hoc committee consists of Commissioners Cansino,Harrison,and Yee.After several meetings with Kevin during the following weeks as well as check-ins and updates from the commission,the survey was sent to registered FlashVote subscribers on Thursday,June 12 at 11:08 am and scheduled to conclude on Saturday,June 14 at 11:00 am.
