Called to Order: 6:03 p.m.
Roll Call: Present: Councilmen Garbarino, Gonzalez and
Mullin, Vice Mayor Addiego, and Mayor
Matsumoto.
Absent: None.

Public Comments -comments were limited to items on the Special Meeting Agenda.
None.
Council interviewed applicants to fill Board and Commission term expirations and
vacancies as follows:
Cultural Arts Commission: Larry Fowler, Jr. and David R. Silva. Applicant Lisa Anne
Trujillo did not appear.
Library Board: Patricia A. Fitzpatrick and Robert Turnberg. Applicant Teresa Avelar
could not appear.
San Mateo County Flood Control District: Richard A. Bordi.
Personnel Board: Charles Elliott, Marietta Lou Harris, Richard Irli and Buenaflor Nicolas.
Historic Preservation Commission: Bertha Iskra, Kamala Silva Wolfe and Cyrus Kon.
Discussion and appointment of applicant to the Cultural Arts Commission.
After discussion, Council voted by ballot yielding the following result: David Silva was
appointed to the Cultural Arts Commission for a term to expire June 13, 2012.
Motion -Vice Mayor Addiego/Second -Councilman Mullin. To appoint David Silva to the
Cultural Arts Commission for a term to expire June 13, 2012. Unanimously approved by voice
vote.
6. Discussion and appointment of applicants to the Library Board.
After discussion, Council voted by ballot yielding the following result: Patricia Fitzpatrick and
Robert Turnberg were appointed to respective terms on the Library Board to expire June 30,
2011.
Motion -Councilman Garbarino/Second -Councilman Mullin. To appoint Patricia Fitzpatrick
and Robert Turnberg to the Library Board for respective terms to expire June 30, 2011.
Unanimously approved by voice vote.
7. Discussion and appointment of applicant to the San Mateo County Flood Control District.
After discussion, Council voted by ballot yielding the following result: Richard Bordi was
appointed to a term on the San Mateo County Flood Control District to expire March 31, 2013.
Motion -Councilman Garbarino/Second -Councilman Gonzalez. To appoint Richard Bordi to
t11e San Mateo County Flood Control District for a term to expire March 31, 2013. Unanimously
approved by voice vote.
8. Discussion and appointment of applicants to the Personnel Board.
After discussion, Council voted by ballot yielding the following result: Charles Elliott and
Richard Irli were reappointed to respective terms on the Personnel Board to expire December 31,
2012. Marietta Lou Harris was appointed to a term on the Personnel Board to expire December
31, 2012.
Motion -Councilman Garbarino/Second -Councilman Mullin. To reappoint Charles Elliott
and Richard Irli to respective terms on the Personnel Board to expire December 31, 2012 and to
appoint Marietta Lou Harris to a term on the Personnel Board to expire December 31, 2012.
Unanimously approved by voice vote.
9. Discussion and appointment of applicants to the Historic Preservation Commission.
After discussion, which included the City Attorney's confirmation that Council could appoint an
applicant that had applied for another Board or Commission that it had interviewed the previous
week and from whom Council had confirmed interest in other Boards or Commissions, Council
voted by ballot yielding the following result: Cyrus Kon and Bertha Iskra were reappointed to
respective terms on the Historic Preservation Commission to expire December 31, 2012. Aldo
De Tomasi was appointed to a term on the Historic Preservation Commission to expire
December 31, 2012.
Motion -Councilman Garbarino/Second -Councilman Gonzalez. To reappoint Cyrus Kon and
Bertha Iskra to respective terms on the Historic Preservation Commission to expire December

31, 2012 and to appoint Aldo De Tomasi to a term on the Historic Preservation Commission to
expire December 31, 2012. Unanimously approved by voice vote.
10. Adjournment.
Being no further business, Mayor Matsumoto adjourned the meeting at 9:05 p.m.
