CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A SECOND
AMENDMENT TO THE FINAL TERRABAY
SPECIFIC PLAN
WHEREAS, the Terrabay lands have an extensive planning history dating to the early
1980's; and
WHEREAS, the City Council of South San Francisco approved the Final Terrabay
Specific Plan on November 21, 2000 and an amendment to the Final Terrabay Specific Plan in
January 2001; and
WHEREAS, the Final Terrabay Specific Plan addresses the properties known as the
"Remaining Parcels" of Terrabay; and
WHEREAS, the amendment does not alter the land use or development intensity of the
project over that previously analyzed; and
WHEREAS, the Terrabay Specific Plan District Zoning Ordinance will be amended
concurrently with the adoption of the amendment and incorporates the land use designations and
development criteria contained in the Final Terrabay Specific Plan, as amended; and
WHEREAS, on March 1, 2001, the Planning Commission held a properly noticed public
hearing to consider the proposed text amendment to the Final Terrabay Specific Plan; and
WHEREAS, on April 5, 2001, the Planning Commission recommended approval of the
second amendment to the Final Terrabay Specific Plan with certain modifications to the height of
the commercial building and the parking requirements.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby relies on the findings adopted on November 21, 2000. Those findings adopted on
November 21, 2000, are restated and adopted in their entirety. The findings were based on the entire
record for the Terrabay development. The record includes, but is not limited to, the following: 1)
The South San Francisco General Plan and General Plan Environmental Impact Report; 2) The Final
Terrabay Specific Plan; and, 3) The 1998-99 Certified Terrabay Supplemental Environmental Impact
Report, which includes the 1982 Certified Terrabay Environmental Impact Report, the Certified 1996
Terrabay Supplemental Environmental Impact Report and Addendum to the 1998-1999 Certified
Terrabay Supplemental Environmental Impact Report. Additional evidence supporting the findings
of November 21, 2000 includes, but is not limited to: 1) Testimony and materials submitted at the
Planning Commission meeting on March 1, 2001; 2) Testimony and materials presented at the

Planning Commission meeting on April 5, 2001; and, 3) Testimony and materials presented at the
public hearing before the City Council on April 11, 2001:
The proposed text amendment is consistent with the South San Francisco General Plan
based on the facts and analyses contained in the record as presented on November 21,
2000 and on April 11, 2001. The use of Valet and Assisted Parking and the
implementation of the TDM program was contemplated in the Final Terrabay Specific
Plan approved by the Council on November 21, 2000. An increase in the height of the
office building of fifteen feet does not significantly affect the aesthetics of the building
when viewed against San Bruno Mountain at a height of 800 to 1200 feet above mean
sea level. Based on the above, the proposed amendment to the Final Terrabay Specific
Plan is consistent with the South San Francisco General Plan.
The proposed text amendment to the Final Terrabay Specific Plan is consistent with the
Airport Land Use Plan. The proposed increase in height of fifteen feet for the office
tower is within the FAA guidelines. Additionally, changes in development intensity, i.e.
adding 14 one-bedroom units, and an addition of fifteen feet to the height of the office
building are within the scope of the project analyzed in the 1998-99 Certified Terrabay
Supplemental Environmental Impact Report, which includes the 1982 Certified Terrabay
Environmental Impact Report, the Certified 1996 Terrabay Supplemental Environmental
Impact Report and Addendum to the 1998-1999 Certified Terrabay Supplemental
Environmental Impact Report or will not to contribute any additional impacts not
analyzed in the aforementioned documents. Therefore, the findings made on November
21, 2000 are restated in their entirety in support of the text amendment.

The proposed amendment to the Final Terrabay Specific Plan reduces the total acreage
of the Recreation Parcel and alters the HCP boundaries by including the additional
acreage within the protected area. Therefore, the proposed amendment is consistent with
the Habitat Conservation Plan, as determined on November 21, 2000.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City
of South San Francisco does hereby:

Approve the Final Terrabay Specific Plan text amendment, attached hereto as
Exhibit A.

EXHIBIT A
TEXT AMENDMENT TO THE FINAL TERRABAY SPECIFIC PLAN
The Final Terrabay Specific Plan is amended to include the following:
The condominium tower shall have a maximum of 112 units consisting of one, two and
three-bedroom units.
Each of the 14 one-bedroom units within the condominium tower shall be assigned one
parking space and each residential unit shall provide .25 spaces for guest parking.

The height of the office tower is 290 feet above finished grade to accommodate the
elevator tower of the building.
IV.
The Transportation Demand Management Program (TDM Program) shall include valet
and/or assisted parking within the structured parking on the commercial site. Valet
parking is permitted only in the parking garages and not in the surface lots. Page 11-24 of
the Final Terrabay Specific Plan is amended to add a second bullet as follows:
Provide valet and/or assisted parking in the commercial parking
structures during, at a minimum, peak on-site parking periods.
The first year of occupancy the peak period shall be 7:00 a.m. to
7:00 p.m. Monday through Friday. Thereafter, the peak period
shall be determined by the City's traffic consultant through the
annual audit and monitoring of the TDM Program as required by
the Final Terrabay Specific Plan.

Valet Parking is defined as a process of parking cars whereby valet parking personnel
meet incoming and outgoing passenger vehicles at a designated drop-off/pick-up point
where they drop-off/pick-up their cars and keys at all times. All parking and
maneuvering of passenger vehicles in the garage is performed by the valet parking
personnel (proposed new language in the Terrabay Specific Plan District Zoning
Ordinance Section 20.63.010 (aa)). I modified this definition in the ordinance. If you
prefer, we can revert back to original language.
VI.
Assisted Parking is defined as a process whereby incoming passenger vehicles are parked
by their own drivers until all or most of the striped spaces in the garage are utilized.
From that point, until the garage empties out to avail adequate striped spaces,
incoming/outgoing driver/owners drop-off/pick-up their cars at a designated drop-
off/pick-up point within the garage to/from valet parking
VII. The total acreage for the Recreation Parcel is 6.33 acres.
