PRESENTATIONS
• Peninsula Traffic Congestion Relief Alliance's Strategic Plan presentation by
Executive Director, Christine Maley-Grubl.
Christine Maley-Grubl provided a PowerPoint presentation reviewing the Alliances'
Strategic Plan. The Alliance worked with a consultant to define the scope of the planning
process. Topics covered included commute alternative programs, a new mission statement,
review of market research to assist commute participation and building on employer
consortiums. The goal of the plan was to assist the Alliance in working with its strategic
partners to improve the San Mateo County commute.
Councilman Gonzalez questioned whether shuttle service to BART had been successfully
implemented at the City Lights Development.
Director Maley-Grubl offered to look into whether shuttle service was implemented there.
Councilwoman Matsumoto confirmed shuttle service was running from City Lights. .
• South San Francisco School District, Quarterly Update to City Council Presented
by Superintendent, Dr. Howard Cohen.
South San Francisco Unified School District Superintendent Dr. Howard Cohen and
Associate Superintendent Adolfo Milara presented an update on the status of the District
Schools' performance as measured against various state and federal standards. The
presentation highlighted the disparity between local schools and demonstrated that South
San Francisco Unified was presently a 50% District. Dr. Cohen and Mr. Milara
emphasized the District's commitment to moving to the 90% level. They outlined a
program targeting this goal. The program, which was explained in literature available in
both English and Spanish, emphasized the importance of parental involvement in a child's
education. Various techniques were being implemented to bring families into this process.
Councilwoman Matsumoto congratulated Dr. Cohen and Mr. Milara on their work. She
questioned how Council could assist the District to achieve its goals for local students.
Dr. Cohen responded that Council could assist by helping to get the word out to local
companies that the schools could use assistance at this critical time. He complemented
Council as being vital to recent connections between the school district and local agencies
and corporations.
Councilman Gonzalez thanked Dr. Cohen and Mr. Milara for their participation in a recent
Town Hall Meeting that was well attended. He offered to assist the School District with
reaching out to the community.
Vice Mayor Mullin questioned the importance of third grade reading levels and early
childhood and preK education.
Dr. Cohen stressed the importance of the question noting the importance of engaging
students at a young age. He explained research was very clear that engaging 3-4 year old
students in preK classrooms was extremely critical to language development. He praised
the City's programs in this regard.
AGENDA REVIEW
City Manager Nagel recommended removing Item No. 5.
Council agreed.
PUBLIC COMMENTS
President of the Park Place Homeowners' Association Kevin Kone presented Council with
a letter requesting that a recently installed City crosswalk device be moved slightly to
alleviate its impact on a sign the homeowners had installed announcing the entrance to their
neighborhood.
At Council's direction, staff agreed to review and consider the request.

Councilmembers' participation in various meetings and events, including a Town Hall
Meeting, a HEART meeting and Jackie Speier's Economic Stimulus Bus Tour was
discussed. Councilmember also described their experiences serving as principal for a day
at various local schools. Specific items for follow-up were as follows:
Councilman Garbarino requested that the meeting be adjourned in honor of Gus Franzella,
former San Bruno Mayor, Larry Franzella's father. He also announced that Verizon
planned to hold a meeting with residents regarding the proposed cell tower on Tuesday,
March 26th at 7:30 pm at Foxridge School.
Councilman Mullin suggested looking at whether the City should consider lobbying to
receive funds related to the High Speed Rail Program as a means of enhancing the
upcoming Caltrain Station improvements. He also questioned an uptick in burglaries in
January.
Chief of Police Massoni explained a burglary was defined as entering an establishment
with intent to steal such that certain shoplifting crimes committed during business hours
could be so classified.
Councilwoman Matsumoto questioned whether the City could establish an ordinance
prohibiting sexual predators from living within certain distances from local schools.
City Attorney Mattas stated staff would look into her request.
CONSENT CALENDAR
1. Motion to approve the minutes of February 10, 2010 and February 24, 2010.
2. Motion to confirm the expense claims of March 10, 2010.
3. Motion to approve two sculptures, 09-5 and Human Glyph Series (A) for the Loan
Art Program at the Orange Memorial Park Sculpture Garden as recommended by the
Cultural Arts Commission.
4. Resolution No. 25-20].0 authorizing the Acceptance of $20,195 in Grant Funding
from the FY 09 Edward Byrne Memorial Justice Assistance Grant Program and
amending the Police Department's 2009/2010 Operating Budget.

5. Resolution accepting a grant in the amount of $1.88 million from the American
Recovery and Reinvestment Act (ARRA) Assistance to Firefighters Station
Construction to Rehabilitate Fire Station 63 and Amending the Fire Department's FY
2009-2010 Operating Budget.
Item removed from Calendar
6. Resolution No. 26-2010 authorizing the Director of Public Works to execute a
contract with the San Francisco Bay Conservation and Development Commission and
amend the 2009-2010 Capital Improvement Program Budget.
Motion- Councilman Garbarino/Second- Vice Mayor Mullin to approve Items 1, 3 and 4.
Unanimously approved by voice vote.
Item No. 2: Councilwoman Matsumoto questioned whether certain funds related to work
pertaining to the Miller Avenue Parking Garage were RDA or General Fund Money.
Director of Economic Development Van Duyn advised that parking district funds from a
loan through the RDA were involved.
Mayor Addiego reminded staff that he would like to consider the role of certain contractors
at the next budget subcommittee meeting.
Motion- Councilwoman Matsumoto/Second- Councilman Garbarino: to approve Consent
Calendar Item No. 2. Unanimously approved by voice vote.
Item No. 6: Councilman Garbarino questioned certain of the expenses related to the
improvements along the Bay Trail.
City Engineer Razavi advised the requirements for improvements along the Bay Trail made
certain of the items more costly.
Motion- Councilman Garbarino/Second- Councilman Gonzalez: to approve Resolution
No. 26-2010. Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
7. Determine the level of Life/Accidental Death and Dismemberment Insurance Benefit
for City Councilmembers and the City Treasurer.
Director of Human Resources Mount presented the staff report advising that the new
agreements with bargaining units reduced employee life insurance benefits to a flat
$50,000. This raised an issue with respect to life insurance for Councilmembers as two
times their annual salary was less than $50,000. She presented Council with the option of
the flat $50,000 life insurance benefit to remain consistent with other City employees.
The majority of Council expressed interest in the $50,000 flat rate insurance plan.
Councilman Mullin expressed a preference for maintaining the status quo.

Motion- Councilman Garbarino/Second- Councilman Gonzalez: to approve a $50,000 flat
rate life insurance benefit for Council.
LEGISLATIVE BUSINESS
8. Waive reading and introduce an Ordinance repealing Section 10.56.020 of the South
San Francisco Municipal Code, related to the open carry of Firearms.
Chief of Police Massoni stated the present ordinance was in conflict with state law and was
therefore preempted. Accordingly, staff recommended repealing it.
In response to questions from Council, Chief Massoni responded that unloaded weapons
could be carried in plain view.
City Attorney Mattas stated. staff was looking into whether certain restrictions could be
enacted to curtail open carry in specific circumstances.
Motion- Councilman Garbarino/Second- Councilman Gonzalez: to waive reading and
introduce an Ordinance repealing Section 10.56.020 of the South San Francisco Municipal
Code, related to the open carry of Firearms. Unanimously approved by voice vote.
9. Waive reading and introduce an Ordinance approving an amendment to the contract
between the Board of Administration California Public Employees' Retirement
System and the City Council of the City of South San Francisco.
Director of Human Resources Mount presented the staff report explaining the
recommended action was the next step in approving an amendment to the PERS Contract
that had been approved during the last round of labor negotiations implementing a two
tiered retirement system.
Motion- Councilman Gonzalez/Second- Councilman Garbarino: to waive reading and
introduce an Ordinance approving an amendment to the contract between the Board of
Administration California Public Employees' Retirement System and the City Council of
the City of South San Francisco. Unanimously approved by voice vote.
CLOSED SESSION
10. Conference with Legal Counsel -Anticipated Litigation. (Pursuant to Government
Code § 54956.9(b)) Significant Exposure to Litigation: One Case.
