Present: Councilmen Garbarino, Gonzalez and Mullin, Vice Mayor Addiego, and Mayor Matsumoto. Absent: None. PLEDGE OF ALLEGIANCE: PRESENTATIONS Led by Mayor Matsumoto. • Ballet Folklorico Alma de Mexico/SSFHS/Community: Trip to Mexico- Presented by Martin Cruz & Pat Martinelli. Pat Martinelli and Martin Cruz introduced a video presentation depicting Ballet Folklorico's trip to Mexico through South San Francisco High School. They reported on the wonderful trip during which the group was able to make a very valuable connection with residents cf Antotonilco El Alto, South San Francisco's Sister City in Mexico. • Certificates of Recognition presented to Chamber of Commerce Business Award Recipients. Executive Director of the South San Francisco Chamber of Commerce Maria Martinucci explained that Annual Business Award Recipients were honored at a dinner in January. She then introduced the award recipients who were presented with certificates of recognition by Mayor M atsumoto. Mayor Matsumoto presented the following businesses and individuals with certificates of recognition based on the award each had received: Innovation Award: The Puddle of the Frogs Outstanding New Business Award: Luminous Day Spa Longevity Award: South San Francisco Adult Education Special Recognition Award: Downtown Bike Patrol Police Officers Matt McNichol and Daniel Avictia Volunteer of the Year Award: The South San Francisco Centennial Committee accepted by Councilman Rich Garbarino and Margie Casagrande Community Involvement Award: Green Shelter Landscaping Outgoing Mayor's Award: La Tapatia Dick Noftsger Lifetime Achievement Ward: Former Councilman, Mayor and Assemblyman Gene Mullin AGENDA REVIEW None. PUBLIC COMMENTS Maria Martinucci of the Chamber of Commerce invited the public to the Chamber of Commerce Trade Show and Job Fair that would take place on Thursday, March 12, 2009 at the South San Francisco Conference Center from 4:00 p.m. to 7:00 p.m. ITEMS FROM COUNCIL • Announcements • Committee Reports Councilmembers reported on attendance at community meetings and events, including the League of California Cities Dinner, the Council of Cities Meeting, the Transportation Authority Meeting, the BPAC Meeting, the swearing-in of the Honorable Don Franchi to the position of San Mateo County Superior Court Judge, the Police Department's Corned Beef and Cabbage Dinner and the Police Department's Retirement Dinner. Council advised residents of upcoming events including the South San Francisco High School Warrior Band and Color Guard Fundraiser Dinner Dance that would take place on Friday, March 27th at Dominic's at Oyster Point. Council also commended Economic Development Coordinator Lappen for his work on the South San Francisco Life Sciences Job Fair which was a successful event. Specific items for further action and/or consideration were set forth as follows: Councilman Garbarino requested that the meeting be adjourned in honor of Margaret Brosnan, mother of Police Captain Mike Brosnan and longtime South San Francisco resident. Vice Mayor Addiego requested that the meeting be adjourned in honor of former resident Nancy Speier, mother of Congresswoman Jackie Speier. He further expressed distress over a community safety issue relating to recent shooting incidents within the City. He stated that it was time to recognize that our City was not immune to violence. He stressed the importance of leaders' and citizens' respective understanding of the dangers and the need to report strange incidents and/or things that were out of the ordinary. He recommended that residents not assume the best and call the Police Department whenever they suspect suspicious activity. REGULAR CITY COUNCIL MEETING MARCH 1 I, 2009 MINUTES PAGE 2 Mayor Matsumoto invited Chief of Police Raffaelli to address the public safety concerns raised by Vice Mayor Addiego. Chief of Police Raffaelli advised that the Police Bepartment had held several community meetings with residents explaining the importance of calling-in suspicious incidents. He explained that recent budget cuts had caused the Department to move staff around in an effort to meet its primary objective of maintaining the safety of South San Francisco's residents. He noted that as measured against statistics from other cities, the Police Department did a good job of keeping residents safe and advised the Department was committed to ensuring the safety of the community. Mayor Matsumoto announced that she would be presenting a State of the City report for residents at the Council Meeting scheduled for March 25, 2009. She also requested that staff look into the City Selection Committee's request for an alternate related to ABAG to replace Millbrae Mayor Gottschalk. Councilman Gonzalez expressed interest is putting his name in to serve as the alternate. • Motion to reappoint the City Manager to the Colma Creek Citizen's Advisory Committee Motion -Councilman Garbarino/Second -Councilman Mullin: to reappoint the City Manager to the Colma Creek Citizen's Advisory Committee. Unanimously approved by voice vote. CONSENT CALENDAR 1. Motion to approve the minutes of the meetings of February 18, 2009 and February 25, 2009. 2. Motion to confirm the expense claims of March 1 1, 2009. 3. Resolution No. 22-2009 updating designation of positions and applicable disclosure categories for the City of South San Francisco Conflict of Interest Code. 4. Resolution No. 23-2009 authorizing the City Manager to execute the Master Agreement No. 00240S for State Funded Projects and the Program Supplemental Agreement No. F85 for the Centennial Way Linear Park -Phase 2 & 3 Project, State Project No. SR2SL-5711 (021). 5. Resolution No. 24-2009 making findings the expenditure of up to $300,000 from the Low- and Moderate Income Housing Fund to subsidize the purchase of up to six below market rate units at City Lights will be of benefit to the El Camino Corridor Redevelopment Project Area. Motion -Councilman Gonzalez/Second- Councilman Garbarino: to approve the Consent Calendar. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MARCH 11, 2009 MINUTES PAGE 3 ADMINISTRATI`JE BUSINESS 6. Resolution No. 25-2009 authorizing an increase in the penalty for parking violations within the City of South San Francisco to incorporate Court construction fees increased by Senate Bill 1407. Chief of Police Raffaelli presented the staff report recommending increases in parking fines based upon the passage of certain state legislation that would take money away from the City's revenues derived from such fines. The total impact would amount to $4.50 per parking fine being diverted to the state. Based on Council's previous consideration of a fine increase, Police Department staff did a breakdown to provide a better idea of individual citation statistics. During the calendar year 2008, 44% of the parking citations issued were for violations of parking meter time and 24% were issued for violation of Flip- Flop Street Sweeping time violations. The other 32% were for 59 other violations that the Police Department issued parking citations for. Less than 1 % were issued for Red Zone violations. The Police Department was recommending that all fines under $30.00 be increased to $35.00, fines of $30.00 or more by $10.00 and fines for parking in a Red Zone from $25.00 to $40.00. Chief Raffaelli advised other cities on the Peninsula would be proposing similar increases and noted that South San Francisco was the first local Council to be presented with such a proposal. Councilman Mullin observed the proposed increases would catapult the City to the top of the list with respect to local parking fine amounts. However, he anticipated that when other cities considered similar fine increases, this would change. Chief Raffaelli advised that other cities would be considering $10.00 to $15.00 increases, which, if successful, would place the City's parking fines back in the median range locally. Vice Mayor Addiego questioned when the increased fines would become effective. City Attorney Mattas advised that if passed, the Resolution would take effect immediately. Chief Raffaelli advised the Department would need some time to prepare new bill schedules and attend to other administrative matters related to the new fines. Vice Mayor Addiego observed that the Flip Flop car fine could be expensive for residents. Chief Raffaelli stated that the Flip Flop car fine program had been in effect for almost 20 years. Motion -Vice Mayor Addiego/Second -Councilman Mullin: to approve Resolution No. 25-2009. Unanimously approved by voice vote.
