HomeMy WebLinkAboutReso 47-2009RESOLUTION NO. 47-2009 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING THE CLASSIFICATION DESCRIPTION AND SALARY SCHEDULE FOR THE SENIOR LABORATORY CHEMIST POSITION WHEREAS, staff desires approval of personnel change, including classification description and adjustment to salary schedule. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the classification description and salary schedule for the position of Senior Laboratory Chemist shown in the attached Exhibits A and B. * * ~x I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 10th day of June, 2009 by the following vote: AYES: Councilmembers Pedro Gonzalez, Richard A. The salary change would be effective for the pay period including July 1, 2009. Please note that this salary range may have some minor fine-tuning when entered into the payroll system. Senior Laboratory Chemist City of South San Francisco Human Resources Department Senior Laboratory Chemist Class Description Definition Develops new and reviews established laboratory operating procedures, maintains proper laboratory inventory, prepares monthly, semi-annual and annual self monitoring reports; under general supervision, performs routine and special chemical, biological, bacteriological, physical, and biochemical analysis of water, wastewater, or other materials; cares for laboratory materials and equipment; and does related work as required. Distinguishing Characteristics The Senior Laboratory Chemist is distinguished from the Laboratory Chemist classification by a greater degree of knowledge and work experience also leads and directs activities in the Water Quality Control Plant (WQCP) laboratory. Typical and Important Duties 1. Assists in the day to day administration of the WQCP laboratory. 2. Compiles, records, and manages laboratory data and records; provides organization of record keeping and data retrieval. 3. Prepares monthly, semi-annual, and annual self-monitoring reports. 4. Develops new and reviews established laboratory Standard Operating Procedures. 5. Maintains proper laboratory inventory. 6. Performs routine and special chemical, physical, bacteriological, and related laboratory tests on samples of wastewater, various plant processes and final plant effluent. 7. Processes tests including analyses of activated sludge, mixed liquor, sludge digestion units, industrial wastewaters, and receiving water monitoring; as well as dissolved oxygen, suspended solids, biochemical oxygen demand, chemical oxygen demand, hydrogen ion concentration, ammonia, and total and fecal coliform. 8. Prepares reagents, microbiology media, and chemical solutions. 9. Filters and weighs samples preparatory to further laboratory analysis. 10. Cleans and assembles laboratory apparatus and glassware. 11. Prepares requests for necessary laboratory supplies and equipment. 12. Makes necessary arithmetic computations. . 13. Prepares and maintains required laboratory records and reports. 14. Performs monthly bioassay. 15. Performs annual Environmental Protection Agency DMR-QA tests. 16. Directs the work of the unit in the absence of the supervisor. 17. Understands and reviews current standard operating procedures. 18. Performs related duties and responsibilities as assigned. 4 Job-related Qualifications Knowledge of.• • The principles, methods, and techniques of wastewater treatment. • Chemical, bacteriological, physical, and biological analysis. • Techniques and terminology used in chemical and related laboratory work. • Care and use of laboratory equipment. • Techniques for interacting professionally with City staff, representatives of other agencies, organizations, and the public, and resolving problems tactfully and effectively. • Safety principles, practices, regulations, and procedures related to the work, including OSHA. regulations. Ability to: • Lead subordinate staff professionally in day-to-day laboratory functions. • Perform chemical, bacteriological, physical, and biological analysis and related laboratory work. • Keep accurate records and prepare required reports. • Observe proper safety precautions and procedures. • Understand and carry out oral and written directions. • Communicate effectively in writing, orally, and with others to assimilate, understand, and convey information, in a manner consistent with job functions. • Worlc in a safe manner, following City safety practices and procedures; safely handle hazardous materials; identify, correct, and report safety hazards; administer first aid. • Establish and maintain cooperative relationships with those contacted in the course of work. • Take a proactive approach to customer service issues. • Make process improvement changes to streamline procedures. • Organize own work, set priorities, meet critical deadlines, and follow-up on assignments with a minimum of direction. • Maintain confidentiality regarding sensitive information. Skill in: • Using personal computers, Microsoft Office software products and associated applications. Experience and Training Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of experience as an analyst in a chemical, bacteriological, biological, or biochemical laboratory, two years of which must be involved in wastewater testing. Training: A bachelor's degree from an accredited college or university in microbiology, biology, chemistry, or a related field. 5 Licenses and Certificates All licenses and certificates must be maintained as a condition of employment. • Possession of, or ability to maintain, a valid driver's license and a satisfactory driving record. • A California Water Environment Association (CWEA) Laboratory Technician III Certificate is desired and must be obtained within two years of employment. Special Requirements Essential duties require the following physical skills and work environment: Physical Skills: Able to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb stairs and ladders; lift and carry 35 pounds; maintain sustained posture for prolonged periods of time; distinguish among various colors; distinguish various computer generated auditory signals; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and to make public presentations; smell to distinguish odors. Work Environment: Mobility to work in a typical office setting or laboratory environment; exposure to cold, heat, noise, outdoors, inclement weather, dust, dirt, vibration, chemicals, traffic, traffic hazards, confining workspace, odors, mechanical hazards, electrical hazards explosive hazards. Ability to: Travel to different sites and locations; drive safely to different sites and locations; maintain a safe driving record; maintain a clean, well groomed appearance; work shifts including weekends, nights, and holidays; work protracted and irregular hours; respond to a pager; take 24-hour call and stand-by; available for unusual hours in emergencies; available for evening meetings and training.
