The City of South San Francisco will be theLead Agency and will prepare an Environmental Impact
Report(EIR)for the project identified below. We need to know the views of your agency as to the
scope and content of the environmental information which is relevantto your agency’s statutory
responsibilities in connection with the proposed General Plan Amendment. Your agency will need to
use the EIR prepared by our agency when considering your permit or other approval for the project.
The purpose of the General Plan Amendment issummarized below.An Initial Study is not attached.
Due to the time limits mandated by State law, your response must be sent at the earliest possible date
not later than 30 days
but after receipt of this notice.

:The South El Camino Real General Plan Amendment study area runs along

El Camino Real between Chestnut Avenue and the City’s southern boundary. See the

Project Description& Scoping
:The proposed General Plan Amendment will adopt
planning goals, objectives, and policies to allow for dense (60 du/acre) and intense (3.0 FAR) mixed-
use development along the El Camino Real corridor, south of Chestnut Avenue. The proposed
General Plan Amendment and the supporting Zoning and Design Guidelines areconsistent with the
intent of the “Grand Boulevard Initiative” for El Camino Real and with “Smart Growth” principles,
which include,but are not limited to,creating: mixed land uses, a range of housing opportunities and

choices, walkable neighborhoods, compact urban form, opportunities for transportation/transit
alternatives, and an effective use of available infrastructure. Further, the City believes that by allowing
more dense, mixed-use development in the El Camino Real corridor,itis progressively addressing
issues identified in the State of California 2006 Global Warming Solutions Act (AB32) and the State’s
greenhouse gas emissions law (SB375).
The EIR will focus on environmental effects in the following topic areas: Aesthetics; Air Quality;
Geologyand Soils; Hazards and Hazardous Materials; Hydrology and Water Quality; Land Use
Planning; Noise; Transportation and Circulation; and Utilities and Service Systems (Water,
Wastewater, and Solid Waste).
