WELCOME
If this is the first time you have been to a Commission meeting, perhaps you'd like to know a little about
our procedure.
Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject
not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of
application to be heard in the order in which it appears on the Agenda. A staff person will then explain
the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the
application. Then persons who oppose the project or who wish to ask questions will have their turn.
If you wish to speak, please fill out a card (which is available near the entrance door) and give it. as soon
as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for
the record.
The Commission has adopted a policy that applicants and their representatives have a maximum time
limit of 20 minutes to make a presentation on their project. Non-applicants may speak a maximum of 3
minutes on any case. Questions from Commissioners to applicants or non-applicants may be answered
by using additional time.

RECOMMENDATION:
That the Commission interview and appoint members to the City's Design Review Board.
BACKGROUNDIDISCUSSION:
Role of the DRB
The City's Design Review Board (DRB) is an advisory Board to the Chief Planner and the
Planning Commission. The Design Review Board is tasked with reviewing and commenting on
applications that are subject to design review. The purview of the DRB includes, but is not
limited to: site design, the relationship of proposed projects to immediate and adjacent areas,
privacy, noise and view protection, the bulk and massing of proposed structures, and preservation
and enhancement of the natural environment. The DRB's technical knowledge and expert
opinion are critical to ensuring high-quality development in the City - decision-makers often rely
on comments provided by the DRB.
DRB Term and Make-up
The DRB consists of five members who hold office for four year terms with no established term
limits. Section 20.85.050(a) ofthe South San Francisco Municipal Code (SSFMC) gives the
Planning Commission the authority to appoint DRB members. The SSFMC also states that two
members shall be state licensed architects, and two members shall be a landscape architect,
designer, contractor, horticulturalist, or person with equivalent landscaping expertise or
background. The final member of the DRB must be a SSF resident in one of the aforementioned
positions or a building or engineering contractor.
Current DRB Member Applicants
The DRB Recruitment Notice was posted on April 8th, 2009 and closed on May 8th, 2009. Staff
received seven applications for the five member Board. All five of the City's current DRB
members applied for re-appointment. The table below contains the list of the seven applicants as
well as select information from the applications (complete applications attached).

DESIGN REVIEW BOARD
RECRUITMENT NOTICE
The City of South San Francisco is now accepting applications from those
interested in serving on the Design Review Board.
About the Board
The Design Review Board consists of design professionals who provide advice on new development
projects and most exterior changes to existing buildings. The goal of the Design Review Board is to
encourage better design and site planning that enhances the character of the city and ensures that new
development fits sensitively into neighborhoods.
The Design Review Board is advisory, with final decisions made by the Chief Planner, Planning
Commission or City Council, depending on the complexity of the project.
The Design Review Board meets on the 3rd Tuesday of every month at 4:00 p.m. in the City Hall Annex
Conference Room, 315 Maple Avenue. It is comprised offive members, each appointed to a 4-year
term or until the appointment of a qualified successor. There are no term limits for the Design Review
Board. The Board is staffed by the Department of Economic and Community Development / Planning
Division. Boardmembers receive a $50.00 per attended meeting stipend and participate in the Public
Agency Retirement System (PARS).

. Interest and motivation to serve the public
. Sufficient time available to devote to evening or day meetings and the preparation for meetings
. Two members shall be architects licensed by the state
. Two members shall be either of the following: landscape architect, designer, contractor,
horticulturist, or person with equivalent landscaping expertise or background.
. One member shall be any of the above professions or a building or engineering contractor
. At least one of the members shall also be a resident and elector of the City of South San Francisco

ReG Architecture was established in 1991 headquartered in San Mateo, California. The firm
offers its clients the full range of architectural, planning and interior design services such as, but
not limited to, master planning, feasibility studies, pre-design services, programming, schematic
design services, construction document preparation and the full range of project construction
management. The firm also handles such items as medical planning, construction document
preparation along with obtaining state approvals and special construction management.
The firm has become fully computer oriented since 1992 allowing the use of the latest
technology such as CAD for the production of construction documents. All specifications are
on computer allowing for the extreme flexibility required. Files are easily transferred from our
office to consultants and our computers can be linked to those of our clients to streamline all
aspects of a project. All this technology is available but if a client requests a hand drawn set of
construction documents, those can also be accommodated.
Projects are handled with the firm as Prime Architect or as a Consultant to another architectural
firm needing the extra expertise Gooyer can bring to a medical related project.
The intentional small size of the firm provides our clients with direct personal contact with the
principal, Robert Gooyer, AlA, FHFI on all projects. It has been our goal to never become too
large to not offer this personalized attention.
Robert C. Gooyer, AlA has practiced Architecture, Planning and Medical Planning since 1976,
after graduating from the University of Arizona with a 5 year Bachelors of Architecture Degree.
Gooyer has been a registered Architect in the State of California since 1980 and recently
obtained his NCARB Certificate.
Prior to forming ReG Architecture in 1991, Gooyer worked in an assortment of managerial
positions in various architectural firms on the San Francisco Peninsula.
He has been the Principal-in-Charge or Project Manager for numerous projects ranging from
$100,000,000.00 to as small as $1,000.00. These include acute hospitals, medical clinics,
hotel complexes, industrial parks, regional and local shopping centers, religious facilities and
large and small scale residences, His experience includes being the Project Architect for such
projects as a 200,000 sq. ft. addition to a major medical center in southern California and a
large shopping complex in the Bay area, to Principal-in-Charge of a recently completed
$2,000,000.00 custom home and recently completed $25,000.00 addition as well as numerous
other renovations, additions and remodels.
Gooyer is a Corporate Member of the American Institute of Architects San Mateo County, has
been its President as well as Vice-President, Treasurer, Director and Editor-in-Chief of the
AIASMC's newsletter "Charrette" along with having chaired numerous committees and is again
it's Treasurer. He is an Emergency Safety Assessment Inspector of the OES/AINSMC, a
Master Commissioner for the California Architects Board and has served as a Planning
Commisioner for the City of San Mateo.

That the Planning Commission deny Signs 09-0012, subject to adopting the findings denial.
BACKGROUNDIDISCUSSION:
The 4.21 acre site is improved with an existing 126,157 SF industrial manufacturing building
situated at 210 El Camino Real constructed in the 1950s with many upgrades over the years.
The site has a total of 6 existing building fac;ade signs (three on the store gables and three on the
roof penthouse) that are comprised of two dimensional block lettering and are externally
illuminated. The applicant proposes the addition of a new 16 foot tall freestanding two-sided sign
which combines an internally illuminated cabinet sign, with block letters and an electronic reader
board.

The seasonal rooftop displays were approved in 1962 (D se Permit Resolution 1449; limiting such
displays to three seasonal displays: Valentine Day, Mothers Day and Easter and a rooftop area of
9 FT X 12 FT). The store fac;ade signs were also approved in the same time period. A fifty foot

tall flag pole, with a restriction that no commercial flags be displayed, was approved by the
Planning Commission in 1995 to replace a 30 foot tall pole near the intersection ofEl Camino
Real and South Spruce Avenue, but was never constructed.
As depicted on the applicant's plans, the proposed freestanding sign would combine an internally
illuminated cabinet sign and an electronic display. The new sign will have a height of 16 feet and
a length of 10 feet at the cabinet face, tapering to a width of 5 feet at the base. The total
cumulative existing sign area is 300 SF. Including the proposed sign, the cumulative sign would
increase to a total of 400 SF.
The proposed project requires a Type C Sign Permit Special Circumstances, because the
cumulative sign area is greater than 300 SF, the sign includes advertising copy, and the sign has a
greater height than 10 feet [SSFMC Chapter 20.76]. Because the sign is to be placed abutting El
Camino Real, a state highway (SR 82), a review by Caltrans is required prior to installation.
The applicant proposes that the electronic display be utilized principally for advertising and to a
lesser degree public service messages. The proposed sign height, illumination and placement near
the roadway will allow the sign to be highly visible to regional travelers on SR 82.
As set out in the applicant's letter, they believe that the signage is warranted due to the nature of
and size of the use. The letter suggests that the new sign would be compatible with the area and
includes photos depicting four signs: (1) Safeway (constructed in the 1960s); (2) Lay-Z-Boy (also
1960s); (3) the Brentwood Bowl (1950s); and (4) a newer school district electronic display sign.
None of the commercial signs conform to the City's current Design Regulations and Guidelines.
Were these signs to be proposed today, it is unlikely that the necessary findings could be made to
approve them in their present form. The city has limited jurisdiction over school district
improvements, including the electronic display sign shown in the applicant's materials.
In 1984 the applicant proposed virtually the same sign and with the same objective of displaying
advertising (approximately the same height size and location, but with a manually hand set
marquee), but the proposal was withdrawn by the applicant. City staff had the same concerns
regarding the freestanding sign (and this was before the addition of the penthouse signs and
graphics). A copy of the 1984 plan and elevations are attached.
DESIGN REVIEW BOARD
The project was reviewed by the Design Review Board at their meeting of February 17,2009.
The Board recommended denial ofthe proposed sign concluding that the building already has
significant signage that is highly visible and distinct.

SIGN POLICY
The design, height and size of the proposed freestanding sign and the purpose of the electronic
reader board are not consistent with the City sign requirements set forth in SSFMC Chapter
20.76, and the sign proposal is not consistent with other freestanding signs recently approved by
the Planning Commission.
The Planning Commission has generally not approved cabinet signs, preferring instead signs that
include backlit channel block lettering, and has not approved any electronic displays intended for
advertising purposes, nor any permanent advertising signs (See SSFMC Sections 20.76.010 &
20.76.125 specifically prohibits advertising). The Municipal Code prohibits signs with "lights or
illuminations which flash, move, rotate, scintillate, blink, flicker, reflect, vary in intensity, vary in
color, or use intermittent electronic pulsations." (SSFMC Section 20.76.100(d).) Though this
section would prohibit approval of many types of electronic signs, it would not prohibit approval
of an electronic reader board that displayed static messages, which did not vary in intensity or
color. Indeed, in August, 2008, the Commission approved an electronic, light-emitting diode
(LED) sign for Anchor Drugs, located at 161 South Spruce. However, that approval was
expressly conditioned on the applicant agreeing to use the electronic sign to deliver public and
community-health announcements only, and not for any advertisings of products or services.
Here, See's has proposed the electronic reader board primarily for advertising purposes, but has
agreed to also use it for public service announcements.
Further, for many years, the Planning Commission has generally discouraged freestanding signs
that are of a regional nature (i.e., of heights greater than 10 feet), reasoning that the City sign
regulations are intended to allow business identification from the local street system and parking
lots, but are not intended to identify or advertise buildings or businesses from regional roadways
or other nearby streets. The Commission's policy has been consistently applied to the newer
commercial facilities along El Camino Real and other buildings in other commercial areas
throughout the city.
The Commission has approved larger signs for businesses that are clearly oriented to visitor
serving and retail uses (e.g., hotels and big box retail) and typically have been limited to within
1,500 feet of the freeway (depicted on Exhibit 1 to Resolution # 1 04-96 - East of 101 Area Plan
Policy DE 49).
It should also be noted that the proposed 16-foot tall double-faced freestanding cabinet sign and
electronic advertising display is proposed for a site considered to be a transitional use buffering
the adjacent single family residential areas from the industrial and heavy commercial uses to the
south. The proposed sign would be visible from some of the nearby residences, would fail to
reinforce the residential character of the adjacent area, and is not the type of improvement that
would contribute to visual clarity along the El Camino Real corridor.

El Camino Real Master Plan
The sign potentially conflicts with goals of the El Camino Real Master Plan, a conceptual
streetscape plan adopted in 2006 by the City Council. The El Camino Real Master Plan envisions
a heavily tree-lined, landscaped, and pedestrian-friendly boulevard with a high aesthetic
sensitivity and clarity of the adjacent southerly city entry. The proposed sign would contribute
towards obscuring both the existing and planned city entry improvements including future
landscaping and trees (that in part were apparently intended to soften views of the industrial
facility).
ENVIRONMENTAL REVIEW
City staff has determined that the proposed project is categorically exempt pursuant to the
provisions of Class 11, Accessory Structures, Section 15311 of the California Environmental
Quality Act (CEQA). Because the project has been determined to be exempt, the Planning
Commission is not required to taken any action on the environmental document.
CONCLUSION:
The site currently has 300 SF of existing signs (including rooftop signs, graphics and unique
seasonal displays) that are already highly visible from the surrounding area. The proposed
freestanding sign conflicts with the City's sign regulations (SSFMC Chapter 20.76) and the
Design Guidelines, as the 16 foot tall illuminated sign will provide general advertising copy, and
regional identification, is inconsistent with other signage approved in the area, and would set a
new direction for future signs in the corridor. Therefore, it is recommended that the Planning
Commission deny the freestanding sign based on the attached findings of denial.

As required by the "Sign Permit Procedures:'(SSFMC Chapter 20.86), the following findings are
made in opposition to P09-0025 Type C Sign Permit allowing a 16 foot tall double faced
freestanding cabinet sign and electronic advertising display, situated at 210 El Camino Real
(APN 014-182-010) in the Planned Commercial (P-C-L) Zoning District, based on public
testimony and the materials submitted to the City of South. San Francisco Planning Commission
which include, but are not limited to: Plans prepared by Signs America Inc., submitted in
association with P09-0025; Applicant's letter of March 25,2009; Design Review Board meeting
of April 21, 2009; Design Review Board minutes of April 21, 2009; Planning Commission staff
report dated May 21, 2009; and Planning Commission meeting of May 21, 2009.
The proposed Type C Sign Permit application fails to meet the requirements for approval, as
articulated in South San Francisco Municipal Code, Section 20.86.060(b), for the following
reasons:
1. The proposed sign is not an appropriate or effective sign within the site and in the
wider context of its surroundings, because the business for which it is proposed, which is highly
visible and distinct, already has substantial signage, including six existing fayade signs. The
proposed freestanding, double-sided cabinet sign would not further serve the function of signs,
which the City has identified as identification of a business in a manner that is most harmonious
with an aesthetic and functional business environment.
2. The size, materials, graphic style, and illumination are not in keeping with the
visual character of the area, as the newer existing freestanding signs along EI Camino Real and in
other commercial areas throughout the City are less than 10 feet tall and comprised of channel
block letters.
3. The sign was not recommended by the City's Design Review Board. General
advertising signs are not permitted (SSFMC Section 20.76.010).
4. The proposed 16 foot tall double faced freestanding sign and electronic
advertising display will be adverse to the public health, safety, general welfare of the community,
and detrimental to surrounding properties and improvements. The location of the sign in close
proximity to single family residential areas and would be detrimental to the residential character.
The proposed siting and height will result in the sign being oriented to regional rather than local
travelers - inconsistent with the city's sign policies and decisions. The sign size and design will
not result in a consistent level of sign quality, and will not complement the architecture of newer
buildings in the adjacent commercial areas and is not consistent with other newer signs approved
along EI Camino Real and throughout commercial areas in the city.

AMENDING THE E.AST OF 101 AREA PLAN TO ALLOW MONUMENT
SIGNAGE OVER 12 FEET IN HEIGHT IN A CORRIDOR PARALLEL
TO HIGHWAY 101 FOR VISITOR-SERVING USES
WHEREAS, the City of South San Francisco desires to amend its General
Plan; and
WHEREAS, the East of 101 Plan serves as the General Plan for the East of
101 areaj
WHEREAS, noticed public hearings related to the proposed amendment was
held on May 2, 1396;
WHEREAS, the Planning Commission recommended approval of the amendment
to allow monument signage over 12 feet in height in a corridor parallel to
Highway 101 for visitor-serving useSj
WHEREAS, the proposed amendment is consistent with the remainder of the
South San Francisco General Plan;
WHEREAS, the amendment to allow monument signage over 12 feet in height
has been determined t~ be categorically exempt from the California
Environmental Quality Act;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
South San Francisco hereby adopts the following General Plan Amendments:
1. Policy DE-49 of the East of 101 Area Plan is hereby amended to
read as follows:
Freestanding signs are discouraged, but may be installed as
monument signs generally no more than 12 feet tall, as shown in
Figure B on the previous page. Pole signs, as shown in Figure C
on the previous page, are. discouraged. Monument signage taller
than 12 feet may be allowed for traveler-oriented business at the
City'S discretion for properties within the 1500 foot band of
property east of Highway 101 as identified in Exhibit 1 attached
hereto. The height of the sign shall be proportional to the size
of the lot and should be no higher than the minimum required to be
seen from Highway 101. For buildings which can be seen easily
from the freeway, building signage is encouraged in place of
taller monument signage. Signage shall otherwise follow the
requirements of the current zoning ordinance and adopted design
guidelines for signage.
:2 . BE IT FURTHER RESOLVED that the amendments approved herein shall
take effect 30 days after adoption of the resolution.

See's Candies, a long time community employer and community supporter, wishes to
expand its local presence via a new Electronic ("Banner") Reader Board. The new sign
will be utilized to not only bolster sales by reminding the public of upcoming holidays
and products, but also to promote community events that occur throughout the year,
thereby increasing public awareness, morale and involvement. With our sales trending
down, we feel that with the proper signage, we can attract and entice not only new but
existing customers, to stop by and sample a piece or a pound of our wonderful product.

The proposed sign 'lAtill be designed to fit into the environment:
.. The sign is set back from the street so as not to protrude over Caltrans right-of-
way.
. Placed adjacent to the Bus Shelter so as not to occupy any parking spaces.
s The mounting posts will be enclosed for a streamlined appearance.
. The sign will be painted the same color scheme as the building (black on white).
. The proposed sign is comprised of two portions:
The upper portion is 2'xIO' internally illuminated light box "See's
Candies". The text is black on a white background.
The lower portion is a 3 'xl 0' Electronic Reader Board. Changeable text
by red lamps. Text sizes are variable, depending on the number oflines
(e,g. 2 lines ofa maximum of 12 characters 14" high; 4 lines ofa
maximum of 18 characters 7" high).
Messages: Fixed text (non-scrolling, l1on-flashing) changed a minimum of
once every three days. The sign will be on an electric timer to set the

MODIFICATION OF CONDITIONS OF APPROVAL:
Use Permit and Design Review allowing a two tenant building comprised of a
10,228 square foot industrial use and a 17,600 square foot commercial mail
distribution center with a 32,000 square foot indoor garage for the occupants of
202 and 222 Littlefield Avenue, outdoor parking for twenty-one (21) vehicles and
an indoor parking garage for up to seventy-eight (78) vehicles, outdoor overnight
storage of up to five (5) tractor trailers, and 3 thirty (30) foot long loading docks,
generating in excess of one hundred (100) average daily vehicle trips, and twenty-
four (24) hour operation, site situated at 202 Littlefield Avenue (APN 015-143-
200) and a portion of neighboring property at 212-218 Littlefield Avenue (APN
015-143-150), in the Planned Industrial (P-I) Zone District, in accordance with
SSFMC Chapters: 20.32,20.74,20,81,20.85 & 20.120.

RECOMMENDATION:
That the Planning Commission approve the Modification of Conditions of Approval of P06-
0054 allowing alternative fire protection measures in-lieu of a fire lane, subject to adopting
f"mdings of approval.
BACKGROUND/DISCUSSION:
At their meeting of July 17,2008, the Planning Commission reviewed the applicant's proposed
alternative fire protection measures (outlined in the May 14, 2008 letter) addressing the lack of a
required fire lane (Fire Department condition of approval #1). The Commissioners accepted the
proposed alternative measures, and on recommendation of city staff, directed that the matter be
scheduled for a public hearing to adopt a new Fire Department condition of approval (Exhibit #A).
Over the course of the last few months representatives of the applicant and the city have been
discussing the specific provisions and revising the condition measures. The attached draft has been
accepted by the applicant. The additional fire suppression improvements will afford a higher degree
of life safety and are consistent with the General Plan goals and policies that encourage
improvements to existing buildings. Therefore, city staff recommends that the Commission adopt the
modified condition of approval.

square foot indoor garage for occupants of 202 and 222 Littlefield Avenue, outdoor
parking for twenty-one (21) vehicles and indoor parking garage for up to seventy-eight
(78) vehicles, outdoor overnight storage of up to five (5) tractor trailers, and 3 thirty (30)
foot long loading docks, generating in excess of one hundred (100) average daily vehicle
trips, and twenty-four (24) hour operation based on public testimony and the materials
submitted to the City of South San Francisco Planning Commission which include, but
are not limited to: Applicant's Letter dated May 14,2008; Planning Commission staff
report, dated May 21,2009; and Planning Commission meeting of May 21,2009:
1. The modification of the conditions of approval adding more fire
suppression measures to the existing building will not be adverse to the
public health, safety or general welfare of the community, nor detrimental
to surrounding properties or improvements. The additional life safety
improvements will provide a greater degree of fire protection for building
occupants, the existing improvements and the emergency responders.
2. The addition of fire suppression elements to the existing building complies
with the General Plan Land Use Element goals and policies that encourage
improvements to existing buildings.
3. The site, located in the Planned Industrial Zone District, is adjacent to
other similar industrial uses and currently complies with the applicable
standards and requirements of SSFMC Title 20.

D. FIRE DEPARTMENT
4. The property owner shall be responsible for providing adequate fire access,
subject to the review and approval of the Fire Chief, or his or her designee;
except that in the event that physical constraints prevent or limit providing fire
lane access to portions of the site, the property owner shall implement the
following measures, as identified in the May 14, 2008 letter from Laura 1.
DeBell of Response Fire Protection, the owner's consultant, and approved by
the Fire Chief:
A. Within ninety (90) days from the effective date of the Planning
Commission approval of the Modification ofUPM08-0003 and subject
to the review and approval of the Fire Chief or his or her designee, the
property owner shall replace existing sprinklers throughout the parking
and distribution areas of the building with quick-response sprinklers.
B. Within thirty (30) days from the effective date of the Planning
Commission approval of the Modification of UPM08-0003 and
subject to the review and approval of the Fire Chief or his or her
designee, the property owner shall provide proper striping of the
pavement and signage for the existing access roadways and to
establish fire lanes on the project site, and shall thereafter continue to
provide and maintain the access roadways and clear fire lanes on the
project site.
C. Within thirty (30) days from the issuance of the final Certificate of
Occupancy for the property, the property owner shall pay the sum of
twelve-thousand five-hundred dollars ($12,500.00) to the City of
South San Francisco to fund Fire Department equipment and/or
specialized training for fire protection of the site.
CONDITIONS, OF APPROV AL
202 LITTLEFIELD AVENUE

A. PLANNING DIVISION
1. The applicant shall comply with the City's Standard Conditions and with
all the requirements of all affected City Divisions and Departments as
contained in the attached conditions, except as amended by the conditions
of approval.
2. The construction drawings shall substantially comply with the Planning
Commission approved plans, as amended by the conditions of approval,
including the plans prepared by Nilmeyer and Nilmeyer
Associates/Architects, dated August 28, 2006, submitted in association
with P06-0054.
3. Prior to the issuance of the Building Permit, the landscape plan shall
include mature shrubs, trees that have a minimum size of 24 inch box and
15% of the total number of proposed trees shall have a minimum size of
36 inch box. The landscape plan shall be subject to the review and
approval by the City's Chief Planner.
4. Prior to the issuance of any permit the owner shall provide a long-term
off-site parking agreement with the owner of 222 Littlefield Avenue
consistent with the requirements ofSSFMC Section 20.74.120. The
agreement shall be subject to the review and approval of the City
Attorney,
5. Prior to the issuance of any Building Permit, the owner shall provide
documentation of an approved BCDC permit.
6. The site shall be limited to outside overnight storage of eight (8) trucks
and/or trailers. Any increase in the number of outside stored vehicles or
trailers shall require prior approval by the City's Planning Commission.
7, The parking plan shall comply with the SSFMC Chapter 20.74. The plans
shall be subject to the review and approval of the City's Chief Planner.
8. Prior to the issuance of any Building Permit, the plans shall be revised to
provide a painted vehicle aisleway at the back of the building. The intent
of striping is to avoid the area being used for parking of loading and to
facilitate circulation through the area. The aisleway shall be subject to the
review and approval by the City Fire Marshall and the City's Chief
Planner.
9. Prior to the final inspection the owner shall provide a Final TDM Plan.
The TDM Plan shall be subject to the review and approval by the City's
Chief Planner.
10. All parking spaces and aisleways shall meet the City's minimum parking
design standards delineated in SSFMC Chapter 20.74.
11. The owner shall ensure that all businesses and contractors working at the
site have and maintain valid City Business Licenses.

B. ENGINEERING DIVISION
A. STANDARD CONDITIONS
1. The applicant shall comply with all of the applicable conditions of
approval detailed in the Engineering Division's "Standard
Conditions for Commercial and Industrial Developments", contained
in our "Standard Development Conditions" booklet dated January
1998. A copy of this booklet is available at our Engineering Division
office at no charge to the applicant.
B. SPECIAL CONDITIONS
1. The applicant shall provide a permit from BCDC for the existing
access road and a continuous sidewalk along the frontage of the
property,
2. The applicant shall replace the proposed 12'xI2' roll-up door with
either two new 15' wide roll-up doors or one 25' wide roll up door
for 2-way traffic in and out of the interior parking.
3. The applicant shall provide a drainage plan for the project and
install an additional catch basin for the site.
4. Any sidewalk, curb and gutter shall be constructed to City
standards.
5. Developer shall stripe the existing 20' wide access road in red
paint with the "Fire Lane" legend and place "No Parking at All
Times" signs along the existing access road.
6. The Fire Lane, which travels behind the building, shall comply
with all City standards.
c. FEES
Prior to the issuance of a Building Permit for the project, the applicant
shall pay the City of South San Francisco the following fees for a 53,448
GSF truck / distribution facility with offices, prior to the issuance of the
Building Permit for the proposed development:

c. POLICE DEPARTMENT
A. Municipal Code Compliance
The applicant shall comply with the provisions of Chapter 15.48 of the
Municipal Code, "Minimum Building Security Standards" Ordinance
revised May 1995, The Police Department reserves the right to make
additional security and safety conditions, if necessary, upon receipt of
detailed/revised building plans.
B. Building Security
1. Doors
a, The jamb on all aluminum frame-swinging doors shall be
so constructed or protected to withstand 1600 lbs. of
pressure in both a vertical distance of three (3) inches and a
horizontal distance of one (1) inch each side of the strike.
b. Glass doors shall be secured with a deadbolt lockl with
minimum throw of one (1) inch. The outside ring should be
free moving and case hardened.
c. Employee/pedestrian doors shall be of solid core wood or
hollow sheet metal with a minimum thickness of 1-3/4
inches and shall be secured by a deadbolt lockl with
minimum throw of one (1) inch. Locking hardware shall
be installed so that both deadbolt and deadlocking latch can
be retracted by a single action of the inside knob, handle, or
turn piece.
d. Outside hinges on all exterior doors shall be provided with
non-removable pins when pin-type hinges are used or shall
be provided with hinge studs, to prevent removal ofthe
door.
e. Doors with glass panels and doors with glass panels
adjacent to the doorframe shall be secured with burglary-
resistant glazing2 or the equivalent, if double-cylinder
deadbolt locks are not installed.
f. Doors with panic bars will have vertical rod panic hardware
with top and bottom latch bolts. No secondary locks should
be installed on panic-equipped doors, and no exterior
surface-mounted hardware should be used. A 2" wide and
6" long steel astragal shall be installed on the door exterior
to protect the latch. No surface-mounted exterior hardware
need be used on panic-equipped doors.
g. On pairs of doors, the active leaf shall be secured with the
type of lock required for single doors in this section. The

A double-cylinder deadbolt lock or a single-cylinder deadbolt lock without a turnpiece may be used in
"Group B" occupancies as defined by the Uniform Building Code. When used, there must be a readily
visible durable sign on or adjacent to the door stating "This door to remain unlocked during business
hours", employing letters not less than one inch high on a contrasting background. The locking device
must be of type that will be readily distinguishable as locked, and its use may be revoked by the Building
Official for due cause.
25/16" security laminate, 1/4" polycarbonate, or approved security film treatment, minimum,
inactive leaf shall be equipped with automatic flush
extension bolts protected by hardened material with a
minimum throw of three- fourths inch at head and foot and
shall have no doorknob or surface-mounted hardware.
Multiple point locks, cylinder activated from the active leaf
and satisfying the requirements, may be used instead of
flush bolts.
h. Any single or pair of doors requiring locking at the bottom
or top rail shall have locks with a minimum of one throw
bolt at both the top and bottom rails,
2. Windows
a. Louvered windows shall not be used as they pose a
significant security problem.
b. Accessible rear and side windows not viewable from the
street shall consist of rated burglary resistant glazing or its
equivalent. Such windows that are capable of being opened
shall be secured on the inside with a locking device capable
of withstanding a force of two hundred- (200) lbs. applied
in any direction.
c. Secondary locking devices are recommended on all
accessible windows that open.
3. Roof Openings
a.
All glass skylights on the roof of any building shall be
provided with:
1)
Rated burglary-resistant glass or glass-like acrylic
material?
or:
2) Iron bars of at least 1/2" round or one by one-fourth inch
flat steel material spaced no more than five inches apart
under the skylight and securely fastened.
or:
3) A steel grill of at least 1/8" material or two inch mesh under
skylight and securely fastened.
b. All hatchway openings on the roof of any building shall be
secured as follows:
1) If the hatchway is of wooden material, it shall be covered
on the outside with at least 16 gauge sheet steel or its
equivalent attached with screws.
2) The hatchway shall be secured from the inside with a slide
bar or slide bolts. The use of crossbar or padlock must be
approved by the Fire Marshal.
3) Outside hinges on all hatchway openings shall be provided
with non-removable pins when using pin-type hinges.
c. All air duct or air vent openings exceeding 8" x 12" on the
roof or exterior walls of any building shall be secured by
covering the same with either of the following:
1) Iron bars of at least 1/2" round or one by one-fourth inch
flat steel material, spaced no more than five inches apart
and securely fastened,
or:
2) A steel grill of at least 1/8" material or two inch mesh and
securely fastened and
3) If the barrier is on the outside, it shall be secured with
galvanized rounded head flush bolts of at least 3/8"
diameter on the outside.
4. Lighting
a. All exterior doors shall be provided with their own light
source and shall be adequately illuminated at all hours to
make clearly visible the presence of any person on or about
the premises and provide adequate illumination for persons
exiting the building.
b. The premises, while closed for business after dark, must be
sufficiently lighted by use of interior night-lights.
c. Exterior door, perimeter, parking area, and canopy lights
shall be controlled by photocell and shall be left on during
hours of darkness or diminished lighting.
d. Exterior parking lighting must be a minimum of 5 foot
candles, using high-pressure sodium lighting on 10 foot
masts.
5. Numbering of Buildings
6. Alarms
NOTE:
a. The address number of every commercial building shall be
illuminated during the hours of darkness so that it shall be
easily visible from the street. The numerals in these
numbers shall be no less than four to six inches in height
and of a color contrasting with the background.
b. In addition, any business, which affords vehicular access to
the rear through any driveway, alleyway, or parking lot,
shall also display the same numbers on the rear of the
building.
a.
The business shall be equipped with at least a central
station silent intrusion alarm system.
To avoid delays in occupancy, alarm installation steps
should be taken well in advance of the final inspection.
7. Traffic, Parking, and Site Plan
NOTE:
a.
Handicapped parking spaces shall be clearly marked and
properly sign posted,

On-street parking is not allowed. All company and
employee vehicles must be parked on-site, for a period not
exceeding 72 hours. Failure to comply with this condition
may result in the immediate revocation of the Use Permit.
c.
All trailers stored on-site must be maintained, in good
repair, and free of graffiti. Graffiti must be removed or
cleaned within 24 hours of the event.
8. Misc. Security Measures
a. Commercial establishments having one hundred dollars or
more in cash on the premises after closing hours shall lock
such money in an approved type money safe with a
minimum rating ofTL-15.
b. All loading dock and parking areas must be monitored by a
CCTV system. The system must be of sufficient lighting,
color rendition and resolution as to aid in the ready
identification of any subject committing a crime on the
premises, as well as their vehicles and license plate
numbers. CCTV recordings must be maintained for a
period of no less than 30 days.
9, Revocation of Use Permit
a. Failure to comply with this Use Permit may result in the
immediate suspension of the Use Permit by the Chief
Planner, pending a hearing by the Planning Commission.

D. FIRE DEPARTMENT
1. Provide 20 foot clearance fire access road from street to rear of property.
Fire road to be marked as stated in SSF Municipal Code 15.24.090.
Present access road allows fire vehicles to cross onto adjoining properties
to exit from rear area of buildings, please maintain as same.
2. Provide 1500 gpm fire hydrant on site, Fire Department to determine
location,
3. Project must meet all applicable Local and State Codes.

E. WATER QUALITY CONTROL PLANT
1, A plan showing the location of all storm drains and sanitary sewers must
be submitted.
2. The onsite catch basins are to be stenciled with the approved San Mateo
Countywide Stormwater Logo.
3, Storm water pollution preventions devices are to be installed. A
combination of landscape based controls (e.g., vegetated swales,
bioretention areas, planter/tree boxes, and ponds) and manufactured
controls (vault based separators, vault based media filters, and other
removal devices) are preferred. Existing catch basins are to be retrofitted
with catch basin inserts or equivalent. These devices must be shown on the
plans prior to the issuance of a permit.
If possible, incorporate the following:
. vegetated/grass swale along perimeter
. catch basin runoff directed to infiltration area
. notched curb to direct runoff from parking area into swale
4. The applicant must submit a signed maintenance schedule for the
storm water pollution prevention devices installed.
5. If air conditioning units are installed on the roof, the roof condensate must
be routed to sanitary sewer. This must be shown on plans prior to issuance
of a permit.
6. Trash handling area must be covered, enclosed and must drain to sanitary
sewer, This must be shown on the plans prior to issuance of a permit.
7. Loading dock area should be designed with a roof or over hang and any
run on must be pumped or drain to the sanitary sewer system. This must
be shown on plans prior to issuance of a permit.
8. Fire sprinkler system test/drainage valve must be plumbed into the
sanitary sewer system. This must be shown on the plans prior to issuance
of a permit.
9. Plans must show how existing catch basins will be protected during
construction.
10. Prior to the issuance of any permit provide a drainage plan.

Dear Chief White:
1 am writing on behalf of FedEx Ground regarding their facility at 202 Littlefield A venue in your
jurisdiction, specifically in regards to the issue at' fire department access.
As you are aware, currently portions of the fire department access roadways circumventing this building
encroach upon abandoned railroad property. FedEx Ground has pursued possible purchase of these
easements, however that option is not possible at this time. Therefore, we are proposing to provide the
following alternative mitigation and protection measures, as allowed by Section 503.1.1, Exc~ptions #1 &
20f the 2007 California Fire Code, and we ask for your approval.
FedEx. Ground proposes to replace the existing sprinklers throughout the parking and distribution areas of
the building with qui~k-response sprinklers; the existing ordinary hazard pipe schedule piping will
remain, as this occupancy is a Ordinary Hazard Group 1 occupancy under the current NFPA 13, and So
the system meets the requirements for that occupancy, To our knowledge, the sprinklers currently
installed are the original sprinklers installed at time of building construction in 1960, By replacing the
sprinklers,. we will upgrade the fire protection to the superior sprinkler technology now available,
including the quick-response element for faster sprinkler activation and, thereby, notification. We
propose to complete this work within 90 days, unless a time extension is mutually agreed upon due to
unexpected circumstances. FedEx Ground also detennined that existing sprinkler system was not
monitored, and has contracted with ADT to provide central station monitoring to ensure prompt Fire
Deparbnent notification.
FedEx will also provide proper striping of the existing pavement lIDd signage of the existing access
roadways and fire lanes and maintain these to provide clear lanes, This includes the portions on
abandoned railroad property for as Jong as such areas remain available for this use. This work will also
be completed within 90 days.
Additionally, FedEx Ground will pay an "in-lieu" fee in the amount ofSI2,SOD.OO, to offset necessary
training and/or additional equipment needed to protect the facility without proper access. This fee will be
due and payable within 30 days of issuance of the Final Certificate of Occupancy.
Please consider this request in the spirit in which it is presented, In no way docs FedEx. Ground wish to
compromise the safety of their facility, their assooiates., or the community. We believe that this proposed
alternative provides a level of fire md life safety that meets the spirit of the code~ and mitigates the
