This annual summary report meets the monitoring and reporting requirements as specified, in the July 2000 .city-approved Bay West Cove Transportation Demand Management (TDM) Plan. During the two weeks of September 28 through October 9, 2009, the Britannia .Oyster .Point Commute Program conducted its sixth .annual survey encompassing 631 employees throughout the project site. An impressive 75% of employees participated in the survey. The purpose of the Britannia Oyster Point commute survey. is to provide documentation of TDM accomplishments and-meet the City of-South San Francisco's reporting requirements. Survey results provide a snapshot of current alternative mode-use levels and activities. It should be noted that during 2009 there were significant economic issues that impacted employers, employees, and use of commuter program. Atone employer site, 74 percent of those laid off .were carpoolers in the- commuter program. Some of -the remaining- employees then also lost their carpool partners during this layoff :phase. Economic constraints also. impacted other available resources such as commuter .programs .and support from the Peninsula 'Traffic Congestion Relief Alliance and the 511 Regional Rideshare Program. Kallcin December 31, 2009 Page 2 of 3 Highlights of the survey results include: - Alternative transportation mode-use estimate - 31:2,percent - Percentage of single occupant vehicle (SOV) respondents wlto would consider using an alternative. commute mode - 69.4 percent .Arriving commuters outside. peak morning hours -- 23.3 percent - Departing commuters outside peak evening hours -:29.1 percent The Britannia Oyster-Point project is required. to achieve a 35 percent alternative ;transportation mode-use rate according to the 2000 TDM Plan. Using the City of-South San Francisco's conservative methodology, non-survey participants were counted as single-occupant vehicle (SOV) drivers. Utilizing. this methodology, the Britannia Oyster Point project acliieyed a 31.2 percent alternative transportation mode-use rate. The proactive efforts of the Britannia Oyster Point.Commute Program, in tandem with . . the .ongoing development of individual tenant=employer programs, will continue to grow-the alternative commute mode usage rate in the coming years, Please note that the TDM efforts for the Britannia Oyster Point project were achieved in-spite of a . ~ challenging economic environment, an abundance of free on-site parking, and a complete lack of local transit (SamTrans) service. It should also be noted that Caltrain - does not provide express Baby Bullet commuter service to the South San Francisco Station. . ~ The .commute survey data for 2009 and estimates for 2010 -were also assessed to determine. the initial carbon~reduction benefits of the Britannia Oyster Point Commute Program. The 2010. TDM targetsgoals for Britannia Oyster Point are estimated to reduce carbons of 2.1 tons per day and approximately 50T tons per year. The 511 calculator provides metrics about the emissions from Britannia Oyster Point employee commutes. The Britannia Oyster Point 2009 commute survey data was compared to an estimated 2010 goal of 35 percent and showed a reduction of 2.14 tons of C02 per day based on assumed increase in TDM activities.
