HomeMy WebLinkAboutReso 100-2000 RESOLUTION NO. 100-2000 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE CITY AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES LOCAL 1569 WHEREAS, attached hereto as Exhibit A is the summary of the salary and benefit changes; and WHEREAS, a new Memorandum of Understanding document will be prepared, subject to review and approval of the City Attorney, which will incorporate all terms and conditions of employment previously approved by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby authorizes an agreement between the City and the American Federation of State, County and Municipal Employees Local 1569. BE IT, FURTHER RESOLVED that the City Council of the City of South San Francisco hereby authorizes the City Manager to execute the agreement on behalf of the City. Incorporate previously agreed-upon language into this MOU revision. 3. Add bilingual pay of 2.5% for specific classifications in unit with pre-determined languages. 4. Modify longevity pay for members to 1.5% after the 15t~ year and an additional 1.0% after the 20t~ year of service. 5. Change 3 parks maintenance workers to "groundsperson-type" positions with a 5% differential between classifications. 6. Increase standby compensation to $250 year 1, $275 year 2, and $300 year 3 with 4 hours of OT if called back on holiday (midnight to midnight of actual holiday) and employees hired after 7/1/00, once trained, required to take standby. 7. Inerehse education incentive by 2.5% for dispatchers for bachelor's degree in consideration of shift rotation. 8. Increase tool allowance by $100 per year, beginning 7/1/00. 9. In consideration of trading one day of paid family care leave, those employees currently receiving longevity compensation for the 10'~ through the 15e years will continue to do so until eligible for the new longevity compensation. This.reduces Paid Family Care Leave for current employees to 16 hours. 10. Increase' dental benefits to $1,500 per calendar year, effective 8/1/00. 11. Beginning 7/1/00 for part-time regulars, pro*rated leaves and pro-rated benefits of the following: life insurance, vision insurance; discretionary holiday, bereavement leave. 12. Add provision that if the PERS retirement benefits are modified single-highest year or sick leave service credit for any other miscellaneous unit during the life of this agreement, ~hose modifications are also provided for this unit. ~' 13. Allow for full contract re-opener if PERS makes available additional retirement formulas. 14. Maintain current level of health benefits. Add side letter about modifying medical benefit providers, if necessary. 15. Add shift rotation for dispatchers. 16. Modify discretionary holiday payoff to be by the payperiod before the last payperiod of the calendar year. 17. Modify light-duty provision to allow for an employee to be assigned in another department if work is available. 18. Modify language in the following areas: work hours, Sick Leave Management Policy to include a follow-up letter about the results of the sick leave review meeting; discuss evaluations with ~ i evaluator's supervisor; and transfers 19. Clean up language to eliminate gender-related references, unclear wording, and duplicative language. 20. Modify Sick Leave Payout language for all employees hired after 6/30/00, eliminating payout from 5 years to 10 years of employment. 21. Modify Sick Leave and Paid Family Care Leave to ensure consistency with new laws. Reduce Paid Family Care Leave to one day for employees hired into unit-covered classifications after 7/1/00. 22. Modify salaries for all classifications, except dispatch, for the period of July l, 2000 through June 30, 2003 to include COLA adjustments of 4% each year on 7/1/00, 7/1/02, 7/1/03 respectively. 23. Modify salaries for Communication Dispatcher and Supervising Communications Dispatcher, for the period of July l, 2000 through June 30, 2003 to include COLA of 4% on 7/1/00, 3% on 7/1/01, and 3% on 7//1/02; and equity of 16% on 7/1/00.
