CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN
THE CITY OF SOUTH SAN FRANCISCO AND SOUTH SAN
FRANCISCO MID-MANAGEMENT ASSOCIATION
and
WHEREAS, the attached Exhibit summarizes the proposed salary and benefit changes;
WHEREAS, a new Memorandum of Understanding document will be prepared, subject
to review and approval of the City Attorney, which will incorporate all terms and conditions of
employment previously approved by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby authorizes an agreement between the City of South San
Francisco and South San Francisco Mid-Management Association.
BE IT, FURTHER RESOLVED that the City Manager is hereby authorized to execute
the agreement on behalf of the City.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a Regular meeting held on the 8th
day of November ,2000 by the following vote:

Exhibit A
Mid-management Unit Salary and Benefits
1. Include a three-year agreement, ending 06/30/2003.
2. Incorporate previously agreed-upon language into this MOU revision.
3. Modify longevity pay for members to 1.5% after the 15~ year and an additional 1.0% after the 20~
year of service.
4. In consideration of trading one day of paid family care leave, those employees currently receiving
longevity compensation for the 10~ through the 15~ years will continue to do so until eligible for the
new longevity compensation. This reduces Paid Family Care Leave for current employees to 24
hours.
5. Increase dental benefits to $1,500 per calendar year, effective 11/1/00.
6. Maintain current level of health benefits. Add side letter about modifying medical benefit providers,
if necessary. Add "Me Too" side letter if out of area medical is provided with any other unit. Add
side letter to allow for domestic parmer benefits if health providers are changed and there is no
increase in costs.
7. Increase free recreation classes to 8.
8. Add provision that if the PERS retirement benefits are modified for any other miscellaneous unit
during the life of this agreement, those modifications are also provided for this unit, such as for
single-highest year retirement calculation.
9. Add side letter provision to request a PERS actuarial study for sick leave service credit, and add if
rate is .225% of salary or less.
10. Allow for full contract re-opener if PERS makes available within first 2 years of agreement
additional significant retirement formulas.
11. Modify discretionary holiday payoff to be by the payperiod before the last payperiod of the calendar
year.
12. Modify light-duty provision to allow for an employee to be assigned in another department if work is
available.
13. Modify Sick Leave and Paid Family Care Leave to ensure consistency with new laws. Eliminate
Paid Family Care Leave for employees hired into unit-covered classifications after 11/1/00.
14. Clean up language to eliminate gender-related references and unclear wording, such as sick leave
management plan; add flexible work-hours language, and pregnancy-related leave provisions to be
consistent with laws.
15. Move Assistant Building Official classification to Public Safety Managers unit.
16. Modify salaries for all classifications for the period of July 1, 2000 through June 30, 2003 to reflect
increases of a 4% COLA on 7/1/00; and 7/1/01, and 7/1/02 respectively.
17. Modify salaries for specific classifications listed below for the period of July 1, 2000 and
July 1, 2001 to include equity adjustments.
