ROLL CALL: Present: Councilmen Garbarino and Gonzalez and Councilwoman Matsumoto, Vice Mayor Mullin, and :Mayor Addiego. Absent: None. PLEDGE OF ALLEGIANCE: Led by Mayor Addieg;o. PRESENTATIONS • Job Training Program - presented by Principal Jim Murphy, SSFUSD Adult Education Principal Murphy provided a PowerPoint presentation offering perspective on the adult education program and job training that is available thr~otiigh the South San Francisco Unified School District. He advised the adult school is the largest in the School District with an annual enrolment of over 4000 students. He described some of the school's many programs, including academic classes, ESL classes, CP~Z, notary, clinical medical assisting, pharmacy tech, electronics and telecommunications. AGENDA REVIEW No changes. PUBLIC COMMENTS None. ITEMS FROM COUNCIL Announcements. • Committee Reports. Mayor Addiego requested that City Attorney Mattas provide an update on the status of issues relating to red light cameras in the City. City Attorney Mattas advised that staff had been working toy resolve the issue involving red light camera citations issued prior to January 27, 2010. St~afi' would follow a process that would involve first sending a letter and release form to individuals that received citations. The City would work with the Courts to provide refunds to those who had paid fines and move to dismiss pending cases in which fines have not yet; been paid and tickets were issued prior to January 27t". Fines and traffic school fees woL~ld be paid back with interest. The court imposed traffic school admin fee would be refunded directly from the Superior Court. Citations issued after January 27th are enforceable. Individuals seeking information on the refund process should call the City's hotline at 650-829-3777, not the Superior Court. Vice Mayor Mullin questioned whether the hotline was an automated number. Chief Massoni advised the hotline was a voicemail line that staff monitored daily. So far over 2000 calls had been received at the hotline number, but :not all were valid concerns as some related to red light camera citations issued in other citie~~. Councilmembers next reported on attendance at community meetings and events, including a CCAG Meeting, a meeting with Assemblyman Jerry Hill, a Peninsula Traffic Congestion Relief Alliance Meeting, and the Fire Tower dedication in r~onor of Tom Galli. Specific items for further action and/or consideration were set forth as follows: Mayor Addiego requested that the meeting be adjourned in honor of Zelma Marie Vellos. Councilman Gonzalez announced a Town Hall meeting he was holding on Saturday, February 27th at 10:30 a.m. at the Union Hall located at 20~~ Miller Avenue. The School District would present its budget at the meeting. City staff and others would be on hand to discuss the City budget and talk about the red light camera issue as well as matters related to the Census. Councilwoman Matsumoto requested that staff look into whether smoking could be banned in the Downtown District. CONSENT CALENDAR Motion to approve the minutes of January 16, 2010 acid January 27, 2010. 2. Motion to confirm the expense claims of February 24, 2010. 3. Motions to approve Gateway Business Park Master Plan Ordinances: REGULAR CITY COUNCIL MEETING FEBRUARY 24, 2010 MINUTES - 2 - a. Motion to waive reading and adopt and Ordinance No„ 1422-2010 to approve Zoning Amendment, ZA 08-0003, amending Chapters 20.57 and 20.120 of the South San Francisco Municipal Code, to facilitate implementation of the Gateway Business Park Master Plan Project; and b. Motion to waive reading and adopt an Ordinance No. 1423-2010 to approve a Development Agreement, DA 08-0001 with Chamberlin Associates to allow the redevelopment of the Gateway Business Park on a 22.6-acre site located at 700, 750, 800, 850, 900 and 1000 Gateway Blvd. in the Gateway Specific Plan District. 4. Resolution No. 21-2010 awarding a Consulting Services Agreement to Mark Thomas & Company, Inc. for inspection services of the South Airport Boulevard Bridge at North Access Road Project in an amount not to exceed $:28,280. 5. Resolution No. 22-2010 giving notice of intention to approve an Amendment to the Contract with the Board of Administration of the California Public Employees' Retirement System to provide for atwo-tier retiretnent :system for Miscellaneous and Safety Members. E>. Resolution No. 23-2010 authorizing the City Manager to convey two properties to the State of California for the Oyster Point Boulevard ~nterclhange Project. 7. Resolution No. 24-2010 authorizing the Capital Im~pr•ovement Program budget to increase the budget for the Bay Trail Improvement Project (Haskins Way) to a total amount of $196,500 to reflect an allocation from t:he Metropolitan Transportation Commission under the California Transportation Development Act. Motion- Councilman Garbarino/Second-Councilman (sonzalez to approve Consent Calendar items Nos. 1, 3 and 5-7. Unanimously approved by ~~oice vote. Item No. 2: Councilwoman Matsumoto questioned the lint; iitem purchase of a Police Dog. Chief of Police Massoni advised the policy of acquiring dogs from the SPCA or other shelters for police work had changed as the needs of the Department had evolved to include tasks such as drug recovery, etc. Mayor Addiego questioned items related to a consultant for the building department and Valley Crest. He would like the subcommittee to look at these contracts and their impact on the City's workforce. Motion- Councilwoman Matsumoto/Second- Councilman Gonzalez: to approve Consent Calendar Item No. 2. REGULAR CITY COUNCIL MEETING FEBRUARY 24, 2010 MINUTES - 3 - Item No. 4: Councilwoman Matsumoto questioned whether the City relies on Caltrans for bridge safety inspections. Director of Public Works White advised bridge safety inspections were within Caltrans' purview and were performed every two years. Motion- Councilwoman Matsumoto/Second- Councilm;~n Gonzalez: to approve Resolution No. 21- 2010. Unanimously approved by voice vote. PUBLIC HEARING 8. One-Year 2010-2011 Action Plan for the Community Development Block Grant program. Public Hearing Opened: 7:54 p.m. Community Development Coordinator Adams advised staff was looking to Council to provide direction to the CDBG subcommittee for award recipient determinations. The CDBG subcommittee meeting would take place on March 2"d and grant allotments would be finalized at the April 14th 2010 Regular Meeting of the C'it:y Council. Mayor Addiego then invited the members from the various a;~encies that were present and seeking funding to speak. Shawna from Rebuilding Together Peninsula appeared and appealed to Council to preserve the affordable housing stock in South San Francisco by supporting its work:. She advised o f several projects that were ongoing within the City and invil;ed the community to help out at the Rebuilding Together event on April 24, 2010. Laura Fanucchi with HIP Housing appeared and thanked (~ouncil for its long standing support of the homesharing program. She described several situations in which residents availed themselves of the homesharing program with positive results. Brian Greenberg with Shelter Network appeared and provided an update on the agency's Daly City Shelter Operations. Miriam Bimji with Samaritan House appeared and described operations at the Safe Harbor Shelter. Joy Dickinson of CORA appeared and described operations, and services at the agency's emergency shelter for victims of domestic violence. Doren Martin of North Peninsula Neighborhood Services Center appeared and thanked Council for support if its many programs throughout the year.. Councilwoman Matsumoto requested special considerati~~n of the City's programs, including Project Read and the Adult Daycare Program. ShE~ further called attention to the Community Action Agency which she believed was well managed and doing positive work within the County.
