Absent: None. PLEDGE OF ALLEGIANCE Mayor Matsumoto requested that the meeting be adjourned in memory of Grace Novitsky. Councilman Garbarino requested that the meeting be adjourned in memory of Paul Domeniconi, Jr. Councilman Mullin requested that the meeting be adjourned in memory of Gail Davis. PUBLIC COMMENTS None. PRESENTATIONS • Presentation of Fire Prevention Month Poster Contest Winners by Fire Chief White and Fire Marshal Da Silva. Safety Inspector Orque advised October was Fire Prevention Month and presented a slide show detailing its history. Fire Prevention Month educated over 4000 children in 10 elementary schools on the importance of fire prevention and safety. Winners of the poster contest were announced as follows: Kindergarteners Leo Cooper of Mills Montessori and Alexis Harper of Saint Veronica's; First graders Mateo Lopez and Michaela Bautista of Monte Verde Elementary; Second graders Alissa Galileo of Buri Buri and David Flores of Spruce Elementary; Third graders Evangeline Moran of Sunshine Gardens and Jesse Ramos of Buri Buri; Fourth graders Webster Gutierrez of Los Cerritos and Anastasia from Ponderosa; Fifth graders Gilbert Stevenson e~f Spruce and Jasmine of Saint Veronica's; and Sixth graders Diego Marquez and Melissa V iiette of All Souls. • Energy Efficiency Projects in South San Francisco - Przsentation by Norma Fragoso and Certificates of Recognition presented to Green 4'outh Corp participants. Manager Fragoso summarized the energy efficient programs that Council approved during the last year. Her overview included information about the City's Green Retrofit program under the Department of Energy's Energy Enhancement Program, Green Xray house, ar~d the Governor's California Green Job Corps. Under the DOE's Energy Enhancement Program, solar panels were installed at the City Hall Annex. This photovoltaic system was implemented by Public Works and reduced the City's use of electricity by 62% anmaally. A second phase involved changing the light fixtures and HVAC replacement in four (4) city buildings. Set to begin soon, the Park and Recreation Department would undertake the retrofitting of fixtures. The final phase being implemented after the first of the year would provide attic insulation for over 100 homes. Mayor Matsumoto and Vice Mayor Addiego distributed certificates of appreciation to the City's partners: Shauna O' Shaughnessy frorn Rebuilding Together, Karla Molina of North Peninsula Neighborhood Service Center, Hortencia Lopez of El Conselio of San Mateo County, Breana McCarthy of Skyline College and Twana Carney and Debbie Mytel of Actera. The Mayor and Vice Mayor also presented certificates to the Green Corps participants: Richard Pacheco, Marcus Bell, Tommy Langford, Oscar Garcia, Jermaine Hanson, Liliana Gonzalez, Ana Perez, Asia Butler, Holly Bryant and Jenea Daly. • Proclamation -Breathe California -Smoke Free Movies -presented to Ben Gleason. Mayor Matsumoto read the proclamation which stated the correlation between smoking in movies and youth smoking initiation and proclaimed the City of South San Francisco as in support of smoke free movies. Mr. Gleason accepted the proclamation on behalf of Breathe California. He was proud to announce additional support from the San Mateo County Board of Supervisors, Jefferson Union High School, the Asian American Recovery Service and Sunset Russian Tobacco Education Project. Mr. Gleason wanted to encourage movie goers to take a critical eye and quoted statistics that 60% of movies feature smoking while in real life, only 13% of the population smoked. • 2010 Census Presentation by Margot Grant and Proclamation presented by Mayor Matsumoto. Mayor Matsumoto read the proclamation noting the importance of an accurate census count South San Francisco was committed to partnering with the U.S. Census Bureau to ensure a full and accurate count in 2010. SPECIAL CITY COUNCIL MEETING NOVEMBER 18, 2009 MINUTES PAGE 2 Ms. Grant, Census Coordinator for San Mateo County thanked Council for the proclamation. T.~s. Grant took the opportunity to inform the public on the history and funct;on of the U.S. Census and the consequences of an undercount. Ms. Grant reported that she would be working with Assistant to the City Manager, Susan Kennedy to ensure there would be an accurate court for South San Francisco. ~•Is. Grant then highlighted the important dates of tre Census Time':ine. Questionnair?s would be mailed in March of 2010 and due by April 1, National Census I~ay. During the months ofAprii through July, Census workers would be going door to door. The data would be provided to President Obama in December and made public in March of 2011. Ms. Grant urged citizens to become ambassadors, spreading three key messages: 1) Cens»s is easy, 10 questions designed to take 10 minutes, 2) it is safe and confidential, and 3) it is very important. Everyone does count. Councilman Gonzalez asked if the power point presentation, fliers and handouts were available in other languages. Ms. Grant stated the handouts had been translated and she could work to get the presentation translated as well. Councilman Mullin asked if there was still a need for Census takers. Ms. Grant replied yes ar~d gave phone number 1-866-861-2010 as the information hotline. • Presentation of a Certificate of Recognition to serviceman Jon Belli. Councilman Garbarino presented the Certificate of Recognition to Serviceman Jon Belli and gave a brief summary of why Mr. Belli was such deserving recipient. The Councilman noted Mr. Belli had been deployed to Afghanistan twice, had received a Purple Heart twice and was up for the Silver Star for valor. He thanked Mr. Belli for his bravery and dedication to service in the Army National Guard. On behalf of Congresswoman Jackie Speier, Mark Nogales presented Serviceman Belli with a Congressional Certificate. He thanked Serviceman Belli for his heroism and dedication. Vice Mayor Addiego noted the additional burden shouldered by the National Guard during current conflicts and that he was thankful for Serviceman Belli's service and presence at the meeting. Before moving on to Items from Council, Mayor Matsumoto wanted to recognize Lieutenant Jon Kallas, who had been previously recognized in 200? for his outstanding work in running the toy collection. program throughout the holidays. Lt. Kallas provided information on the South San Francisco's Fire and Police Association annual food and toy drive. This was a 20 year tradition of which he has been the Chair for the past eight (8). The drive had been able to help between 10 and 50 families residing strictly within or attending South San Francisco schools. Letters would be sent out soon to all students in the City's elementary and middle schools requesting information from needy families. They had hoped to serve four (4) to six (6) families from each school with a delivery SPECIAL CITY COUNCIL MEETING NOVEMBER l8, 2009 MINUTES PAGE 3 date scheduled for December 18. Donations of no~~perishable food and/or new toys were asked to be dropped at barrel locatio~~s one week prior to the delivery date. He thanked Council for the recognition and credited it to the dedication of the Fire and Police Association members' hard work. s Items from Council • Announcements • Committee Reports Councilmembers reported on attendance at community meetings and events, including die Project Read Trivia Challenge, a Blue Ribbon Meeting of the South San Francisco School District, die PAL fundraiser and die Echo Company Barbecue. Members of the Police Department were congratulated on recent promotions. Specific items for fi~rd~er action and/or consideration were set fords as follows: Councilman Garbarino stated he had met with Ms. Liz Moorehouse who works at Sunshine Gardens School. Ms. Moorehouse has created a recreational program that takes place mainly during school hours at recess and lunch in the hopes of getting children to participate who v~ould not normally do so. Councilman Garbarino offered to help her find funding and encouraged her to go to the school district with her idea. Councilman Mullin noted his receipt of a letter notifying the Stonegate neighborhood of a 5 mph increase in the speed limit on Hillside Blvd. adjacent to the City boundary with Colma. He planned on sending a letter expressing his opposition to the County Board of Supervisors. Mayor Matsumoto noted that she would be happy to sign on to Councilman Mullin's letter to the County regarding the speed increase on Hillsdale. Vice Mayor Addiego expressed interest in the issue with Hillside Blvd and the ingress/egress from Sunshine Gardens which is uncontrolled. He requested that the issue be agendized and Council concurred. Mayor Matsumoto requested that Council of Cities Selections be agendized for the next meeting. CONSENT CALENDAR Motion to approve the minutes of October 14, 2009 and November 9, 2009. 2. Motion to confirm the expense claims of November 18, 2009 2,715,843.3. 3. Motion to accept Playground Replacement projects at Terrabay Gymnasium, Avalon Park, and City Hall Play Lot as complete in accordance with plans and specifications (CIP No. 51-13232-0941 and CIP No. 51-13232-0943). 4. Motion to accept the East Grand Avenue Resurfacing Project as complete in accordance with the plans and specifications. SPECIAL CITY COUNCIL MEETING NOVEMBER 18, 2009 MINUTES PAGE 4 ~. Motion to accept the Submarine Outfall Repair Project as complete in accordance with the plans and specifications. Resolution No. 94-2009 authorizing the acceptance of $8,000 in donations ar~d gr ant funding for the DTI and Tactical Commaixd Center Trailer Project and amending the Police Department's 2009/2010 Operating Budget. Resolution No. 95-2009 authorizing the acceptance of $55,999.11 to support Project Read Services and amending the Libra_r-y Department's 2009/2010 Operating Budget. 8. Resolution No. 96-2009 awarding the Construction Cor_tract to Euro Style Nlanagemcnt, Inc. for the Main Library Improvement Project in an amount not to exceed $223,700. Motion -Councilman Garbarino/Second -Councilman Gonzalez: to approve consent calendar items 1-7. Unanimously approved by a voice vote. Item No. 8: Vice Mayor Addiego raised concerns about parking downtown once the Main Library closes and asked for an overview. Library Director Valerie Somers reported the start of the renovations would begin next Wednesday and continue for the next four months. Tax forms, various collections and popular programs were going to be moved to the Grand Avenue Library in the meantime. Infrastructure issues were going to be addressed first. Safety and security issues were going to be addressed, specifically concerns with the children's area. Restrooms would be upgraded to meet ADA specifications, aisles would be widened, shelving would be changed, and computers and wireless would be added. Director Somers explained the various types of outreach and notification that had been given to the community in anticipation of the temporary closure. As for parking, there had been a little done by way of reserving 8 additional spots in the City Hall parking lot and parking permits had been acquired for staff. She also saw this as a great opportunity for getting people out to the downtown area to patronize the businesses. Mayor Matsumoto requested where Project Read would be located. Director Somers stated Project Read would remain at its current location, however it would be unable to use the auditorium. Councilman Gonzalez felt the 8 additional spaces may not be enough considering the number of cars at Orange. He also asked the hours of operation for Saturday. Director Somers noted free holiday parking at the two hour meters, and free parking on Miller and Grand Avenue. She stated the schedules for the two libraries were being blended. Hours would be 10 a.m.- 5 p.m. on Saturday and 2 - 5 p.m. on Sunday. Motion -Vice Mayor Addiego/Second -Councilman Gonzalez: to approve Resolution No. 96-2009. Unanimously approved by voice vote. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 10. Transmittal of First Quarter 2009-10 Financial Report and Resolution No. 97-2009 amending the 2009-10 Budget. Budget Manager, Coleen Tribby presented the staff report highlighting the first quarter financial review including changes to the revenues, expenditures and reserves for the General Fund and Redevelopment (RDA). Revenues were expected to come in $163,000 lower than the amended budget while expenditures were expected to come in on target. Additional funding was recommended for Workman's Compensation Liability and an amended budget was being brought before Council this evening. RDA tax increment revenue would be adjusted by supplemental ERAF but the fund balance would cover it. SPECIAL CITY COUNCIL MEETING NOVEMBER 18, 2009 MINUTES PAGE 6 Property tax projections were up $881,000 above the projected figure, but this was based on an extremely conservative budget. Compared to last year's end, property tax re~:~enue was actually down by $600,000. The biggest hit was the sales tax projections, which were down $1.96 million. Half of the decrease was due to a drop in the Triple-flip revenue while the :;they half ~~-as attributed to a larger than expected downturn. Budget ManabLr Tribby stated on a positive note, hotel taxes and transfers-in ~~~ere up. A recent actuarial study recommended adding $2.7 r~~illion to the reserve to cover costs of Workman's Compensation Claims. Although claims were down, medical costs had risen 15 to 20% per year. "the $2.7 million would cover losses at a 75%. This was a non reoccurring adjustment and the funds would still reside in the books as a reserve. General fund was projected to end year at $5.1 million in undesignated reserves and $13.84 million in total discretionary reserves. Mayor Matsumoto questioned the figure of hotel tax revenues and asked if it was based on occupancy or was optimistic. She further questioned where the funds would come from to maintain the parking garage opening next year. Finance Director, Jim Steele noted staff had followed hotel occupancy pretty closely and had seen it dropping through last year. The budget was conservative in that respect and continued the trend from last year. Director Steele noted the parking district as separate and stated money to maintain the structure would come out of parking district fines and permit fees. The Mayor asked about debt service. What bonds did the City have, what was the interest and what dollar amount would the interest equate to? Budget Manager Tribby explained that the City used to account for the old Costco Lease in a way that showed that we had debt service expense and revenue to offset it. At the end of 2008-09, the auditors recommended the City change the way it accounted for it. Director Steele clarified there was no debt service in the general Bind except in the higher cost areas like fire apparatus. As for the interest, Director Steele quoted it as 4.8% for RDA bonds. Staff would have to provide the dollar amount at a later date. Mayor Matsumoto questioned the Capital Improvement Budget. Budget Manager Tribby explained from 2009-10 General Fund, only $65,500 had been adopted out for CIP. The greater number seen was due to carry over. Vice Mayor Addiego returned to the topic of parking taxes and found it interesting that the year-end actuals did not reflect a recession like it had with TOT. Figures from the Airport Roundtable showed that people were still traveling, just not to South San Francisco.
