HomeMy WebLinkAboutReso 51-2009RESOLUTION NO. 51-2009 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO VEOLIA ES SPIECIAL SERVICES FOR THE SUBMARINE OUTFACE REPAIR PROJECT, APPROPRIATING $241,114 FROM THE SEWEF: FUND, AND AMENDING THE 2008-2009 CAPITAL IMPROVEMENT PROGRAM BUDGET WHEREAS, the Water Quality Control Plant (WQCP) discharges the treated effluent from a pipeline which extends from Point San Bruno into the San Francisco Bay over 1 mile from the shoreline; and WHEREAS, The North Ba;y Service Unit (NBSU) comprising of cities of South San Francisco, San Bruno, Millbrae, Burlingame and the San Francisco Airport, jointly use and have cost sharing agreement for the mainl;enance of the Submarine Outfall; and WHEREAS, in 2007, an underwater investigation, performed by Underwater Resources, Inc., discovered that the end gate of the outfall pipe was disconnected and that two, 12 foot long sections of pipe, had become disconnected from the main section of the diffusing portion of the outfall pipe; and WHEREAS, the Outfall Repair Project involves the realignment of two pipe segments at the end of the outfall pipeline as well as the installation of a new end gate, a concrete thrust restraint structure for the end gate, a:nd thrust block; and WHEREAS, this project was advertised and on May 28, 2009, staff received three (3) construction bids; and WHEREAS, Veolia ES Special Services of Neenah, WI was the lowest responsible bidder; and WHEREAS, staff recommends awarding the construction contracts to Veolia ES Special Services of Neenah, WI for the Submarine Outfall Repair Project; and WHEREAS, the project is included in the City of South San Francisco's 2008-2009 Capital Improvement Program (CI]P) and staff requests appropriating additional funds in the amount of $241,114 from the Sewer Enterprise Fund/NBSU to the Submarine Outfall Repair Project, and amend the CIP budget. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council herelby: 1. Awards the construction contract to Veolia ES Special Services of Neenah, WI in an amount not to exceed $4:30,268 for the Submarine Outfall Repair Project conditioned on Veolia ES Special Services' timely execution of the Projects' contract and submission of all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the Project documents. 2. Appropriates $241,114 from the Sewer Enterprise Fund/NBSU for the Project. 3. Amends the 2008-2009 Capital Improvements Program Budget 4. Authorizes the City Manager to execute the on behalf of the City Council, subject to approval as to form by the City Attorney.
