CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A NEW JOB CLASSIFICATION
DESCRIPTION AND SALARY SCHEDULE FOR THE LEAD
PLANT OPERATOR POSITION
WHEREAS, staff desires to approve a classification description and salary schedule for the
position of Lead Plant Operator.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby approves a new job classification description and salary schedule for the position of
Lead Plant Operator shown in the attached Exhibits A and B.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 14th day of October,
2009 by the following vote:
AYES: Councilmembers Pedro Gonzalez, Richard A. Garbarino, and Kevin Mullin,
Vice Mayor Mark Addie~o and Mayor Karyl Matsumoto

Class Description
Definition
Under general supervision, operates and directs the operation of a water quality control plant on
an assigned shift; maintains plant facilities; and does related work as required.
Distinguishing Characteristics
This is the advanced journey level position in the Water Quality Control Plant Operator series and
requires a Grade III, IV, or V Wastewater Treatment Plant Operator's Certificate issued by the
California State Water Resources Control Board. Positions in this class are required to have
complete working knowledge of water quality control plant operations and are expected to carry
out assigned duties and responsibilities, including supervising the work of plant operators on a
specific shift.
Typical and Important Duties
1. Directs the day-to-day shift operations of the water quality control plant.
2. Plans, assigns and reviews work of assigned personnel and provides input in evaluating
employee performance.
3. Supervise, orient and train less experienced Operators and Operators-in-Training on
assigned shift.
4. Requisition bulk chemicals to maintain adequate inventory levels.
5. Monitors, operates, and adjust controls on plant equipment and machinery, such as valves,
motors, pumps, filters, chemical feeders, adjusters, and clarifiers.
6. Regulates pressure and flow rates.
7. Monitors, interprets and records information taken from gauges, dials, and other
instruments.
8. Collects and preserves samples used in lab analysis.
9. Provides preventative maintenance to equipment.
10. Troubleshoots equipment and maintenance problems and processes and takes or
recommends corrective action.
11. Inspects plant equipment and facilities to ensure proper operation.
12. Removes, installs, and performs mechanical repair to a variety of plant equipment
including pumps, compressors, motors, and related apparatus.
13. Maintains required records and drawings relating to plant operation and maintenance.
14. Generates and reviews Standard Operating Procedures for plant and pump stations.
15. Responds to plant hazardous material spills, leaks, and emergencies.
16. Performs work in confined spaces.
17. Prepares, reviews, and revises reports, records of operational programs.
18. Interpret laboratory data and initiate process control strategies as needed.

19. Ensures that required log entries made related to plant performance and status are
complete and accurate during assigned shift.
20. Performs related duties and responsibilities as assigned.
Job-related Qualifications

• Operating principles and procedures of valves, pumps, and motors.
• Safety principles, practices, regulations, and procedures related to the work, including OSHA
regulations.

• Basic supervisory principles and practices.
Ability to:
• Effectively lead and direct the work of staff.
• Independently operate the water quality control plant on an assigned shift.
• Perform minor repairs to plant equipment and facilities.
• Read and interpret gauges and recording devices.
• Inspect work in progress and upon completion.
• Detect and analyze malfunctions in plant operating machinery and equipment, and make or
take the necessary steps for adjustment.
• Keep accurate plant operations records.
• Understand and carry out oral and written directions.
• Safely handle chemicals and other materials.
• Effectively and safely perform a variety of semi-skilled and skilled tasks.
• Use a variety of hand and power tools, and operate light motorized equipment.
• Operate a variety of vehicles.
• Communicate effectively in writing, orally, and with others to assimilate, understand, and
convey information,. in a manner consistent with job functions.
• Represent the City, the department, or the organizational unit effectively in contacts with
representatives of other agencies, City departments, and the public.
• Establish and maintain cooperative working relationships with those contacted in the course of
the work.

Any combination of experience and training that would provide the required knowledge, skills,
and abilities would be qualifying. Atypical way to obtain the knowledge, skills, and abilities
would be:
Expe~°ience: Four years of progressively more responsible experience as a Water Quality Control
Plant Operator II in the City of South San Francisco or in the operation of a wastewater treatment
plant.
Training: Equivalent to graduation from high school.
Licenses and Certificates
All lice:~ses and certificates must be maintained as a condition of employment.
• Possession of, or ability to obtain, an appropriate, valid California driver's license and a
satisfactory driving record.
• Possession of a California Wastewater Treatment Plant Operator Grade III, IV, or V
Certification issued by the State Water Resources Control Board.
• Possession. of confined space certification.
Possession of a forklift operator's certification.
Special Requirements
Essential duties require the following physical skills and work environment:
Physical Skills: Able to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb stairs
and ladders; lift and carry 75 pounds; maintain sustained posture for prolonged periods of time;
distinguish among various colors; distinguish various computer generated auditory signals; use
common hand tools; vision to read printed materials and a computer screen; hearing and speech to
communicate in person and over the telephone; smell to distinguish odors.
Work Em~ironmerzt: Work in a standard office, shop, or field setting; exposure to cold, heat,
noise, outdoors, inclement weather, dust, dirt, vibration, chemicals, traffic, traffic hazards,

Ability to: Travel to different sites and locations; drive safely to different sites and locations;
maintain a safe driving record; maintain a clean and neat appearance; work shifts including
