ROLL CALL: Present: Councilmen Garbarino, Gonzalez and Mullin, Vice Mayor Addiego, and Mayor Matsumoto. Absent: None. PLEDGE OF ALLEGIANCE: PRESENTATIONS Led by Mayor Matsumoto. •Certificates of Recognition presented to South City Fog - 15Y Team for their participation and receipt of Second Place in the Cooperstown World Baseball Tournament. Manager Dominic Franco described the Team's successes in Oneonta, New York. He explained the value of the competition and noted that the Team's members had the opportunity to interact with and become friends with youth from other states, Puerto Rico and the Dominican Republic. He also advised the Team had made it all the way to the Championship Game, which was a great accomplishment. Council then presented Certificates of Recognition to Team Members, including: Ramzy Azar, Greg Bildhauer, Gino Franco, Maurice Fuller, Ernesto Garcia, David Jimenez, Joey Marcucci, Dalvin Martin, Chris Miguel, Ismael Orozco, Omar Reyes, Tyler Rios, Anthony Santiago and Daniel Strupeni. Recognition was also bestowed upon Coaches including: Manager Dominic Franco, Coach Paul Bianucci, Coach Manual Cotla, Coach Michael Watkins and Coach Nick Schaukowitch. •Certificates of Recognition presented to Summer Youth Program participants by Lt. Kallas. Lieutenant Kallas introduced the eight (8) participants who had contributed to the community over the past summer by participating in the program. He noted that the youth exhibited a strong work ethic, bonded quickly and rapidly achieved the program's goals. The program ran for eight (8) weeks, during which participants would work four (4) to six (6) hours three (3) days a week. Through their efforts, 34 different locations were beautified over the course of the summer. Mayor Matsumoto then presented the following participants with Certificates of Recognition: Howard David Wren, Daniel Jimenez, Jaime Jimenez, Brian McAvoy, Joseph Rezendez, David Andy Reynoso, Marco Torres and Brad Parra. Participant Reynoso thanked Council and the Police Department for the opportunity to participate in the program and noted appreciation for all he had learned during the course of the summer. • Certificate of Recognition presented to Blue Ribbon. Supply representative John Dilena. Councilman Garbarino presented the Certificate to Blue Ribbon Supply Company in honor of its commitment to green building principles and its LEED Certification. John Dilena of Blue Ribbon Supply explained the Company's efforts to go green began about five (5) years ago. The Company worked with PG&E and other Companies to become more efficient and obtain LEED Certification. Blue Ribbon's efforts had enhanced sustainability and would eventually yield a positive cash flow. Council congratulated Mr. Dilena for his Company's initiative. Councilman Gonzalez questioned whether the Company had any Spanish speaking employees that could explain Blue Ribbon's efforts to the business community. Mr. Dilena responded that the Company had Spanish speaking employees that would be interested in the task. • Fire Prevention Month Proclamation. Fire Chief White accepted the Proclamation on behalf of the Fire Department. He announced that Fire Prevention Week would take place October 4th -10th. He noted the Fire Department's commitment to ensuring the safety and security of all those living and visiting the City. The Fire Department would be visiting school's in the City over the course of the Month to teach about Fire Prevention. • Update on Downtown Bike Patrol by Chief of Police Massoni. Chief of Police Massoni provided an update on the Downtown Bike Patrol that generally runs over the summer months. He noted that this year's program staffed by Officers Stankewicz and Walsh had been extended through the first month of November. The Officers were focusing on dealing with the transient problem and assisting homeless individuals in the Downtown area by linking them with services in the City and County. REGULAR CITY COUNCIL MEETING SEPTEBER 23, 2009 MINUTES PAGE 2 Mayor Matsumoto noted that merchants spoke very highly of the program's effectiveness. She advised that she had been approached by a merchant who requested that the program be extended through late December in order to address issues during the peak retail holiday shopping time. Chief of Police Massoni noted he would look at the budget to determine whether extending the program through December was possible. Councilman Garbarino and Vice Mayor Addiego complemented the Chief and Officers Stankewicz and Walsh on the Program's success. AGENDA REVIEW None. PUBLIC COMMENTS None. ITEMS FROM COUNCIL • Announcements •Committee Reports •November Council Meeting Schedule. City Manager Nagel explained the regular meetings scheduled for November respectively fell on the Veteran's Day Holiday and on the evening before Thanksgiving. Council determined to cancel the regular meetings in November and schedule a Special Meeting for November 18, 2009. It further directed the City Manager to prepare a Resolution for formal action at an upcoming meeting. Councilmembers then reported on attendance at community meetings and events, including a Workforce Investment Board retreat, the League of California Cities' Annual Conference, and a Chili Cook-off benefit. Council thanked City staff for its hard work on making Day in the Park 2009 a success. Chief White was acknowledged for a summary incident report on the August 28th HazMat spill. Specific items for further action and/or consideration were set forth as follows: Councilman Mullin announced he would be tracking the progress of the School District in establishing a partnership with biotech leaders in the City towards the development of a comprehensive math and science curriculum aimed at developing a pipeline of local skilled workers. Councilman Garbarino warned residents of an e-mail scam involving correspondence addressed from the IRS. He advised residents that the IRS does not send e-mails to tax payers. Mayor Matsumoto advised she had been approached by members of the Basque Cultural Center requesting that the City consider establishing a Sister City relationship REGULAR CITY COUNCIL MEETING SEPTEBER 23, 2009 MINUTES PAGE 3 with a Basque City. She further suggested the possibility of displaying local artwork in the Council's Chambers. CONSENT CALENDAR 1. Motion to approve the minutes of the meetings of July 22, 2009 and August 19, 2009. Motion to confirm the expense claims of September 23, 2009. Motion -Councilman Garbarino/Second -Councilman Mullin: to approve the Consent Calendar. Unanimously approved by voice vote. PUBLIC HEARING Centrum Logistics Center Use Permit Centrum Properties, Inc./Owner City of San Bruno, Appellant 1070-1080 SAN MATED AVE AP09-0003: P08-0041, UP08-0004, DR08-0019, EIR08-0003, PM09-0001 & TDM08- 0002 Appeal of the Planning Commission approval of Planning Application P08-0041 certifying an Environmental Impact Report assessing the development impacts, and adopting a Statement of Overriding Considerations and Mitigation Measures, Use Permit and Design Review allowing a 624,048 square foot multi-tenant industrial facility, with 24 hour operation, outdoor storage of truck and trailers, convenience and limited service restaurants, uses generating in excess of 100 ADT, a new parking lot and landscaping, a Tentative Parcel Map merging two abutting properties, and a 3' Transportation Demand Management Plan reducing project parking and traffic, situated at 1070 San Mateo Avenue (APN 015-163-230) and 1080 San Mateo Avenue (APNs 015-163-120) in the (M-1) Industrial Zoning District, in accordance with SSFMC 20.90. Motion to continue to Yegular meeting of October 14, 2009. Public Hearing opened: 8:25 p.m. Public Hearing closed: 8:25 p.m. Motion -Councilman Gonzalez/Second -Councilman Mullin: to continue the public hearing to the regular meeting of October 14, 2009. Unanimously approved by voice vote. Resolution No. 79-2009 authorizing submittal of the 2008-2009 Consolidated Annual 4. Performance and Evaluation Report (CAPER) to the Department of Housing and Urban Development (HUD). Public Hearing opened: 8:26 p.m. REGULAR CITY COUNCIL MEETING SEPTEBER 23, 2009 MINUTES PAGE 4 Community Development Coordinator Adams presented the CAPER Report detailing the City's accomplishments using CDBG funding. She noted that the economy has taken a toll on residents and nonprofits and that the City and various agencies rose to the challenge and came up with new and creative ideas to stretch funding. Specifically, programs sought to reach out to the unemployed and individuals facing foreclosure. A disabled access unit was built and enhancement of the Downtown progressed. Public Hearing closed: 8:27 p.m. Councilman Mullin questioned whether there was a strategy for assisting the homeless/transient population. Coordinator Adams responded that staff was aware of difficulties facing the transient population and had worked on the adoption of teams to help deal with the homeless, was looking at the possibility of a long term shelter solution and was working to get lists of residents in need. Mayor Matsumoto questioned the meaning of the acronym AMI. She also questioned the racial identification process in the report. Mayor Matsumoto further noted that although the report indicated the majority of the programs had met their goals, some had fallen short. She requested an explanation of what had happened in instances where a prof ect fell short. Coordinator Adams explained AMI stands for Average Median Income and she agreed to provide a Friday report regarding what the reported AMI equated to. Regarding the identification of racial demographics, she advised there were very specific and time consuming reporting guidelines. Coordinator Adams further explained a couple of organizations had experienced declines in donations, which made it difficult for those organizations to serve the overall number of individuals they has served in the past. Motion -Councilman Garbarino/Second -Vice Mayor Addiego: to adopt Resolution No. 79-2009. Unanimously approved by voice vote. COMMUNITY FORUM None.
