CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION TO DISPENSE WITH BIDDING PROCEDURES
FOR REHABILITATION WORK FROM 339-341 COMMERCIAL
AVENUE, AND AUTHORIZE THE CITY TO ENTER INTO A
NEGOTIATED CONTRACT IN THE AMOUNT OF $360,000, TO
BE FUNDED WITH CDBG, WITH CARLIN COMPANY, INC. TO
COMPLETE THE REHABILITATION
WHEREAS, in 1999, the Redevelopment Agency acquired the property located at 339-
341 Commercial Avenue; and
WHEREAS, the Redevelopment Agency purchased the property to rehabilitate four
blighted housing units and to convert them into permanent affordable housing; and
WHEREAS, Public Contract Code Section 20162 requires the City to submit public
projects with projected expenditures exceeding $5,000 to a competitive bidding process; and
WHEREAS, in the case of the 339-341 Commercial Avenue Housing Rehabilitation
Project, the City attempted to obtain a contractor through the competitive bidding requirements
under the Public Contract Code; and
WHEREAS, the City did not receive any bids; and
WHEREAS, Public Contract Code Section 20166 gives the City Council the option to
forgo the competitive bidding requirements set forth in the Local Agency Construction Act
(Public Contract Code Section 20100, et seq.); and
WHEREAS, the City negotiated with two contractors to complete the rehabilitation of
339-341 Commercial Avenue; and
WHEREAS, one contractor offered to rehabilitate one building, 339 Commercial
Avenue, for $260,000; and
WHEREAS, Carlin Company offered to rehabilitate both buildings for $360,000; and
WHEREAS, on November 17, 1999, the City Council approved $150,000 for
the rehabilitation of both buildings.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that the City Council hereby dispenses with bidding procedures for
Rehabilitation Work for 339-341 Commercial Avenue, and authorizes the City Manager to
Execute a Negotiated Contract in the amount of $360,000, to be funded with CDBG, with
Carlin Company, Inc. to complete the rehabilitation work for 339-341 Commercial Avenue
and approves an additional $210,000 for the project.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
Redevelopment Agency of the City of South San Francisco at a Regular meeting held on the
25th day of October ,2000 by the following vote:
