CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION FINDING AND DETERMINING THE NEED FOR
CHANGES OR MODIFICATIONS TO THE CALIFORNIA BUILDING
CODE 1998 EDITION AND UNIFORM BUll.DING CODE STANDARDS,
1997 EDITION
WHEREAS, Section 17958 of the Health & Safety Code requires the adoption by the City of South
San Francisco of regulations imposing the requirements of certain uniform industry codes as specified in
Health & Safety Code § 17922; and
WHEREAS, Health & Safety Code § 17958.5 permits a city to make such changes or modifications
to the uniform codes as deemed reasonable because of local climatic, geological, or topographical
conditions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco
that pursuant to the requirements of Health & Safety Code § 17958.7, the City Council finds and determines
there is a need to adopt the following changes or modifications to the California Building Code 1998
Edition, (Municipal Code Chapter 15.08), by reason of local conditions:
Climatic, Geological, and Topographical Changes.
Section 310.16.3(a) as amended imposes stricter standards regarding the operation
and placement of smoke detectors in single-family dwellings. This amendment
addresses increased fire risks due to the City's proximity to the San Andreas Fault and
local windy conditions.

Section 1402.1, Weather-Resistive Barriers, is amended by adding Subsection 6,
Exterior Metal Hardware, Galvanizing Required. Subsection 6's galvanizing
requirements address metal corrosion caused by local weather conditions, particularly
rain, salt air, wind and dampness.
Co
Modifications are made to Section 1900.4.4, Minimum Slab Thickness, and Section
1900.4.4.1, Slab on Grade in Habitable Areas, which impose slab construction
requirements in an attempt to better prevent leakage and dampness due to the City's
frequently wet climate and soil conditions, and to prevent possible foundation
damage in earthquakes, due to the City's proximity to the San Andreas Fault. The
most significant change is the requirement of a waterproof membrane under the slab
floor.

fo
Section 1521 in Appendix Chapter 15 is added to require spark arresters to be
installed on all chimneys when reroofing is performed. This is to help prevent spread
of embers to adjacent roof areas due to our local windy conditions.
Amendments to Grading and Drainage Requirements.
Section 1804.7, Drainage, is amended to impose specific grading requirements
around buildings and Section 1804.7.1 Underfloor Drainage, is added to impose
specific grading requirements beneath the floor system of a building in order to
address wet conditions caused by the City's wet and rainy climate. Appendix Chapter
33, Excavation and Grading, is amended to impose specific requirements as to hours
of grading operations, transportation routes, and rainy season restrictions, due to
potential drainage problems associated with the City's rainy climate and hilly
topography. Section 3306.2 in Appendix Chapter 33, Permits Required, is amended
by adding Subsection 10 which exempts agricultural grading activities from the
general grading permit requirements to address the City's hilly topography. Appendix
Chapter 33, Section 3307, Hazards, Section 3309, Grading Permit Requirements and
Section 3319, Restriction of Work During Rainy Season, are modified to expand on
requirements found in the Uniform Building Code in light of local soil types such as
clay strata, and local hilly terrain, as well as the City's rainy climate.
Matters Not Addressed in Uniform Building Code.
Since the Uniform Building Code does not address moving buildings, a provision
identified as Section 3404.1, Moved Buildings and Temporary Buildings, has been
added to impose timing and safety requirements onto the building moving process.
The City's proximity to the San Andreas Fault and consequent earthquake risk limit
the length of time before a permanent foundation must be installed in order to ensure
public safety. Section 3319, Restriction of Work During Rainy Season, is added to
Appendix Chapter 33 to address local climatic conditions, specifically the City's
frequently rainy climate.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to cause a copy of this
resolution, together with the ordinance making the changes or modifications to the Uniform Building Code
and Uniform Building Code Standards, 1994 Editions, to be filed with the State Department of Housing and
Community Development and the California State Building Standards Commission.
