A RESOLUTION AUTHORIZING THE FILING OF AN
APPLICATION TO THE METROPOLITAN
TRANSPORTATION COMMISSION REQUESTING THE
ALLOCATION OF FY 2009/2010 TRANSPORTATION
DEVELOPMENT ACT ARTICLE 3 PEDESTRIAN/BICYCLE
PROJECT FUNDING FOR THE IN-GROUND LIGHTED
CROSSWALK PROJECT AND THE BAY TRAIL
IMPROVEMENTS PROJECT, AND COMMITTING THE
NECESSARY NON FEDERAL MATCH FOR THE PROJECTS
AND STATING THE CITY'S ASSURANCE TO COMPLETE
THE PROJECTS
WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities
Code (PUC) Section 99200 et sec .., authorizes the submission of claims to a regional
transportation planning agency for the funding of projects exclusively for the benefit and/or use
of pedestrians and bicyclists; and
WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional
transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution
No. 875, Revised, entitled "Transportation Development Act, Article 3, Pedestrian/Bicycle
Projects," which delineates procedures and criteria for submission of requests for the allocation
of "TDA Article 3" funding; and
WHEREAS, MTC Resolution No. 875, Revised requires that requests for the allocation
of TDA Article 3 funding be submitted as part of a single, county-wide coordinated claim from
each county in the San Francisco Bay region; and
WHEREAS, the City of South San Francisco desires to submit a request to MTC for the
allocation of TDA Article 3 funds to support the projects described in Attachment B to this
resolution, which are for the exclusive benefit and/or use of pedestrians and/or bicyclists; now,
therefore, be it
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of South San
Francisco, that the City Council hereby:
1. Authorizes staff to file an application, as further shown in Attachments to this Resolution,
with the Metropolitan Transportation Commission requesting the allocation of FY
2009/2010 TDA Article III Pedestrian/Bicycle Project Funding for the In-Ground Lighted
Crosswalk Project and the Bay Trail Improvements Project.
2. Commits the necessary non-federal match for the aforementioned projects and states the
City's assurance to complete the projects.

3. Declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section
99234 of the Public Utilities Code and there is no pending or threatened litigation that
might adversely affect the project or projects described in Attachment B, or that might
impair the ability of the City of South San Francisco to carry out the project.
4. Attests to the accuracy of and approves the statements made in Attachment A to this
Resolution.
5. Directs staff to mail a certified copy of this Resolution and its attachments, and any
accompanying supporting materials, to the congestion management agency, countywide
transportation planning agency, or county association of governments, as the case maybe,
of the County of San Mateo for submission to MTC as part of the county-wide
coordinated TDA Article 3 claim.

Findings

That the City of South San Francisco is not legally impeded from submitting a request to
the Metropolitan Transportation Commission for the allocation of Transportation
Development Act (TDA) Article 3 funds, nor is the City of South San Francisco legally
impeded from undertaking the project(s) described in "Attachment B" of this resolution.
2. That the City of South San Francisco has committed adequate staffing resources to
complete the project(s) described in Attachment B.
3. A review of the project(s) described in Attachment B has resulted in the consideration of all
pertinent matters, including those related to environmental and right-of--way permits and
clearances, attendant to the successful completion of the project(s).
4. Issues attendant to securing environmental and right-of--way permits and clearances for the
projects described in Attachment B have been reviewed and will be concluded in a manner
and on a schedule that will not jeopardize the deadline for the use of the TDA funds being
requested.
5. That the project(s) described in Attachment B comply with the requirements of the
California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et
seq.).
6. That as portrayed in the budgetary description(s) of the project(s) in Attachment B, the
sources of funding other than TDA are assured and adequate for completion of the
project(s).
7. That the project(s) described in Attachment B are for capital construction and/or design
engineering; and/or for the maintenance of a Class I bikeway, which is closed to motorized
traffic; and/or for the purposes of restriping Class II bicycle lanes; and/or for the
development or support of a bicycle safety education program; and/or for the development
of a comprehensive bicycle and/or pedestrian facilities plan, and an allocation of TDA
Article 3 funding for such a plan has not been received by the City of South San Francisco
within the prior five fiscal years.
8. That the project(s) described in Attachment B which are bicycle projects have been
included in a detailed bicycle circulation element included in an adopted general plan, or
included in an adopted comprehensive bikeway plan (such as outlined in Section 2377 of
the California Bikeways Act, Streets and Highways Code section 2370 et sew.).
9. That any project described in Attachment B that is a "Class I Bikeway," meets the
mandatory minimum safety design criteria published in Chapter 1000 of the California
Highway Design Manual.
10. That the project(s) described. in Attachment B are ready to commence implementation
during the fiscal year of the requested allocation.

the project(s) and facilities described in Attachment B, for the benefit of and use by the

APPLICATION

PROJECT DESCRIPTION /OBJECTIVE: Bay Trail Improvements Project -This project
will reconstruct and widen 1200 linear feet of multi-use pathway from Haskins Way
southward. This project will connect a newly installed portion of the Bay Trail north of this
location which was developer funded and a previously improved portion to the south.
The existing trail is 8 feet in width and was one of the first sections installed. It was
constructed over 20 years ago and has deteriorated to a point that reconstruction of the
path is needed. The new path will consist of a 10 foot wide Asphalt Concrete surface
with 2 foot wide graded shoulders on either side. This meets the requirements for a
Caltrans Class I pathway. This project is included in the C/CAG Bicycle Plan.
This project will facilitate cyclist and pedestrian access to the various employment areas
east of Highway 101.

The SSF BPAC supports and approves this project application. A copy of the
meeting minutes are attached (Attachment 5) indicating their approval, as well as
the composition of the Committee.
This project is supported by the City of South San Francisco Traffic Advisory
Committee (TAC) and the Parks and Recreation Commission. Letters of support
are attached from each. The TAC is comprised of Tracy Scramaglia
(Engineering/Secretary), Dennis Chuck (Engineering), Keith Wall (Police
Department), Frank McAuley (Public Works), Tom Carney (Fire Department) and
Gerry Beaudin (Planning). The Parks and Recreation Commission is comprised
of Judith Bush (Chair), Sean Garrone (Chair Pro Tem), David Gallagher, Janine
Greenwald, Gary Levene, Mark Nagales, and Prudencia Nelson.
In addition, the City received letters of support from the South San Francisco
Friends of Parks & Recreation, the Beautification Committee, Police Department,
and the Peninsula Traffic Congestion Relief Alliance.
Lastly, the City received a letter of support from Assemblymember Jerry Hill.

section. This section is also much older and is in need of reconstruction.

Explain: This project facilitates bicycle and pedestrian access to and within the
East of Highway 101 area. This area is a mix of office, research/development,
and warehouse uses and has a very high daytime population.

employees must commute to this area. This project would improve the bicycle
access within this area.

The community in general supports the installation of class I bike paths because
it provides a separation between motor vehicles and bicycles.

How is safety improved because of the project? Explain:
Safety is improved by this project because it will increase the width of an existing
bike path to match adjoining sections. The surface would be improved and provide
for safer use.

PROJECT DESCRIPTION /OBJECTIVE:
In-Ground Lighted Crosswalk Project -This project will install 2 in-ground lighted
crosswalks within the City of South San Francisco. The first location is across West
Orange Avenue at Tennis Drive (marked Location A on the attached Vicinity and
Location Map -Attachments 1 and 2). The second location is across Miller Avenue at
Cypress Avenue (marked Location B on the attached Vicinity and Location Map -
Attachments 1 and 2). Both crosswalks will be located on the west side of the
intersections due to better sight distance given the geometry of the roadways.
West Orange Avenue has long been a source of speeding complaints by the community.
The short distance between Tennis Drive and Circle Court/Railroad Avenue along West
Orange Avenue make it diffucult to install typical traffic control devices such as stop
signs. The City has made various improvements at the intersection of Tennis Drive to
help aid pedestrians, including, but not limited to: installation of red zones to improve
sight distance, installation of signage to warn drivers of the crosswalk and street
improvements.
The lighted crosswalk across West Orange Avenue will facilitate pedestrians from the
surrounding neighborhood to the newly constructed recreation center and existing pool
at Orange Memorial Park. !twill help to alert motorists of pedestrians and slow vehicular
speeds. The objective of this project is to provide a safe corridor for our neighborhood
children to access our City's schools and parks.
The intersection of Miller Avenue and Cypress Avenue is located approximately 250 feet
west of the US-101 northbound offramp at Airport Boulevard. The close proximity to the
offramp results in a high vehicular volume and speeds. Also, the intersection is within
the downtown area, with busy public parking lots flanking both sides. This creates a
high number of pedestrians at the intersection.
Please see Attachment 3 for photographs of the existing conditions on W. Orange Ave at
Tennis Drive and Miller Avenue at Cypress Avenue.
Attachment 4 illustrates a sample in-ground lighted crosswalk.

The location of the crosswalks have been reviewed and approved by the City's
Bicycle and Pedestrian Advisory Committee (BPAC).
The project does not require further design considerations in order to be installed.
The City has worked with several vendors on similar projects and would be ready
to move forward with selecting a contractor for installation. Design is considered
100% complete.

This project is supported by the South San Francisco Unified School District
(SSFUSD), Traffic Advisory Committee (TAC) and the Parks and Recreation
Commission. Letters of support are attached from each. Composition of
SSFUSD is indicated on the support letter. The TAC is comprised of Tracy
Scramaglia (Engineering/Secretary), Dennis Chuck (Engineering), Keith Wall
(Police Department), Frank McAuley (Public Works), Tom Carney (Fire
Department) and Gerry Beaudin (Planning). The Parks and Recreation
Commission is comprised of Judith Bush (Chair), Sean Garrone (Chair Pro Tem),
David Gallagher, Janine Greenwald, Gary Levene, Mark Nagales, and Prudencia
Nelson.
The South San Francisco Chamber of Commerce supports this project
application due to the safety of patrons to the business community in the
Downtown area near Miller and Cypress. Attached is their letter of support.
The Historic Old Town Homeowners & Renters Association (HOTHRA) highly
supports this project as indicated by their attached letter of support.
In addition, the City received letters of support from the Police Department,
Friends of Parks & Recreation, Boys & Girls Clubs of North San Mateo County,
South San Francisco Aquatic Club, the Peninisula Traffic Congestion Relief
Alliance and the American Association of Retired People (AARP) Chapter #3156.
Lastly, the City received a letter of support from Assemblymember Jerry Hill. His
legislative aid toured the project site, noting the safety concerns at both
intersections, and recommended the project for funding.

IV. MEETS PROGRAM OBJECTIVES

Explain:
This project will help reduce speeding on West Orange Avenue and Miller
Avenue by alerting drivers that pedestrians are entering the roadway. In-ground
lighted crosswalks have been used in other locations in the City and have proven
effective at reducing speeds and providing a safer environment for pedestrians.
b. Bicycle and Pedestrian:
1. Does the project provide access to bicycle facilities in high use activity
centers?

Explain:
This project facilitates access to bicycle and pedestrian facilities in high use
activity centers such as the City's Linear Park, marked bike routes/lanes/paths,
South San Francisco High School, Los Cerritos School, Orange Memorial Park,
Orange Memorial Park Recreation Building and Pool. The City will be installing
bike lanes on West Orange Avenue as part of the final phases of Centenial Way
(the Linear Park shown on Attachment 1).
The intersection of Miller Avenue and Cypress Avenue is within the downtown
area,. with many nearby resturants, coffee shops and pedestrian attracting
businesses. The lighted crosswalk would provide better access for pedestrians
trying to cross Miller Avenue, which is an uncontrolled intersection. As indicated
in the SSF General Plan (Attachment 8 -Chapter 4: Transportation, Figure 4-3:
Bicycle Facilities}, Miller Avenue is a future bike lane and would be improved by
having a lighted crosswalk for accessibility to the Downtown.
c. Is commute use improved by the project? Yes ® No ^
Explain:
This project encourages the use of walking and bicycling to Orange Memorial
Park and the downtown area; thereby, reducing vehicular congestion and traffic.
d. What is the relationship of the project to more significant bicycle or pedestrian
routes? Explain:
This project is on a designated City bike route (according to the City's General Plan
Bicycle Facilities -Figure 4-3, Attachment 8). In addition, it is within a short
distance to several bike lanes, paths, and routes along EI Camino Real, Chestnut
Avenue, Colma Creek, and Commercial Avenue.
The project is within 700 feet of the newly completed Centennial Way (Linear
Park), which is a bike path and heavily used by cyclists and pedestrians to
access the schools and Orange Park.

NOTE: According to the South San Francisco General Plan Guiding
Policies for Orange Park and the Downtown areas, this project is
consistent as it maintains and enhances the uses of Orange
Memorial Park and the Downtown for pedestrians.
f. Comment on the level of local support:
The community in general have supported the installation of in-ground lighted
crosswalks because they encourage vehicles to slow down for pedestrians. The City
has utilized in-ground lighted crosswalks on the downtown corridor along Grand
Avenue with proven results. The downtown business owners and patrons have
always given staff positive feedback on their usefulness.
Recently, the City approved its Traffic Calming Program, which includes in-
ground lighted crosswalks. As part of the Traffic Calming Program, the City installed
an in-ground lighted crosswalk on Arroyo Drive at Buri Buri Park. This roadway has
a history of speeding issues near the park, similar to our project locations. Since the
installation, the residents have indicated a vast improvement in vehicle speeding and
drivers stopping for pedestrians in the crosswalk.
V. SAFETY
How is safety improved because of the project? Explain:
Safety is improved by this project because it provides better visibility of pedestrians
to drivers.

- If "Yes", how much? Explain:
The project could be partially funded by only constructing one of the
proposed in-ground lighted crosswalks at either West Orange
Avenue/Tennis Drive or Miller Avenue/Cypress Avenue. This would
reduce the funding request by approximately 50%, depending on which
project is funded. See Project Cost Estimate for breakdown of costs
(Attachment 11).
b. Can the project be divided into phases? Yes ® No ^
- If "Yes", describe the different phases and cost associated with each
phase.
The project could be split into two phases consisting of the crosswalk at
West Orange Avenue/Tennis Drive and Miller Avenue/Cypress Avenue.
Again, this would reduce the funding request by approximately 50%. See
Project Cost Estimate for breakdown of costs (Attachment 11).
