This baseline report meets the monitoring and reporting requirements as specified in the November 2008 city-approved Transportation Demand,Management{TDM) Plan-for the South San Francisco Business Center, During the two weeks of September 28 through October 9, 2009, the South San Francisco Business Center Commute Program conducted a survey encompassing 138. employees throughout the .project site. The first-time employee survey response rate was 33 percent. As experienced of other South San Francisco business centers, subsequent commute survey responses for this Center are expected to rise above the 50 percent plus one statistically valid level. The purpose.. of the South San Francisco Business Center survey is to provide-first-time documentation of TDM accomplishments and meet the City of South San Francisco's reporting requirements. Survey results provide a snapshot of current alternative mode- use levels after the first year of commute program establishment and implementation. It should be noted that during 2009 there were significant economic issues that impacted employers, employees,: and use of the newly implemented commuter programs.. Highlights of the survey results include: - Alternative. transportation mode-use estimate - 6.2 .percent - Percentage of single occupanfi vehicle (SOV) respondents who would consider using an alternative commute mode. - 35.0 percent - Arriving commuters outside peak morning hours - 34.1 percent - Departing commuters outside peak evening hours - 36.4 percent The South San Francisco Business Center project is required to achieve a 28 percent alternative transportation mode-use rate according to the November 2008 TDM Plan. Using the City of South San Francisco's conservative methodology, non-survey participants were counted as .single-occupant vehicle (SOV) drivers.. Utilizing this methodology, the South San Francisco Business Center project achieved a six percent alternative transportation mode-use rate. The proactive efforts of the South San Francisco Business Center Commute Program, in tandem with,the ongoing development of individual .tenant-employer programs, will continue to grow the alternative commute mode usage rate in the coming years.. As was seen at the nearby Britannia Oyster Poinf projec#, it took more than threeyears to achieve TDM goal compliance. The limited first year TDM efforts for the South. San Francisco Business Center were in part due to a challenging economic environment, an abundance of free on-site parking, a complete lack of local transit (SamTrans) service, the lack of BART or Caltrain shuttle services, and the lack of any employer-provided transit subsidies or commute allowances. It should also be .noted that Caltrain does not provide express Baby Bullet commuter service to .the South San Francisco Station. The commute surveydata for 2009 and estimates for 2010 were also assessed to determine the initial carbon reduction benefits of the South San Francisco Business Center Commute Program. The 2010 TDM targets goals for the South San Francisco Business Center are estimated to reduce carbons of 0.34 tons per day and approximately 81 tons per year. The 511 calculator provides metrics about the emissions from the South San Francisco Business Center employee commutes. The South San Francisco Business Center 2009 baseline commute survey data was compared to an estimated 2010 goal and showed a reduction of 0.34 tons of C02 per day based on aggressive increases in TDM activities.
