Purpose of the meetirig:
Call to Order.
2. Roll Call.
3. Presentation - ROMA Design Group, regarding preliminary design
concepts for the potential redevelopment of Oyster Point in conjunction
with ongoing discussions with Oyster Point Ventures, LLC regarding
redevelopment of the Oyster Point Business Park.
4. Closed Session: Conference with Real Property Negotiator and Seifel
Consulting.
(Pursuant to Government Code section 54956.8)
Property: Oyster Point Marina Area Properties know as Parcels A, B, C,
D- l, D-2, E 1-4 and I-4.
Negotiating Parties: City of South San Francisco, South San Francisco
Redevelopment Agency and Oyster Point Ventures, LLC.
City/Agency Negotiator: Marty Van Duyn.
Under Negotiations: Terms and Conditions for potential sale or lease
of property interests.
Conference with Legal Counsel: Existing Litigation (Pursuant to Gov
Code Section 54956.9 (a).) In Re Green Building Exchange, Inc.
Case No. 08-32161-TEC.

SUBJECT: SPECIAL MEETING -Presentation and Closed Session -Oyster Point
Redevelopment Progress Report, Preliminary Site Design Concept and
Financial Analysis Discussion
The Special Meeting is scheduled for one hour (6pm to 7pm) on Wednesday, January 28, 2009;
the first 30 minutes will be a presentation, and the second 30 minutes will be in closed session.
Open Meeting -Presentation
The purpose of the open meeting portion of the Study Session is twofold:
1) To update Council on the progress that has been made during ongoing discussions between
Staff and Oyster Point Ventures in relation to the proposed redevelopment of the Oyster Point
Business Park and the Oyster Point Marina area; and
2) To receive Council's comments on the Preliminary Site Design Concept (attached). The draft
site plan is a critical component in the land use, financial, and infrastructure planning for the
Oyster Point Marina area, and for the upcoming Memorandum of Understanding (MOU)
negotiations between Oyster Point Ventures and the City/RDA.

parties and their respective consultants continue to complete the necessary due diligence for a
possible land sale and phased redevelopment of the Oyster Point Business Park and Oyster Point
Marina area. At this time, Council input and direction on the Preliminary Site Design Concept is
critical to several aspects of the ongoing analysis.
Preliminary Site Design Concept
On January 20, 2009 the City's Oyster Point Advisory Sub-committee met with Staff and the
City" s design consultant (Boris Dramov - ROMA Design Group) to discuss redevelopment of the
Oyster Point Marina area. Since that meeting, the concept graphic has been slightly modified to
include input from the Sub-committee, as well as further design refinements.
Key features of the design include a new road configuration and the creation of new parcels with
opportunity sites for a hotel, retail uses, public or quasi-public uses, and recreation uses. The
concept will also illustrate a new landscape scheme and various other site improvements. Uses
such as the marina, boat launch, fishing pier, and windsurfing launch remain part of the current
scheme.
