PRESENTATIONS
• Proclamation establishing April 20-April 26 as West Nile Virus and Mosquito
Vector Control Awareness Week presented to San Mateo County Mosquito and
Vector Control Representative Ray Honan.
Mayor Matsumoto introduced South San Francisco's representative to the San Mateo
County Mosquito and Vector Control, Ray Honan. Ren Maglasang, the Mayor's
counterpart from the Youth Government Day Program, read the proclamation.
Mr. Honan highlighted the many efforts of San Mateo County's Mosquito and Vector
Control Board to curb the spread of West Nile Virus, and noted that no human or horse
cases had been reported this year. Mr. Honan urged residents of San Mateo County to
contact the district office at (650)344-8592 if they were aware of any vacant homes which
had neglected swimming pools or other bodies of water, which served as breeding grounds
for mosquito and other West Nile Virus carrying larvae and offered a website address at
WWW.SMCMAD.ORG for further information.
Mayor Matsumoto requested to defer from the regular agenda to thank the students from
South San Francisco, El Camino and Junipero Serra High Schools for participating in the
29th Annual Youth in Government Day. Mayor Matsuomoto then requested City staff and
elected officials to introduce their respective Youth in Government Counterparts.
Participating students were introduced as follows:
Councilman Mullin introduced his counterpart, Mared Hidalgo of South San Francisco
High School.
Councilman Gonzalez introduced his counterpart, Poonam Narewatt of South San
Francisco High School.
Councilman Garbarino introduced his counterpart, Jessica Rauh of El Camino High
School.
Vice Mayor Addiego introduced his counterpart, Julianna Ricard of South San Francisco
High School.
Mayor Matsumoto introduced her counterpart, Ren Maglasang of El Camino High School.
City Manager Nagel introduced his counterpart, Janelle Yee of El Camino High School.
City Attorney Mattas introduced his counterpart, Siria Marroquin of El Camino High
School.
Assistant City Manager Van Duyn introduced his counterpart, Brittney Otero of South San
Francisco High School.
City Clerk Martinelli-Larson introduced her counterpart, Hilda Ramos of South San
Francisco High School.
Director of Finance Steele introduced City Treasurer counterpart, Annie Tam of South San
Francisco High School, who shadowed City Treasurer Battaglia throughout the day.
Director Steele also introduced his counterpart, Alvina Cheung of El Camino High School.
Fire Chief White introduced his counterpart, Chris Chazar of El Camino High School.
Library Director Sommer introduced her counterpart, Kathleen Borg of El Camino High
School.
Director of Parks and Recreation Ranals introduced her counterpart, Rania Raji of El
Camino High School.
Director of Information Technology Hollis introduced his counterpart, Allison Lam of El
Camino High School.
Chief of Police Raffaelli introduced his counterpart, Michael Tamsi of South San Francisco
High School.
Director of Public Works White introduced his counterpart, Luis De Paz of South San

Director of Human Resources Mount introduced her counterpart, Kristine Calimlin of
South San Francisco High School.
Tim Santiago of Junipero Serra High School introduced himself as the counterpart to City
Planner Kalkin.
Kishen Sharma of El Camino High School introduced himself as the AFSCME Shop
Steward counterpart.
Mayor Matsumoto gave special thanks to teachers Ashley Gray of South San Francisco
High School and Steve Simondi of El Camino High School for their dedication to the
program and their students.

PUBLIC COMMENTS
Kaiser Permanente representative Stacy Wagner provided an update on the Urban Farming
Project. Ms. Wagner thanked Assistant City Manager Van Duyn and Economic
Development Coordinator Mike Lappen for finding a suitable location to grow the garden.
Ms. Wagner left flyers and encouraged community members to become involved with the
garden by either attending planning meetings held every Tuesday, joining the Board of
Directors, or becoming a volunteer.
ITEMS FROM COUNCIL

• Committee Reports.
Council members announced upcoming events, programs and public improvements and
reported on individual attendance at community meetings and events. Specific items for
further action and/or consideration were set forth as follows:
Councilman Garbarino reported on his attendance of Legislative Days in Sacramento and
the Progress Seminar in Monterey, where he attended talks on the High Speed Rail
initiative. He noted that California appears to be in the forefront for receiving federal
government funding for future High Speed Rail projects. He also attended a discussion
entitled "Silver Tsunami," where the topic was job training for the recently unemployed
baby boomers ages 50 or older. He noted his attendance of the Every Fifteen Minutes
Program, which warns against the dangers of drinking and driving, adding that its impact
remains as strong as ever. Councilman Garbarino requested that the meeting be adjourned
in memory of Bob Bishop.
Councilman Gonzalez noted his attendance at the first meeting for the San Mateo County
Complete Count Committee for the United States Census. The Committee's efforts would
kick-off in June and he urged residents to volunteer in assisting the senior community with
the completion of forms He reported his attendance at the H.E.A.R.T. Association

meeting and the Greene Building opening. While he could not attend the Every Fifteen
Minutes event, he wanted to thank Mrs. Garbarino, Ms. Gonzalez and all of the other
volunteers for their continued dedication and efforts to this very effective program. Lastly,
Councilman Gonzalez wanted to inform citizens that Caltrain was seeking community
volunteers for its Advisory Committee. Applications were due by 5:00 p.m. Monday, May
1 lth and must be from residents of one the three (3) counties that Caltrain serves.
Vice Mayor Addiego reported on his attendance at the Council of Cities event at the end of
March, which he attended in lieu of Mayor Matsumoto. Official announcements included
the appointments of Councilman Gonzalez to the ABAG post, Councilman Jack Matthews
of San Mateo to the H.E.A.R.T. Board, and Councilman Jerry Deal of Burlingame to the
SamTrans Board. The Vice Mayor wanted to thank citizen, Gary Rubino, for hosting the
City/School District Subcommittee meeting which he and Councilman Mullin attended at
the invitation of the West Winston Manor Home Owners' Association. He also noted that
he and Councilman Garbarino would be attending a meeting in the upcoming week as part
of the Finance Subcommittee and requested a listing of annual/ongoing contracts by
departments that exceed $10,000. These should be contracts that were for services/labor
only, not materials.
Mayor Matsumoto reported that the City's Senior Program event occurred on Easter
Sunday in which Senior Citizens were given cards and candy from local students. She
commented on the importance and value of the City's Senior Programs and how much they
mean to community members. The Mayor noted her attendance at the Volunteer Fair, the
opening of the Greene Building, and gave special thanks to the Economic and Community
Development Director and Assistant City Manager Van Duyn for his success in putting the
program together. In the interest of public disclosure, the Mayor reported that she met with
members of the H.E.A.R.T. Group and Interfaith Council to discuss workforce/affordable
housing. The Mayor stated that as an individual councilmember she could not offer her
support for proposed linkages for housing with corporate development on a County-wide
level. Lastly, the Mayor announced that Luminous Spa would be featured on `Eye on the
Bay' on CBS Channel 5 on Apri129th at 7:00 p.m.
Councilman Mullin reported his attendance at the City/School District Subcommittee
meeting and thanked Gary Rubino for opening his home and Marty Romero and other
community leaders for its organization. Also noted was his attendance of the Public Library
screening of the historical documentary Baden to Biotech, Every Fifteen Minutes event,
and the City and County Association of Government (CCAG) retreat with Mayor
Matsumoto. In honor of Earth Day, the Councilman gave the web address for advocacy
organization, Save the Bay at www.savesfbay.org, and urged citizens to watch the
compelling video on the adverse affect of plastic bags on our ecosystem. Lastly,
Councilman Mullin requested that Council adjourn in memory of Bill Price who passed
away on Good Friday at the age of 94. Mr. Price was active within the senior community,
involved with the Union Movement and served in the United States Navy amongst other
noteworthy achievements.

• Certificates of Recognition presented to Peninsula Council of Lions Police and Fire
Awards Winners: Police Corporal Ken Hancock, Police Sergeant Keith Wall, and
Fire Safety Inspectors Tom Carney and Dennis Rosaia.
Chief of Police Raffaelli, as a member of the Lion's Club, highlighted the history and
selection process for the Lion's Club Award Recipients and explained that the awards
acknowledge and honor the service of the County's service men and women in the
categories of honor, valor and service. Nominations were received from Fire and Police
Chiefs throughout the County. Among this year's recipients were Police Corporal Ken
Hancock, Police Sergeant Keith Wall, and Fire Safety Inspectors Tom Carney and Dennis
Rosaia.
Chief of Police Raffaelli introduced Police Sergeant Keith Wall, who received the Valor
Award for risking his life to save others during a response to a fire at a residence. With the
home fully engulfed in flames, Sergeant Wall kicked the door down, and evacuated its
eight (8) sleeping residents, including five (5) children under the age of six (6). Chief
Raffaelli then introduced Police Corporal Ken Hancock, the recipient of the Service Award
and Area Wide Award for his creation and implementation of the Help Eliminate Repeat
Offenders (H.E.R.O.) Program, a volunteer program that helps prevent juveniles from re-
offending by connecting them with a South San Francisco Police Officer for mentoring and
guidance.
Fire Chief White introduced Safety Inspector Tom Carney, recipient of the Valor Award
for off duty action he took. while on his way home from Clear Lake. After being flagged
down and told that a mini van plummeted 200 feet off of a cliff, Inspector Carney rendered
assistance, entering the car through use of a crowbar and saving a mother and her daughter.
Not only did he bring them up the hill, he returned to retrieve the mother's purse and
daughter's favorite toy. Chief White then introduced Safety Inspector Dennis Rosaia,
recipient of the Service Award for his outstanding work with the Community Preservation
Task Force Program, a program that brings the community and fire department together in
its efforts to address code enforcement issues. Inspector Rosaia also put together a
Community Action Team to help address lower priority code enforcement cases. To date,
the team had helped close over 200 cases, improving and maintaining the community.
CONSENT CALENDAR
Motion to approve the minutes of April 8, 2009.
2. Motion to confirm the expense claims of April 22, 2009 in the amount of
$1,103,205.39.
3. Resolution No. 31-2009 awarding the City Hall Chiller replacement Project No. 51-
13232-0925 with Option 1, the addition of E-Coat on the New Coils, to City
Mechanical, Inc. of Hercules, California in the amount of $37,971.95.
4. Resolution No. 32-2009 authorizing a request for San Mateo County HOME funds for
the rehabilitation of 714-718 Linden Avenue.

5. Resolution No. 33-2009 awarding a Consultant Services Agreement to TJKM of
Pleasanton, California, for Traffic Study and Modeling Services for the East of 101
Area (Project No. 51-13231-0807) in an amount not to exceed $220,190.
6. Acknowledgment of Proclamation issued in honor of Holocaust Remembrance Week.
Motion -Vice Mayor Addiego/Second Councilman Garbarino: to approve Consent
Calendar Items Nos. 1, 2, 5 and 6. Unanimously approved by voice vote.
Item No. 3: Councilman Mullin expressed an understanding of wanting to get the lowest
bid possible, but questioned if there was some leeway available for selecting local
businesses in order to pump money into the local economy if the difference between bids
was within a small two (2) to three (3) percent range.
City Attorney Mattas explained that with South San Francisco being a General Law City,
State law required that all Public Works contracts be awarded to the lowest, responsible
bidder, selected through the bidding process. However, Council may have discretion to
modify the selection process for other forms of contracts. Attorney Mattas stated that he
would look into what types of contracts those might be.
Councilman Mullin questioned whether or not the City had a policy stating the preference
of awarding non Public Works contracts to local businesses.
Attorney Mattas responded that the City did not currently have a policy to that effect.
Mayor Matsumoto questioned the City and County of San Francisco's practice of giving a
five (5) percent leeway to local contractors.
Attorney Mattas explained that as a Charter City, San Francisco had the ability to dictate its
own bidding procedures, a power that General Law cities did not possess.
Vice Mayor Addiego asked for clarification as to what e-coat was, how it would save 11
and how it would save energy.
Parks and Recreation Director Ranals referred to Building Maintenance Supervisor Rico
Reyes who explained that, e-coat was an epoxy application that inhibits rust and would
protect the unit from moisture and corrosion caused by the environment, thus allowing it
greater performance and longevity, extending its life beyond 25 years.
Motion -Councilman Mullin/Second Vice Mayor Addiego: to approve Resolution No. 31-
2009. Unanimously approved by voice vote.
Before moving on, Mayor Matsumoto asked Council if it would like to have staff return
with options pertaining to awarding contracts to local businesses where allowed by law.
Council expressed interest in pursuing such options.

Vice Mayor Addiego questioned whether or not the residence of the owner of the
contracted business had any validity as criteria, and if awarding contracts taking that into
consideration would be stretching it too far.
Attorney Mattas explained that the rationale for the policy basis of showing a community
connection was basically the same and could be possible. He further stated that the
possibility would be looked into and he would report back to Council.
Item No. 4: Vice Mayor Addiego requested clarification of the 30 year regulatory
restrictions placed on the City of South San Francisco due to the loan. He questioned
whether there was anything in place now that restricted the City for that length of time and
if the City was bound to the particular piece of property.
Director VanDuyn stated that the restriction was standard and could be extended for any
period of time because the City owned the property. Currently there were no restrictions in
place regarding the particular site. Lastly, Director Van Duyn stated that the City was not
bound to the piece of property and the City had many different options, so long as the units
were replaced with comparable priced housing.
Motion -Vice Mayor Addiego/Second Councilman Garbarino: to approve Resolution No.
32-2009. Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
With Council's permission, the Mayor requested to move Administrative Business Item
Number eight (8) before Item Number seven (7).
8. Resolution No. 35-2009 approving an agreement sponsoring the operation of the
South San Francisco Farmers' Market by Pacific Coast Farmers' Market Association.
Assistant to the City Manager Kennedy explained the history of the Farmers' Market in
South San Francisco. Beginning at Orange Park in 2000, the market took a hiatus in 2008
in the hopes of finding a better location. Pacific Coast Farmers' Market Association
(PCFMA) had successfully reached a concession agreement with BART for use of the
Plaza Area. The market would return May 9, 2009 and run through October 31, 2009.
Assistant Kennedy introduced Alan :Moy and Elizabeth Howe, of PCFMA to highlight
plans for the market.
Mr. Moy and Ms. Howe were happy to announce the return of the market, noted the
community's enthusiasm and offered special thanks to Assistant Kennedy and City Staff
for all of their hard work. Mr. Moy summarized the plans for the market, with expected
participation of approximately 20 different vendors. There would also be live
entertainment and Mr. Moy encouraged the City to continue its relationship with the
community by maintaining the non-profit table it had established in previous years. He
went over some of the advantages of the new location which included plentiful parking,
close proximity to homes for those who wished to walk, bike trail access, bike parking, and
easy accessibility from public transportation.

Vice Mayor Addiego expressed his enthusiasm for the market and wished the PCFMA the
best of luck in its new location.
Motion -Councilman Garbarino/Second Vice Mayor Addiego: to approve Resolution No.
35-2009. Unanimously approved by voice vote.
7. Resolution No. 34-2009 authorizing the City Manager to execute an agreement with
CivicPlus, of Manhattan, Kansas, for the hosting, design and maintenance of the
City's Internet and Intranet websites, in an amount not to exceed $43,300.
Director of Information Technology Hollis gave a PowerPoint presentation featuring the
City's anticipated plans for its upgraded website and CivicPlus' previous work for other
cities and counties. Director Hollis highlighted some of the new technology, which
included the allowance of page control within each department and capability for
department staff to add video slideshows, photo galleries and search functions at its own
leisure.
Vice Mayor Addiego, while supportive of the technology, expressed concern over the
selection of CivicPlus without a bidding process and questioned whether the City had used
this process in other instances.
Director Hollis responded that part of South San Francisco's Municipal Code (SSFMC)
allowed the City to select a vendor that had completed a similar bidding process as would
be requested by the City and use the contract resulting from that bid. The contract in
question was reviewed by the City Attorney, and permission to "piggyback" on the contract
was given.
City Manager Nagel stated that "piggybacks" were common with purchase of fleet
vehicles.
Mayor Matsumoto noted that she was concerned with the process as well, but went through
it with Director Hollis. After due diligence, she felt comfortable that the City had
completed best practices.
Councilman Garbarino informed Council that he was familiar with the "piggyback"
process through his experience with the University and felt that you really do get the best
bargain. The Councilman also expressed his satisfaction with the new web design.
Councilman Gonzalez commended Director Hollis on his choice.
Councilman Mullin stated that he met with Director Hollis as well and was impressed with
the functionality of the website, especially the video function, noting that perhaps this
would be an opportunity for the Mayor to do a monthly video message. Councilman
Mullin offered his full support for the effort.
Mayor Matsumoto questioned the aspect of the contract pertaining to the $17,040 fee for
24 months of service from original go-live and technical and application support for the
CivicPlus System.

Director Hollis stated that the contract details were still being worked out. He also noted
that the fees included a hosting fee.
Councilman Mullin requested that Director Hollis explain some of the advantages of the
host being located offsite.
Director Hollis responded that should an onsite incident occur that brought down the
network, the website would be expected to still be up. In the future, updating the website
from remote locations and using the website as a communication tool might be possible.

34-2009. Unanimously approved by voice vote.
COMMUNITY FORUM
None.
ADJOURNMENT
Being no further business, Mayor Matsumoto adjourned the meeting at 8:53 p.m. in honor
of Bill Price and Bob Bishop.
