HomeMy WebLinkAbout0.0 Executive Summary_112309 Executive Summary This Draft Environmental Impact Report (EIR) evaluates the proposed amendments to the City of South San Francisco's 1999 General Plan, hereafter referred to as the proposed Amendment. The City of South San Francisco is the "lead agency" for this EIR, as defined by the California Environmental Quality Act (CEQA), As the lead agency, the City is required to evaluate the potential effects of the Plan in an EIR. This EIR is re-circulated with revisions to the original Draft EIR for which a NOP was pub- lished June 17, 2009, a public scoping meeting was held July 1, 2009, and was published for public review in August 2009, A few comments were received on the previous Draft EIR. Al- though part of the administrative record, the previous comments do not require a written re- sponse in the Final EIR, and new comments must be submitted on the revised EIR. The Final EIR will only contain responses to the comments received on the re-circulated revised EIR. A second NOP was published on October 22, 2009 for this revised and re-circulated EIR (see Ap- pendix A), The following changes have been made to the EIR. . The project description, maps, and buildout tables have been updated to include the parcels north of the original Planning Area, south of Chestnut Avenue, along EI Cami- no Real, . Projections throughout the EIR have been updated to reflect the change in population and employment growth as a result of including the additional parcels in the Planning Area, . Annual Average Daily Traffic (AADT) data in the Physical Setting have been updated to reflect the latest available 2008 AADT data, . The traffic analysis has been updated to include development resulting from the ex- panded Planning Area, . The traffic analysis has been updated to reflect 10 rather than six intersections, adding EI Camino Real and Sneath Lane, EI Camino Real at West Bound 1-380, EI Camino Real at East Bound 1-380, and Sneath Lane at North Bound 1-280, . The traffic analysis reflects seven rather than four freeway segments, in addition to the two arterial roadways, The analysis added segments on 1-280 between Sneath Lane and Avalon Drive, and segments on 1-380 between 1-280 and EI Camino Real, and EI Ca- mino Real and US 101. . The setting and impact analysis have been updated to include the bicycle and pede- strian networks, . Height restrictions and safety regulations included in the San Mateo County Compre- hensive Airport Land Use Plan (CLUP) are clarified, . An updated TIA is included as Appendix B, The updated TIA reflects 10 rather than six intersections, adding EI Camino Real and Sneath Lane, EI Camino Real at West Bound 1-380, EI Camino Real T East Bound 1-380, and Sneath Lane at North Bound 1-280, It also reflects seven rather than four freeway segments, in addition to the two arterial roadways, The analysis now includes segments on 1-280 between Sneath Lane and Ava- Draft Environmental Impact Report for South EI Camino Real General Plan Amendment Executive Summary Ion Drive, and segments on 1-380 between 1-280 and EI Camino Real, and EI Camino Real and US 101. The updated TIA includes revised traffic projections for the proposed Amendment and Alternative that reflect the additional parcels in the Planning Area, Finally, the TIA includes updated mitigation measures to cover the impacted intersec- tions and roadway segment analysis back-up data for review, . Additional clarifications, as deemed necessary, are provided throughout the EIR. An EIR is intended to inform decision-makers and the general public of the potential signifi- cant environmental impacts of a proposed project. No feasible mitigations are identified, Im- pacts have either been addressed through policies in the existing General Plan or new policies in the proposed Amendment, or are identified as significant and unavoidable, The EIR also evaluates reasonable alternatives to the proposed project that may reduce or avoid one or more significant environmental effects, These alternatives must include a "No Project" alternative that represents the result of not implementing the project and a reasonable alternative to the project, which would feasibly attain most of the basic objectives but would avoid or substantial- ly lessen any of the significant effects of the project. j Based on the alternatives analysis, an envi- ronmentally superior alternative is identified, This EIR is a program EIR that examines the potential effects resulting from implementing designated land uses and policies in the proposed Amendment. The impact assessment eva- luates the proposed Amendment as a whole and identifies the broad, regional effects that may occur with its implementation, As a programmatic document, this EIR does not assess site- specific impacts, In order to place many of the proposed General Plan policies into effect, the City would adopt or approve specific actions, such as zoning regulations, zoning map amend- ments, design guidelines, development impact fees, specific plans, capital improvement pro- grams, and development projects, that would be consistent with the policies of the proposed Amendment and therefore reflected in this EIR. Any future development project made possible by the proposed Amendment will be subject to individual, site-specific environmental review, as required by State law, Project-level environmental review will need to focus on project-scale impacts, Cumulative and citywide impacts (such as traffic), would not need to be evaluated, provided the data and assumptions used in this EIR remain current and valid, PROPOSED PROJECT The City of South San Francisco is located on the west shore of the San Francisco Bay, in northern San Mateo County, The city is built upon the Bay Plain and the northern foothills of the Coastal Range, The city is strategically located along major transportation corridors and hubs, including U.S, 101, 1-280, 1-380, the Southern Pacific Railroad, and the San Francisco International Airport. The Planning Area is located along the southern portion of EI Camino Real, between Chestnut Avenue and Noor Avenue in central South San Francisco, This segment of EI Camino Real is approximately 1.25 miles west of downtown and U,S, 101, one mile east ofI-280, and approx- imately one mile north of 1-380, The northern portion of EI Camino Real (not in the Planning Area) includes the South San Francisco Bay Area Rapid Transit (BART) station along with 1 CEQA Guidelines 15126.6(a) E-2 Draft Environmental Impact Report for South EI Camino Real General Plan Amendment Executive Summary newer high-density development, major commercial establishments such as Costco, and Kaiser Hospital, To the south of the Planning Area is the City of San Bruno, including the San Bruno BART station, KEY FEATURES OF THE PROPOSED AMENDMENT The Planning Area occupies a strategic location at the geographic center of South San Francis- co, With its location at the center of the city, and proximity to adjacent neighborhoods, the South San Francisco High School, and BART, the area offers tremendous opportunity for reuse and revitalization with vibrant uses that capitalize on the area's setting, visibility, and transit access. This proposed Amendment aims to target higher intensities and mixed-use development in the southern portion ofEI Camino Real in the City of South San Francisco, to stimulate revitaliza- tion and transition the corridor into a thriving, pedestrian-oriented area with a mix of uses, The vision of EI Camino Real as an urban, pedestrian-friendly, transit-oriented corridor for residents to live, work, shop, and play reflects the City's support of the Grand Boulevard Initia- tive which encourages compact mixed-use development and high-quality urban design along EI Camino Real, This vision will also allow the City to proactively address issues identified in the State of California 2006 Global Warming Solutions Act (AB32) and the State's greenhouse gas emission law (SB375), The proposed Amendment would incorporate a new land use designation, EI Camino Real Mixed Use, into the General Plan, This designation is intended to accommodate high-intensity active uses and mixed-use development in the South EI Camino Real area, Retail and depart- ment stores; eating and drinking establishments; hotels; commercial recreation; financial, busi- ness, and personal services; residential; educational and social services; and office uses would be permitted, A portion of the frontage of a site along EI Camino Real would be required to be devoted to active uses-uses that are accessible to the general public and generate walk-in pe- destrian clientele and contribute to a high level of pedestrian activity, Uses that generate pede- strian activity include retail shops, restaurants, bars, theaters and the performing arts, commer- cial recreation and entertainment, personal and convenience services, hotels, banks, travel agencies, airline ticket agencies, child care services, libraries, museums and galleries, For sites larger than three acres, the minimum FAR for all uses, exclusive of substantially above-grade structured parking, shall be 0,6, of which a minimum 0.3 FAR shall be active uses, The maximum FAR for all uses, inclusive of housing and substantially above-grade structured parking shall be 2.5, with increases to a maximum total FAR of 3,5 for development meeting specified criteria, Residential density is limited to 60 units per acre, with increases to a maximum of 80 units per acre for development meeting specified criteria, For parcels on the east side of EI Camino Real, between First Street and West Orange Avenue, either a mix of uses as permitted under this classification or residential use only (up to 40 units per acre) is permitted, E-3 Draft Environmental Impact Report for South EI Camino Real General Plan Amendment Executive Summary ESTIMATED BUILDOUT OF THE PROPOSED AMENDMENT Full development under the General Plan is referred to as "buildout." Residential Buildout Buildout Population As shown in Table ES-l, with the proposed Amendment the General Plan will accommodate a population of approximately 69,810 people at buildout, an increase of about 4% over the cur- rent General Plan buildout. This growth represents a population increase of 2,410 and 840 ad- ditional housing units in the Planning Area. Residential Development As shown in Table ES-l, the current General Plan, as of 1999, accommodates 22,180 housing units at buildout. With the proposed Amendment, the General Plan is intended to accommo- date 23,020 housing units; the additional 840 housing units are anticipated to be infill residen- tial developed as part of mixed-use developments in the Planning Area. E-4 Draft Environmental Impact Report for South EI Camino Real General Plan Amendment Executive Summary Non-Residential Buildout Table ES-1 shows that the General Plan accommodates 27.1 million square feet of non- residential development. With the proposed Amendment, the General Plan is intended to ac- commodate approximately 27.4 million square feet of non-residential development, as a result of increase in non-residential development in the Planning Area. The additional non- residential development is projected to generate approximately 700 jobs; thus, with the pro- posed Amendment, the General Plan will result in 72,100 jobs in South San Francisco at buil- dout. ALTERNATIVES TO THE PROPOSED AMENDMENT The following alternatives are described and evaluated in this EIR: . Employment Center Alternative. The Employment Center Alternative assumes the same amount of redevelopment potential as the proposed Amendment. It also assumes that future development will be more non-residential compared to the proposed Amendment. The Alternative assumes half of the development would be residential, including 630 housing units, expected to accommodate 1,810 residents, resulting in a total of 22,810 housing units and 69,210 residents at buildout. The other half of the de- velopment would be non-residential, adding approximately 538,000 square feet of non- residential development to what is anticipated in the No Project scenario, resulting in approximately 27.6 million square feet of non-residential at buildout. Compared with the proposed Amendment, the Alternative would result in 21 0 fewer housing units, and 600 fewer residents, but 600 more jobs, at buildout. . No Project Alternative. The No Project Alternative assumes continuation of land use development under the 1999 General Plan. Buildout of the No Project Alternative would result in an increase of 2,780 housing units and nine million square feet of non- residential space to the city's 1999 inventory of an estimated 19,400 housing units and 18.1 million square feet of non-residential space. The total number of housing units at buildout will be 22,180 and the total non-residential square footage will be 27.1 million square feet at buildout. The No Project Alternative will accommodate a total popula- tion of 67,400 in 2020. Compared with the proposed Amendment, the No Project sce- nario would result in 840 fewer housing units, 2,410 fewer residents, and 700 fewer jobs, at buildout. Since the No Project Alternative assumes development of the plan- ning area under the policies in the existing 1999 general plan, the No Project Alterna- tive is also used as the baseline against which the proposed Amendment's future im- pacts are evaluated. Table ES-2 summarizes key characteristics of the resident and worker populations at buildout (2020) under the proposed Amendment and each of the EIR alternatives. A detailed compari- son of alternatives and associated impacts is provided in Chapter 4: Alternatives of this EIR. SUMMARY OF IMPACTS & ENVIRONMENTALLY SUPERIOR ALTERNATIVE Table ES-3 presents the summary of the proposed Amendment impacts identified in the EIR and the proposed Amendment policies that reduce these impacts. Because many of the pro- posed Amendment's policies are designed to avoid or minimize impacts, the proposed Amendment is self-mitigating with respect to all impacts identified in the EIR with feasible mi- tigation measures. The significance of each impact with implementation of the proposed Amendment policies is also shown in Table ES-3. The level of significance is determined by comparing the impact to the significance criteria described in Chapter 3. Based on the comparative analysis in Chapter 4 of this Draft EIR, and setting aside the No Project alternative (as provided by CEQA), the Employment Center Alternative is identified as the environmentally superior alternative. Nonetheless, the proposed Amendment wouJd the proposed Amendment does a better job at achieving its purpose and would have fewer envi- ronmental impacts compared to the environmentally superior alternative. In particular, the proposed Amendment focuses establishing a high intensity, mixed-use, and pedestrian oriented district along EI Camino Real. It wouJd also achieve the greatest jobs/housing balance in South San Francisco of all alternatives. Since all new development under the proposed Amendment and all alternatives would be in the form of infill development-the redevelop- E-6 Draft Environmental Impact Report for South EI Camino Real General Plan Amendment Executive Summary ment of existing sites-each alternative expects development on the same set of sites. There- fore, impacts are no different for many issue areas, including land use and housing, traffic, cir- cuJation, and parking, and all of the impacts included in the impacts not potentially significant category. The proposed Amendment also proves to be an efficient alternative by showing preferable per capita results for the important issue areas of energy and GHG emissions, though the emissions per service population are preferable under the Employment Center Alternative and total ener- gy use and GHG emissions are less with the Employment Center Alternative. The proposed Amendment also has preferred outcomes in the issue areas of air quality and aesthetics.
