HomeMy WebLinkAboutRDA Reso 18-2008RESOLUTION NO. 18-2008 REDEVELOPMENT AGENCY, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION APPROVING THE REPLACEMENT HOUSING PLAN FOR THE PROPERTY LOCATED AT 636 EL CAMINO REAL _ WHEREAS, pursuant to the California Community Redevelopment Law (Health and Safety Code, Section 33000 et seq.), the Rede;velopment Agency of the City of South San Francisco ("Agency") has the responsibility for implementing the Redevelopment Plan (the "Redevelopment Plan") for the El Camino Corridor Project Area ("Project Area") adopted by the City Council of the City of South San Francisco by Ordinance No. 1132-93 in 1993; and WHEREAS, Mid-Peninsula Housing Coalition, a California nonprofit public benefit corporation ("Developer") intends to acquire that certain real property located adjacent to the Project Area at 636 El Camino Real in South San Francisco, California (the "Property") and to construct amixed-use project on the Property consisting of 78 to 138 very low-income dwelling units ("Project"); and WHEREAS, the Agency anticipates that in the near future it will execute an Owner Participation and Loan Agreement ("Agreement") v~~ith the Developer for the Project; and WHEREAS, the Project will result in the destruction or removal of twelve mobile homes on the Property occupied by low- and moderate-income households; and WHEREAS, pursuant to Health and Safety Code Section 33413.5, an agency must adopt a replacement housing plan not less than 30 days prior to the execution of an owner participation agreement that would lead to the destruction or removal of dwelling units from the low- and moderate-income housing market; and WHEREAS, in accordance with Health and Safety Code Section 33413.5, the Agency has prepared the replacement housing plan attached. hereto as Exhibit A to replace the mobile homes on the Property (the "Replacement Housing Plan"); and WHEREAS, pursuant to the Replacement Housing Plan, the Developer will construct between 78 and 138 very low-income dwelling units on the Property; the Agency will impose affordability covenants on the replacement dwelling units tc- ensure that they remain affordable to very low-income households for the length of time required by Health and Safety Code Section 33413; the construction of the replacement dwelling units will not require voter approval under Article 34 of the California Constitution; the replacement dwelling units will be completed within 4 years of the destruction or removal of the mobile homes; and the construction of the replacement dwelling units will be funded with Agency Housing Set Aside funds and one or more of the following sources: City of South San Franci:~co Developer Housing Trust, San Mateo County Housing Endowment and Regional Trust, State of California Low-Income Housing Tax Credits and the State of California's HCD Infill Grant. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of South San Francisco that it hereby approves the Replacement Housing Plan prepared in compliance with Health and Safety Code Sections 33413 et seq. for the Property. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the Redevelopment Agency of the City of South San Francisco at a special meeting held on the 27`" day of August 2008 by the following vote: AYES: Boardmembers Mark N.
