RECOMMENDA TION:
That the Commission accept the 2009 Genentech Annual Report as required under SSFMC
Sections 20.39.080 and 20.40.080.
BACKGROUND:
The Research and Development Overlay District Regulations (SSFMC Chapter 20.39) and the
Genentech Research and Development Overlay District Regulations (SSFMC Chapter 20.40)
both include a requirement for an annual development review. The annual development review
has been termed the "Annual Report". By Code, the Annual Report must include the following
as appropriate:
. Status of facility-wide improvements;
. Progress in completing the required tasks outlined in the Genentech Facilities Ten-Year
Master Plan (2007) Implementation Program;
. Information about anticipated new construction or renovation projects;
. An update on campus transportation and parking needs;
. An update on mobile vendor (employee amenity) activities on campus;
. A general update on the Transportation Demand Management (TDM) program;
. An update on any changes to the security program;
. Any proposed changes to the use of facilities, the facility-wide development standards or
design guidelines; and
. Any changes that have been made to the Master Plan since the previous Annual Report.
Please note that the specifics of the Transportation Demand Management program portion of the
Annual Report are reviewed on a triennial basis.
Background & Genentech Master Plan
Founded in 1976, Genentech is one of the nation's largest biotechnology companies. The
company has expanded their South San Francisco operations from a single converted warehouse
to a 162 acre campus that includes a mix of office, research and development, and manufacturing
functions.

In 2007, the City adopted Genentech's second campus Master Plan (the first was approved in
1995). The 2007 Genentech Facilities Ten-Year Master Plan (Master Plan) is a comprehensive
document that covers most of the items required in the Annual Report. The 2009 Annual Report
is the second Annual Report to be completed since the 2007 Master Plan was adopted.
DISCUSSION:

The 2009 Annual Report is broken down into the following sub-areas:
1. Genentech 2009 Campus Development and Build-out
2. Transportation Demand Management and Parking
3. Changes to Use, Security, Development Standards and Design Guidelines
4. Mobile Vendor Services
5. Master Plan Implementation Program
Each sub-area is discussed below.
2009 Campus Development and Build-out
The land area included in the Genentech Master Plan is approximately 200 acres. The occupied
campus area is approximately 162 acres with approximately 3.4 million square feet of office, lab,
manufacturing, warehouse and amenity building area. A 0.01 decrease in floor area ratio (FAR)
is shown on page six ofthe annual report. The FAR dropped from 0.48 in 2008 to 0.47 this year
as a result of more accurate building measurements.
Since the 2008 Annual Report, Genentech has:
. Completed and opened the childcare facility at 444 Allerton Avenue;
. Installed a number of new pedestrian and landscape improvements;
. Completed new employee amenities (i.e. Building 6 "Grab & Go");
. Refreshed the "Patient Success Story Display Program" for the main campus; and
. Installed the newly approved displays in the South Campus and Gateway Campus.
In addition to specific neighborhood development projects, Genentech anticipates the following
campus-wide projects in 2009:
. Installation of shuttle pull-out improvements with additional safety features;
. Installation of fire backflow prevention device;
. Installation of additional bike lockers;
. Construction of a new pedestrian path connecting the Lower Campus Central Spine to
West Campus buildings; and

. Application for Use Permit extensions for previously approved Building 50 (680 Forbes
Boulevard) and Founder's Research Center III (330 Point San Bruno).
Transportation Demand Management (TDM) and Parking
Attachment #l of the 2009 Genentech Annual Report is an up-to-date overview of the TDM and
Parking situation on the Genentech campus. Genentech's TDM program (gRide) continues to
attract new users. Attachment #1 shows that Genentech's "drive alone" employees have
decreased from 79% in 2005 to 65% in late 2008. The result is a mode shift of approximately
35% in 2009.
With over 35% of people not driving to work alone, Genentech now estimates a parking demand
of about 4,500 spaces. The campus-wide parking supply is approximately 6,000 spaces.
Changes to Use, Security, Development Standards and Design Guidelines
No use, security, development standards and design guideline changes are proposed at this time.
Mobile Vendor Services
In an effort to reduce vehicle trips and improve employee convenience, Genentech continues to
offer cafeteria and food services, fitness facilities, childcare, and other employee support
services.
Master Plan Implementation Program
Page 16 of the attached 2009 Annual Report includes a table with a status update on the
Implementation items. The grayed out items are complete. Examples of complete items include:
. Installation of additional Bay Trail directional and parking signage;
. Installation of pedestrian crosswalks;
. Installation of shuttle stops and shelters;
Through discussions with Genentech, the City's Engineering and Planning Divisions have
adjusted the timing on two Implementation Program items: bicycle lane improvements and street
lighting improvements. The City is currently completing a City-wide bicycle plan and is
reviewing street lighting needs in the East of 101 area. To ensure that Genentech's bicycle lanes
and lighting are consistent with City- and area-wide plans, Genentech has been given a two year
extension on these two items - instead of December 31,2009, the deadline is now December, 31
2011. Letters to Genentech from the City are attached as Attachment 2 and 3 for the bicycle lane
extension and street lighting extension respectively.
CONCLUSION:
The 2009 Genentech Annual Report provides the information required in the SSFMC. Staff
continues to work diligently with Genentech on the items outlined in the Master Plan
Implementation Program. Staff recommends that the Planning Commission accept the 2009
Annual Report as submitted by Genentech.

INTRODUCTION
Genentech, the world's first biotechnology company, was founded in 1976 and is
headquartered in South San Francisco. A fully integrated biotechnology company,
Genentech performs a wide range of functions at its South San Francisco campus, including
research and development, clinical manufacturing, distribution, marketing, and
administration. With approximately 8,250 employees working at the headquarters in South
San Francisco, Genentech remains the largest employer in South San Francisco.
Master Plan & Genentech Research and Development Overlay District
In 2007, the City Council and Planning Commission approved the updated Genentech Ten
Year Facilities Master Plan, supported by a Master Environmental Impact Report, and
amended the Zoning Ordinance to allow expansion of the Genentech Research and
Development Overlay District (R&D). The Master Plan was originally established in 1995 to
guide the company's growth and development of the Central Campus and to ensure that
future growth would be consistent with goals and policies of the East of 101 Area Plan and
the South San Francisco General Plan.
The updated 2007 Master Plan outlines a potential expansion that would allow the Central
Campus to grow up to approximately six million square feet during the ten-year planning
period and serves several purposes:
. Articulates vision and policies that will serve as a general guide for the placement
and design of individual buildings and other campus elements, as well as an overall
development program to provide the basis for future approvals.
. Fosters development of a campus befitting its setting on the City's eastern bay shore
that capitalizes on views and access to the waterfront.
. Promotes alternatives to individual automobile transportation to further the City's
transportation objectives, by emphasizing a comprehensive Transportation Demand
Management (TDM) program, and pedestrian connectivity throughout the campus to
promote ease of movement between buildings.
. Establishes the basis for zoning provisions that have been included in an amended
Genentech Research and Development Overlay District.
. Provides design guidelines that will serve as a basis for design review and approval
for development in the Master Plan area.

Purpose of the Annual Report
The Annual Report is required by the City of South San Francisco's Research and
Development Overlay District ordinance (SSF Municipal Code Section 20.39.080), and the
Genentech Research and Development Overlay District ordinance (SSF Municipal Code
Section 20.40.080). It must address, as appropriate, the status of facility-wide
improvements, progress in completing the required tasks and benchmarks described in the
Implementation Plan, anticipated new construction or renovation projects, projected changes
in the facility usage and requirements, an update on TDM and parking needs, an update on
mobile vendor (employee amenity) activities on the Genentech campus, an update on the
security program, advance notice of any proposed changes to the facility-wide development
standards or design guidelines, and notice of any changes that have been made to the
Facility Master Plan since the most recent Annual Report.
Consistent with this requirement, this Annual Report is intended to accomplish several
purposes: (1) provide background information and up-to-date data on the Genentech
campus; (2) summarize the status of the Implementation Plan; (3) identify near-term
projects to the extent possible; and (4) provide a brief overview of Genentech's
Transportation Demand Management program and parking needs.

Current Campus Development Density
Genentech's Research and Development Overlay District extends over 162 acres. In
addition, Genentech continues the use of leased spaces at the Gateway Business Park
and Britannia East Grand development (South Campus). Genentech also owns 20
acres referred to as the Bay West Cove property which has approvals for development.
Like the Bay West Cove property, the Gateway and South Campus properties are not
included in the Research and Development Overlay District (see Figure 1, on page 7).
The Overlay District includes specific development standards for buildout in gross floor
area, floor area ratio and lot coverage. The following tables summarize the 2009
campus conditions:

TRANSPORTATION DEMAND MANAGEMENT AND PARKING
Transportation Demand Management
As reported in the 2008 Annual Report, Genentech's Transportation Demand Management
(TDM) program, named gRide, provides a variety of flexible and convenient programs and
services to get employees to and from work, as well as around our campus.
Genentech's commitment to gRide program is demonstrated by the significant number of
program services and incentives provided for employees. Participation has increased over
300/0 since the 2008 Annual Report.
New services and incentives have been incorporated since the Annual Report in May 2008,
including new GenenBus routes, and BARTjCalTrain incentives. There are now twelve
GenenBus routes including 2 CalTrainjBART routes; 3 San Francisco routes; and 7 East Bay
routes. GenenBus ridership is over 2,500 riders per day, and the intra-campus shuttle
system moves over 2,000 riders per day.
The program has enjoyed considerable success since the approval of the Ten Year Master
Plan. The survey completed in October 2008 indicates that Genentech exceeds 300/0
alternative mode use. South San Francisco Municipal Code Chapter 20.120, Transportation
Demand Management, requires 280/0 alternative mode use for Genentech's current Campus
FAR of 0.48.
As required by the section 18.2 of the TDM Program, Appendix D of the Genentech Ten Year
Master Plan, the initial TDM Annual Summary Report, prepared by an independent
consultant, is submitted with this 2009 Annual Report (Attachment 1). The survey data is
from the fourth quarter of 2008 and captures details on all alternate mode usage and trip
reduction rates.

Parking
Per the Master Plan, parking demand is measured by changes in growth and multimodal
transportation services. The parking ratios used to determine demand are derived by building
functions and TDM participation rates. Buildings whose functions have lower employee densities
require fewer parking stalls. Changes to building functions will be minor and have minimal impacts
to the parking ratios, but increases in TDM participation will effect more noticeable impacts that
proportionately decrease parking demand.
The function-based parking ratios approved with the Ten Year Master Plan are reflected in the table
below. These ratios provide a 50/0 to 100/0 reserve.
The following table shows the parking demand at 300/0 TDM and the current supply.

No changes are projected at this time for the facility usage and security detailed in the
Genentech Facilities Ten Year Master Plan. Similarly, no changes are proposed to facility-
wide development standards or design guidelines under the Genentech Facilities Ten Year
Master Plan.

MOBILE VENDOR SERVICES
Consistent with the South San Francisco General Plan and Zoning Ordinance, Genentech
provides amenities for employees to support overall campus function. These include:
cafeteria and food services, fitness, childcare, and other miscellaneous employee support
services. In addition, Genentech continues to provide on-site mobile vendor services
including carwash, hair salon and dental services. These services are not only for
employee convenience, but also to mitigate against traffic on local streets, and they are
provided on a weekly basis at specific locations on Genentech's campus (see Figure 2).

MASTER PLAN IMPLEMENTATION PROGRAM
The Implementation Plan sets forth the specific improvements and public amenities to be provided
on the Genentech campus in conjunction with the entire Genentech Facilities Ten Year Master Plan,
and the triggers for implementation of those improvements and amenities. The following is an
update on the status of the specific improvements within the Implementation Plan.

GENENTECH, INC.
This report describes the transportation mode share and parking activity for people going to
Genentech's headquarters in South San Francisco. A cordon count survey and a parking survey
were conducted on September 30, October 1 and 2, 2008 as part of an ongoing review and
analysis of how employees, contractors and visitors reach Genentech's three South San
Francisco campuses. This report compares the new results with six previous cordon count
surveys, with attention focused on the surveys conducted one and two years ago (November
2006 and October 2007).
Purpose
The visual cordon count survey implemented by Nelson\Nygaard was developed to deliver an
accurate count of the transportation methods Genentech employees use to reach work on a
typical weekday. The goal is to determine the share of each transportation mode used to get to
the Main Campus, South Campus and Gateway Campus on typical weekdays.
Determining how the Genentech community reaches work is important to Genentech so the
company can best manage limited land resources while the company continues to grow. A
cordon count is used to measure the effectiveness of efforts to reduce single-occupancy vehicle
usage. Genentech has provided many alternatives to driving to work over many years. In the past
two years, Genentech implemented several new programs and shuttle services, most notably the
gRide Incentive Program, which offers $4 a day to employees who carpool, vanpool, take transit,
bike, walk or even motorcycle to work. Genentech rolled out the program in November 2006, so
this new survey provides an opportunity to analyze the program's effectiveness after two years. In
addition, through the WageWorks program, Genentech provides $115 per month to transit and
van pool users to use towards transportation costs.
The modes measured in this survey include:
. Drive alone (private auto)
. Carpool (private auto) - includes employees dropped off
. Vanpool
. Walk
. Bike
. Transit & connecting work-end shuttle (BART, Caltrain, GenenBus)
. Motorcycle
. Taxi
In addition, a parking survey was conducted to determine how many cars were parked on the
three campuses to compare the number of vehicles counted in the cordon count to the number of
vehicles using the parking lots. The parking survey also determined the overall parking patterns
and parking destinations used by Genentech employees.

Survey Methods
Cordon Count
A visual cordon count survey was conducted by surveyors located at key entrances to
Genentech's three South San Francisco campuses. Following are key details of the survey
implementation:
. Genentech Security Staff were trained and utilized as surveyors by Nelson\Nygaard staff.
. Surveyors were stationed at key roadway and bike/walkway entrances to the Main, South,
and Gateway Campuses during the survey period on each of the three days (Tuesday,
Wednesday, and Thursday).
. Surveyors tallied modes of arrival to the campus in the same manner on each of the three
days. This allowed surveyors to ensure that if any single day had unusual counts (due to
unusual circumstances, e.g. bad weather, a freeway traffic jam, public transit problems,
etc.), their effect would be reduced due to the counting of three mid-week days.
. Surveyors conducted counts on September 30 and October 1 and 2, from 6 AM to 10 AM,
during morning peak hours when most day shift workers arrive. Only mornings were
surveyed, as afternoon traffic is much more likely to include non-commute travelers.1
. On the survey days, Compass Transportation operators kept accurate tallies of BART,
Caltrain and GenenBus shuttle passengers. Operators of BART Shuttles also counted the
number of passengers alighting at Genentech stops.
. Vanpool drivers from the 11 Genentech sponsored vanpools also kept accurate tallies of
how many people took vanpools on survey days. Average ridership from these vanpools
was used as counts for the 4 non-Genentech vanpools.
Following is a summary of the various trip types that were tallied and calculated:
Drive Alone: All personal automobiles entering the three campuses were visually surveyed.
Single occupant vehicles were counted as such.
Carpool: All personal automobiles entering the three campuses were visually surveyed. If multiple
passengers were traveling together in a car, each passenger, including the driver, was counted
under the carpool category. People dropped off in the immediate vicinity of a surveyor were
included as carpool passengers.
Vanpool: Surveyors were not able to capture ridership on vanpools entering campus. Instead,
Genentech vanpool vehicles were counted by vanpool drivers. Non-Genentech vanpools were
considered to have seven passengers per vehicle based on the fact that Genentech sponsored
vanpools averaged seven passenger this month.
Walk: All pedestrians entering the campus were tallied. Surveyors were stationed and trained to
differentiate between intra-campus walkers and pedestrian commuters.
1 Surveys from April 2005 to January 2007 were conducted from 5 AM to 10 AM. Although the 5 o'clock hour
accounted for 80/0 of employees accessing campus, the cordon count period was shortened from five to four hours to
accommodate the added parking survey which takes approximately one hour.

Bike: All bicyclists entering the campus were counted.
Transit: Surveyors were not able to capture ridership on shuttle buses entering campus. Instead,
bus drivers were instructed to collect boarding data on BART, Caltrain and GenenBus Shuttle
routes. Overall mode split did not include ridership on DNA or Gateway intra-campus shuttle
services, since these employees had already arrived by another mode.
Surveyor Locations
Surveyors were located at the following sites, which are also indicated in Figure 1:
. Main Campus
Forbes entryways: (#1) UCSF Laundry parking lot along Forbes Boulevard to capture
lower campus trips, (#11) along Forbes Boulevard at Building 54 across from Allerton
Avenue, and (#12) along Forbes Boulevard, between Allerton Avenue and Gull Drive.
Grandview and Upper Campus entrances: (#3) along Grandview Drive between
Buildings 28 and 39 to capture upper campus trips, (#4) between Buildings 80 and 26
to capture commuters entering "the back way" via a driveway from East Grand Avenue
near Haskins Way.
. Gateway
North Side: (#5) Executive Drive, NW corner of parking garage, (#6) Gateway
Boulevard, North site near Building 84.
South Side: (#7) Executive Drive, SW corner of parking garage, (#8) Gateway
Boulevard, childcare facility and Bank of America, (#9) Executive Drive at Corporate
Drive, and (#10) Gateway Boulevard at Corporate Drive.
In addition, Nelson\Nygaard staff made occasional checks at the Caltrain Station to
determine which passengers were walking or biking to the Gateway Campus but
principally using Caltrain to get to work.
. South Campus
East Grand Avenue (#14) where it ends and meets Building 44. Drivers heading
northeast into campus on the north side of Building 44 were counted. Vehicles
entering south of Building 44 towards Parking Structure B and Building 45 were not
counted because the vast majority of these employees were contractors building the
structures. The Alliance Utah-Grand shuttles are the only transit apart from intra-
campus DNA shuttles that go to this campus at this time.

Parki ng Su rvey
The parking survey was conducted at 10 AM following the cordon counts on September 30 and
October 1 and 2, 2008. Each surveyor was assigned a series of adjacent parking zones to count.
Parking spaces were counted by type. Following are the types of spaces:
. General Employee Vehicles
. gRide Parking Spaces
. Spaces parked with a vanpool
. Company and Service Vehicles
. Motorcycles
. Disabled
. Visitors
. Public Access (e.g. Bay Trail)
. Loading Spaces
. Illegal Parking (marked with a red curb, no parking, or any vehicle not in a designated
parking space)
. Other Specialized Parking Spaces
Surveyors also counted two private properties within the Genentech Campus area: Rich's Donuts
and Lithotype Company, to determine the numbers of vehicles counted that are not attributable to
Genentech.

Survey efforts on all three days went as planned. Weather was normal all three days. There were
no major traffic incidents in the region that might have altered employee arrival times. Surveyors
performed as trained.
Cordon Count Survey and Mode Share Analysis
Results from the visual cordon count survey provided a breakdown of the commute mode shares.
Nelson\Nygaard previously conducted surveys for the Main Campus in April 2005, February
2006, November 2006, January 2007, October 2007 and April 2008. Including the new November
2008, the seven surveys are comparable although the following factors should be acknowledged:
. The April 2005 cordon count was conducted only at the Main Campus, and not at
Gateway. The four later surveys were, on the other hand, conducted at both the Main
Campus and Gateway.
. For the February 2006 cordon count, the mode shares for both campuses were similar,
but counts for the Main Campus included a total of 60/0 of arrivals on the shuttle between
Gateway and the Main Campus. It is unclear, therefore, how many shuttle riders were
parking at Gateway and commuting to the Main Campus, versus those who were simply
shuttling between campuses, their arrivals having been counted elsewhere. For this
survey, Genentech and Nelson\Nygaard primarily used the Gateway results.

. For the November 2006, January 2007, October 2007, April 2008 and October 2008
surveys, both cordon counts (Main Campus and Gateway) more accurately represent
Genentech employee travel behavior, since most employees and contractors who in
February 2006 parked at Gateway and shuttled to Main Campus now park at the campus
where they work.
. Since the April 2008 survey, the South Campus has been included as a separate campus.
The Utah-Grand Caltrain and BART shuttles, provided by the Peninsula Traffic
Congestion Relief Alliance (Alliance), serve the South Campus. The shuttles originate at
the South San Francisco Caltrain and BART stations.
Figure 2 and 3 show the mode share changes before and after the gRide program was
implemented at the Main and Gateway Campuses respectively. All results are based on an
average of the mode split over the three day period.
Figure 4 shows the mode share changes of the South Campus between April 2008 and October
2008.

The mode shares described below are documented in Figures 5, 6, 7, and 8 which present the
mode share between surveys at the Main Campus, South Campus and Gateway, and all
campuses combined respectively.
Drive Alone and Carpool
The drive alone share continues to decline across all Genentech campuses. Carpooling has
remained steady overall, but has fluctuated up or down at each campus.
. Orive alone share of all trips is 65.9% at all three campuses. This is a decline of 6.00/0
from April 2008 and a decline of 10.90/0 since November 2006 when the drive alone share
was 74.00/0. The drive alone share at the Main Campus is currently 64.80~. This is a
decline of 8.50/0 from April 2008 and a decline of 13.60/0 from November 2006 just before
gRide was instituted. The drive alone share at Gateway is 64.30~. This is a decline of
3.20~ from April 2008, and a decline of 11.30~ from November 2006.
. Carpools had a 12.0% overall share between the campuses. This represents a 1.50~
decrease from 6 months ago, however, a 3.70/0 increase from November 2006. The recent
decrease may be attributed to higher gas prices. However, the long term increase may be
due to growing awareness and use of the gRide $4 parking cashout program.
. Carpool share is at 13.2% at the Main Campus, 13.9% at South Campus, and 9.6% at
Gateway. Carpool share changes over the past six months varied moderately between
campuses: Main Campus +5.90/0, South Campus +12.10/0, and Gateway -17.80~. Since
November 2006 carpool shares have increased 16.20~ at the Main Campus, while
decreasing 19.20/0 at Gateway.

Transit access
Genentech has made transit access a priority through dramatic increases in GenenBus service,
and continued shuttle services to Caltrain and BART stations. The expanded service has seen a
92.70~ mode share increase to South San Francisco since November 2006.
. GenenBus (Direct Service)
Employees have dramatically increased their use of GenenBus service. Overall South
San Francisco ridership2 increased by 82.30/0 since October 2007 and increased by
322.1 % since it was first measured in November 2006.
Since October 2007, two new GenenBus routes have been added. The San Francisco
SOMA bus serving the Ferry Building, Transbay Terminal and the Caltrain Station has
seen ridership2 grow from 52 riders in April 2008 to 89 riders in October 2008. The
Fremont/Union City shuttle, only introduced in the past 6 months already has 63
riders.
The GenenBus share of all modes at the Main Campus is currently 7.70~. The
GenenBus share of all modes at Gateway is 4.90/0.
In terms of actual ridership, GenenBus ridership2 has increased from 113 riders in
November 2006, to 262 riders in October 2007 and finally to 477 riders in October
2008.
South Campus does not receive GenenBus service at this time.
. Caltrain
Ridership2 via Caltrain continues to grow. Overall South San Francisco ridership
increased by 18.00/0 since October 2007 and increased by 52.60~ since November
2006 when service went to South San Francisco Station instead of Millbrae Station
which is served by Bay Bullet service.
Caltrain ridership from this survey does not discern whether Utah-Grand Shuttle
service came from BART or Caltrain. Genentech does not provide its own direct
shuttle service from Caltrain to South Campus.
The Caltrain share of all modes at the Main Campus is currently 5.50~. The Caltrain
share of all modes at Gateway is 5.20/0.
In terms of actual ridership2, Caltrain ridership has increased from 265 riders in
November 2006, to 343 riders in October 2007 and finally to 405 riders in October
2008.
A small group of employees, fewer than 10, still stop at the South San Francisco
Caltrain Station. They, however, either bike, or take a 20 minute walk to the Gateway
Campus.
. BART
Glen Park BART Shuttle continues to provide the greatest transit share (37.5%).
However, this is a drop from 460/0 one year ago due to increase GenenBus and
Caltrain ridership.

Overall BART ridership increased by 2.70~ since October 2007 and increased by 9.70~
since November 2006. In terms of actual ridership, BART ridership has increased from
483 riders in November 2006, to 515 riders in October 2007 and finally to 529 riders in
October 2008. Although its growth is less than other transit modes, BART shuttles are
still finding new riders near or higher than employee growth rates.
The BART share of all modes at the Main Campus is currently 5.70/0. The Caltrain
share of all modes at Gateway is 10.1 0/0.
Genentech does not provide its own direct shuttle service from BART to South
Campus.
. Transit Summary
Employees have dramatically increased their use of Transit Service. Overall South
San Francisco ridership increased by 26.00~ since October 2007 and increased by
63.90/0 since November 2006.
In terms of mode share, transit share of all trips is 18.2% at all three campuses
combined. This is an increase of 35.80/0 from April 2008 and an increase of 65.00~
since November 2006 when transit share was 11.10/0.
The transit share at the Main Campus is currently 18.80/0. This is an increase of 33.60~
from April 2008 and an increase of 92.70~ since November 2006 just before gRide
was instituted. The transit share at Gateway is 18.20/0. This is an increase of 35.80~
from April 2008 and an increase of 65.00~ since November 2006.
Transit share at South Campus is 1.00~. This is a decrease of 74.80~ from April 2008.
This data is considered less reliable due to not receiving passenger counts from the
independent shuttle serving South Campus. In the future, cordon count surveyors will
count these passengers.
Main Campus transit share has surpassed Gateway's for the first time since January
2007.
Pedestrian access
Walking continues to be a limitedly used commuting method to Genentech due to the long
distances from residential neighborhoods. Most walking comes from hotel patrons going to
Gateway.
. Walking decreased slightly over the past six months from a 3.80~ to a 2.90/0 share on the
Gateway Campus.
. Main Campus share declined slightly from 0.60~ to 0.40~, while the South Campus
dropped from 0.50/0 to 0.40/0.
. Overall, walking mode share ws 1.30/0. This is a decline of 24.50~ in April 2008, and a
1 0.30~ decline from November 2006.
. The high share of pedestrians at Gateway (2.90/0) is in part due to the four hotels along
Gateway Boulevard, located across the street from the Gateway campus. People walking
from the Caltrain Station also account for a small amount of the pedestrian share. Roughly
5 pedestrians per day walked from Caltrain, which is only 60/0 of the 78 pedestrians who
walked to Gateway.

Other modes
. Vanpool mode share was counted with a new method, by vanpool drivers. In spite of the
change in counting method, the share has remained relatively constant at 1.30Jb. Since
November 2006, vanpool has only increased 150/0.
. Taxi, bike and motorbike shares all remained relatively constant for both campuses
combined since April 2008. Motorbikes did, however, see an increase of 29.1 oJb since April
2008, and 113.80Jb since November 2006. Note however that all of these modes remain
below 1.50/0 of all modes shares.

Parking Count
Parking counts were conducted on the same days as the cordon counts to provide a comparison
of the number of vehicles entering Genentech's campuses and the number of vehicles parked in
its parking lots.
Genentech's three campuses3 have a total of just over 9,650 parking spaces. Approximately
9,100 of these spaces are designated for employees. The parking counts showed that at 10 AM
on weekdays, considering all parking types, an average of 5,377 vehicles were parked. An
average of 6,062 vehicles entered the campuses from 6 AM and 10 AM,4 suggesting that higher
gas prices and the gRide incentive is significantly decreasing parking demand. Though
significantly fewer cars parked in the lots than entered, some of the cars counted as carpools may
have, in fact, not parked at Genentech, and instead were dropping someone off, with the driver
going on to a separate destination beyond Genentech.
Location of Parking
Genentech is made up of three campuses, the Main Campus on DNA Way and Forbes Boulevard
along San Francisco Bay, the new South Campus at the east end of East Grand Avenue, and the
Gateway Campus near Highway 101. The Main Campus has a total of about 5,021 parking
spaces, South Campus currently has 1,296 spaces5, and Gateway Campus has a total of 2,613
parking spaces. Between October 2007 and April 2008, the parking inventory was reduced in
several lots. The number of Gateway spaces was reduced by 334 spaces from its previous 2,947
in November 2007 due to designating part of the surface lot strictly for 601 Gateway (Elan) and
the YMCA Day Care building. Other changes in parking count were due to reduction in the
number of spaces near Building 1 due to construction of the Bay Trail, and also in recounts made
by Genentech and survey staff.
Parking at the South Campus was only counted in the northern portion due to continued
construction in the southern portion of the South Campus. Parking not counted includes Parking
Structure B, and parking lots around Buildings 45,46,47, and 48. Once the campus is
completed, an additional parking structure and several small surface lots will be added to the
parking supply.
Parking is divided into several areas to distinguish trends in different parts of the campuses. The
Main Campus has four major sub-campus parking areas with two smaller parking areas. The
major areas are: Lower Area West, Lower Campus East, Middle Campus, and Upper Campus.
The South Campus and Gateway campuses make up the rest of the South San Francisco
Genentech campuses. Remote Lots, some of which were not counted during the survey, include
parking lots at Building 54 (which is generally counted with the Main Campus), as well as the day
care facility and buildings at East Grand and Grandview, which are not counted in the survey.
Within the areas are distinct parking zones delineating each parking lot or parking structure.
Parking zones are named by their Parking Area and a Zone number, so the parking lot
surrounding Building 51 is known as Zone L5 because it is in the Lower Area and is numbered
the fifth lot in the Lower Campus. The parking zones and their parking supply are shown in Figure
9.

Genentech currently has five parking structures: one (PS-1) in the Lower Campus, one (PS-2)
between the Middle and the Upper Campus, one at Gateway (Gateway Parking Structure), and
two structures (PS-A and PS-B) in the South Campus. The southern structure (PS-B) in the South
Campus was not included in the study.

Parking Occupancy
Parking occupancy was determined by counting the total number of vehicles parked in each
parking zone. All vehicles were counted even if parked illegally or in a loading zone. Figures 11
and 12 show the occupancy levels by percentage and parking counts respectively. Lots L4, U16
had over 1000/0 capacity. In L4, which surrounds Building 51, and U16 at Building 2, the 1150/0
and 1090/0 respective occupancy may have been caused by company and service vehicles that
do not always park in designated spaces.
Other parking zones with 90-1000/0 occupancy included: L5, L9, M12, U21, and U24. Most of
these lots are located very close to higher density office zones which have less parking near the
building. In general, for employee parking it is acceptable to reach up to 950/0 occupancy; more
than 950/0 means that employees have a harder time finding parking and may have to search in
different lots to park. The 90-1 OooJb parking occupancy indicates that these lots are at or near a
stressed level.
Among the parking structures (PS) studied there is a great variety of occupancy levels. The
Lower Campus' PS-1 (L3) was mostly full with 800Jb occupancy, down from 840Jb in April 2008,
and 980/0 last October. In contrast, the Gateway Parking Structure, the largest in spaces and in
actual cars parked, was only 41 % occupied, a decrease from 500/0 last April and even less than
440/0 in October 2007. In between is the Middle/Upper Campus structure, PS-2 (M14), which
dropped to 600Jb from 680/0 in both April 2008 and October 2007. The South Campus Structure,
PS-A (S4) was 370/0 occupied; a significant drop from 500/0 occupancy in April 2008. The Lower
Campus including the parking structure had the highest occupancy levels (780Jb), although this
was down from 870/0 in April 2008. At the Middle and Upper campuses, there are a number of
alternate parking lots which are available. The Middle Campus lots were 670/0 occupied, which is
down from 720/0 in April 2008, while the Upper Campus, including Hilltop Parking (U 15) was 530Jb
occupied overall, a drop from 61 oJb in April 2006.
Overall, over the past year, parking counts have dropped by 120/0 from April to October 2008,
however parking has increased overall from one year ago. Figure 1 O.shows a summary of
parking counts by campus since they began in October 2007. Note that the addition of South
Campus added a good portion of the new cars parking in April and October 2008 compared to
October 2007. Figure 13 shows how the parking occupancy percentage has changed for each
parking lot between April and October 2008.

Conclusions
. The gRide program, along with increased and optimized transit services, appears to be
reducing the number of people driving alone to Genentech. Occupancy at gRide parking
spaces were nearly all filled based on surveyor observations, however an inventory was
not taken so an occupancy level is not available.
. Within two years, the drive alone share has dropped from 74.00/0 in November 2006 to
65.90/0 in October 2008. This is a drop of over 100/0.
. Transit share has increased 65.00R> to a 18.20/0 share over the past two years.
. 758 fewer cars parked on campus compared to six months ago, in part due to the gRide
program, but also due to rising gas prices. 5,377 Genentech parked vehicles were
counted during the parking survey.

RE: Genentech Master Plan - Extension of Deadline for Bicycle Lane Improvements
Dear Ms. Zanlanpour;
In response to your reg uest, I am writing regarding the timing of Genentech' s compliance
with the bicycle lane installation requirement of the Implementation Program portion of the
Genentech Facilities Ten- Year Master Plan ("Master Plan").
The Implelnentation Program specifies that Genentech undertake certain inlprovelnents
on its corporate canlpus in accordance ~tith deadlines and other ilnplementation "triggers." 'rhe
Urban Design sections of the Implementation Program require that Genentech coordinate with
the City Engineering Division to add Class II bikes lanes along Forbes Blvd. and Allerton Blvd.,
and further requires that these enhancements be cOlnpleted by the earlier of (i) con1pletion of the
City's planned sewer improvements along Forbes Blvd. or (ii) Decen1ber 30, 2009.
The City is in the process of completing a City-wide Bicycle Plan that will provide a
comprehensive plan for bicycle lanes in the City. Based on recent discussions, Planning and
Engineering staff believe it is prudent to defer the installation of the Class II bike lanes along
Forbes Blvd. and Allerton Blvd while until the Bicycle Plan is conlplete. Further, staff believes
the requested timing change for the installation of the bike lanes is not a nlaterial change to the
Implementation Plan.
At this time, I am approving a two-year extension to the tin1ing for Genentech to
complete the installation of the Class II bike lanes along Forbes Blvd. and Allerton Blvd. With
this extension, Genentech will be required to cOlnplete the Class II bikes lanes along Forbes
Blvd. and Allerton Blvd. by not later than Decenlber 31) 2011. Additionally, Genentech will be

the nature of the inlprovenlents identified in the Implementation Plan, and despite reasonable
good faith efforts, Genentechwould be unable to complete the work \vithin the time originally
set by the Implem,entation Plan, due to circun1stances beyond Genentech's reasonable control.
Therefore, I am authorizing a nvo..year extension to the time within which Genentech
shall complete installation of the street lighting improvements required by the Transportation and
Parking sections of the l1nplementation Plan. With this extension, Genentech will be required to
cornplete the enhanced street lighting along DNA Way, Grandview Drive, and Point San Bruno
by not later than December 31, 2011. Additionally, Genentech will be required to reflect the
revised timing for completion of these improvements in the subn1ittals it makes for the upcon1ing
2009 Annual Review process.

In response to your request., I aiD writing regarding the tiIning of Genentech' s compliance
with the street lighting requirelnent included in the Implementation Program portion of the

coordinate with the City Engineering Division on plans to enhance street lighting along DNA
Way, GrandviewDrive~ and Point San Bruno, and further requires that these enhancements be
completed by December 31 ~ 2009.
Based on your letter of March 20, 2009, I understand that since May 2008, Genentech has
diligently pursued the accoI11pIishment of these lighting enbancenlents: including coordination
with the City Engineering Division. I-Iowever, as the City continues to explore the appropriate
lighting standards for the East of 101 Area, Genentech has not yet rec.ei ved approval of the
necessary designs and locations for these street lighting hnprovements from the City Engineering
.Division.Given the lead time for ordering the lighting standards and equipment, preparing
precise drawjngs~ arranging contracts for installation and the like, it is now unrealistic for
Genentech to be able to c01l1plete the project by Decelnber 31, 2009.
Based on a review of the facts, staff has concluded that the requested Inodification is not
a Dlaterial change to the Impleluentation Program because, anlong other things~ it does not alter
