ROLL CALL: Present: Councilmen Garbarino, Gonzalez and :Mullin, Vice Mayor Addiego, and :Mayor Matsumoto. Absent: None. PLEDGE OF ALLEGIANCE: PRESENTATIONS Led by Mayor Matsumoto. • Proclamation establishing Fall Prevention Week, September 20-26, 2009 -presented to Patrice Christensen, Co-chair of the Fall Prevention Task Force of San Mateo County. Mayor Matsumoto presented the Proclamation establishing September 20-26th as Fall Prevention Week in the City. She emphasized the importance of fall prevention awareness and noted that the Center for Disease Control estimates that over 1/3 of all Americans aged 65 and over will fall each year. She encouraged residents to work with their families and health care providers to prevent such falls. Ms. Christensen accepted the Proclamation on behalf of the Task Force and thanked Council for its awareness of the issue. She noted that in the past year 13 South San Franciscans over age 65 had. required ambulance transport due to a fall. • 2009 Day in the Park -presented by Day in the Park Committee Members Judy Bush, Denise Fernekes and Paul Formosa. Committee members Bush, Fernekes and Formosa provided residents with descriptions of what Day in the Park 2009 had in store. The event would take place on Saturday, September 19, 2009 from 10:00 a.m. to 4:00 p.m. at Orange Memorial Park. Delicious food and entertainment reflecting South San. Francisco's rich cultural fabric would be available. Local nonprofit organizations and craftspeople would also be exhibiting. For safety reasons, only service dogs would be permitted in the park. Free parking would be available and a service shuttle would run from the parking lot at South San Francisco High School. • Introduction and demonstration of new City of South San Francisco Website- presented by Director of Information Technology Doug Hollis. Director of Infornation Technology Hollis presented the City's new website to Council and the public. He introduced the members of the Committee that worked on redesigning the website including, Tiffany Torrevillas, Debbie Crisafi, Ron Clemente, Donna Ochoa, Joel Resplendor and Joy Adams. Councilmembers complemented Director Hollis on the new website. In response to a question from Mayor Matsumoto, Director Hollis advised that pursuant to Administrative Instruction, only City or co-sponsored events were to be placed on the website calendar. Councilman Mullin questioned whether the new website could enhance the City's ability to electronically advise residents of emergency situations. Director Hollis responded that non-critical communications would go out to residents who sign-up for eNotify via the website. City Manager Nagel advised the staff was currently looking at options for emergency notification systems. AGENDA REVIEW None. PUBLIC COMMENTS None. ITEMS FROM COUNCIL • Announcements. • Committee Reports. C'ouncilmembers reported on attendance at community meetings and events, including the AEGIS barbecue honoring Police and Fire staff and the HOPE meeting. Council thanked Firefighters, including Apparatus Engineer Todd Rael, for their work to raise funds for the Burn Foundation.; they also thanked the City's emergency response personnel for their work on a Hazmat incident that had recently taken place in the City. Specific items for further action and/or consideration were set forth as follows: Councilman Garbarino requested that the meeting be adjourned in honor of Ida Penna. Councilman Addiego joined in this request. Councilman Mullin advised of a proposal to amend the County Charter to change the process of supervisorial elections. The proposal would change the status quo so REGULAR CITY COUNCIL MEETING SEPTEBER 9, 2009 MINUTES PAGE 2 that supervisors would be elected by residents of their respective districts as opposed to the county-wide election procedure presently in place. As the proposal would have implications for the City, he recommended staying apprised of related developments. Mayor Matsumoto requested that Economic and Community Development staff take a more aggressive roll in the retail sector by attending Chamber of Commerce mixers and other retail-related events in the City. CONSENT CALENDAR Motion to approve the minutes of the meetings of June 24, 2009 and July 8, 2009. Motion to confirm the expense claims of September 9, 2009. Motion to accept the Hillside Boulevard and Forbes Boulevard Dig-outs Project (51-13231.-0900) as complete in accordance with plans and specifications. 4. Waive reading and adopt an ordinance regulating newsracks and adding Chapter 6.20 to the South San. Francisco Municipal Code. Waive reading and adopt an ordinance deleting Chapter 1.25 and amending Chapter 8.54 of the South San Francisco Municipal Code to add cost recovery mechanisms for administrative citations and update code enforcement provisions. Waive reading and adopt an ordinance amending Chapter 4.20 of the South San Francisco Municipal Code creating exemptions for state and federal employees on official business under the transient occupancy tax. Motion -Vice Mayor Addiego/Second -Councilman Garbarino: to approve Consent Calendar items 1-3, 5 and 6. Unanimously approved by voice vote. Item 4: Mayor Matsumoto requested information regarding purchase price fees and yearly maintenance to be included in the Friday packet. Staff agreed. Motion -Councilman Gonzalez/Second- Councilman Mullin: to approve Consent Calendar Item No. 4. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS Resolution No. 78-2009 stating the City's Intent to Zssue Debt Obligations to finance improvements to the City's Sewer Treatment and Collection facilities. Director of Finance Steele introduced the administrative resolution. He explained the proposal was consistent with the five (5) year rate plan, which had already been approved. Motion -Councilman Gonzalez/Second -Councilman Mullin: to approve Resolution No. 78-2009. Unanimously approved by voice vote.
