HomeMy WebLinkAboutReso 19-2009RESOLUTION NO. 19-2009 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE FOLLOWING SECTIONS OF THE CITY COUNCIL HANDBOOK: (1) APPENDIX 10, INCREASING THE ANNUAL REIMBURSEMENT LIMIT FOR MAYORAL ATTENDANCE AT REGIONAL EVENTS; (2) APPENDIX lA, UPL)ATING THE ROTATION SCHEDULE FOR MAYOR AND VICE MAYOR; AND (3) PAGE 25, AMENDING THE ABSENTEEISM POLICY FOR BOARD AND COMMISSION MEMBERS WHEREAS, on January 17, 2009 and January 27, 2009, the City Council directed staff to prepare amendments to the City Council Handbook to increase reimbursement limits for Mayoral attendance at regional events bene-feting non-profit service organizations and associations of government, to update the rotation schedule for the Mayor and Vice-Mayor, and to update the absenteeism policy for Board and Commission members. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby authorizes amendments to Appendices 10 and lA and the Absenteeism Policy for Board and Commission Members in the City Council Handbook, attached as Exhibit A to this Resolution. ~ ~ ~ * ~ I hereby certify that the fore€;oing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 25th day of February, 2009 by the following vote: AYES: Councilmembers Peciro Gonzalez, Richard A. Each Councilmember is subject to all annual reimbursement limit of $1,500 per fiscal year for attendance at events, including diiulers, that benefit non-profit/se1-vice organizations (e.g., I~iwanis, Rotary and Lion's clubs) and associations of government (e.g., CCAG, ABAG, I OCC Peninsula Division, San Mateo County Council of Cities) in the San Francisco Bay Area. The Mayor is subject to an annual reimbursement limit of $2,500 per fiscal near for attendance at said events. If the Ma or reduests that another councilmember attend an event in place of the Mayor, the costs for that event shall be charged against the Mayor's annual reimbursement limit. Expenses for attendance at conferences outside of the Bay Area (e.g., LOCC state conferences or conunittee meetings) are not subject to the ~8S annual reimbursement limits set forth above. The aru~ual limit for this category of expenses shall be detemlined as part of the annual budget process. Membership dues for any non-profit or service organization are not reimburseable expenses. 2. Amendments to Absenteeism policy for Boar d and Cornrrnission li'fiembers, pages 25-26 as follows: Vacancies in any board or commission are filled by appointment in the same manner as original appointment. When a vacancy occurs leaving an tnexpired portion of the term, any appointment is for the unexpired portion of the term. The interest of the City is served best by actual and regular participation by Board and Commission members. Thus, upon the second absence from a regular meeting within any rolling twelve-month period, a member shall receive a written communication from the Mayor -i-~i-r~^~ ^f +~° rn+o„+;,,~ nn,~n°n„°,~non r~~ n +~,;r~ n~no,~no ,T~==T . requesting that the member respond to the Mayor with an explanation for said absences within one week of the member's receipt of the written communication. The Mayor shall report to the City Council the reasons provided for the member's absences..
