TDM works to reduce traffic by increasing commuter demand for alternative modes of transportation such as carpooling, vanpooling, riding transit, walking, bicycling and home telecommuting. TDM is most effective when implemented and subsidized by the employer at the workplace. The goal of this report is to identify existing conditions, new site features added during construction and on-going TDM programs implemented by the tenant, in this case Costco, after occupancy that will support a person's decision to use a commute alternative to the single occupancy vehicle. The report concludes with a set of recommended TDM Actions to be applied now while construction is underway and a set of basic TDM programs to be implemented and carried out by Costco after occupancy. EXISTING CONDITIONS Land Use The new Costco Facility is located on a single, 22.21 acre parcel of land along El Camino Real between Hickey Boulevard and McLellan Avenue. The project will include a 147,000 s.f. Costco Wholesale warehouse with a 16-pump gas station for Costco customers only on 15.12 acres, and a future residential complex is planned for the residual 7.09 acres of land (i.e.: Scenario "B"). The warehouse and gas station will be complete and ready for occupancy/use on or near October 23, 2000. Traffic Impacts (Summary Only) The Costco South San Francisco Traffic Lnpact Study (February 1999) indicates that the approximately 450 daily trips made to the site will negatively impact several key intersections and portions of the CMP Roadway serving and/or adjacent to the site including the segment of I-280 between Westborough and Hickey Boulevards. Costco TDM Plan, prepared for Rajappan & Meyer Page 1 Junius Consulting, AMENDED 10/17/00 For the purpose of this report, it is helpful to categorize three types of trips that will routinely be made to the site: 1) employee commute trips, 2) customer shopping trips, acid 3) freight delivery trips. Typically, TDM programs impact only the first trip type. Work Force a~zd Work Shifts At full employment, the Costco Facility will employ approximately 120 people working two shifts (seven days per week): IS`) 5:00 a.m. to 1:00 p.m., and 2"d) 1:00 p.m. to 9:00 p.m. Approximately half the employee population will arrive to work for each shift. It is estimated that the majority of employees will live within or very near the City limits of South San Francisco. This is based on employee zip code data for the existing San Bruno store on El Camino Real, which will be closed after the new South San Francisco store opens later this month. The majority of these employees will be transferring to the new store. Home zip code data for transfemng employees showed that 35% of employees live in South San Francisco and San Bruno, or, less than 2 miles from the new site. More importantly, 76% of all employees live within 5 miles of the site. This supports the premise that a majority of employees will live within distances that are conducive to walking, biking and riding transit to work. The programs in the Costco TDM Plan are geared toward those commute modes, as well as carpooling for those traveling distances greater than 5 miles to the site. Travel Demand The Costco Facility's close proximity to I-280 and El Camino Real paired with the facts that the majority of employees live locally and that there exists ample free on-site parking will likely encourage drive alone commuting. Furthermore, the nature of the business, i.e.: buy-in-bulk wholesale shopping, will necessitate drive alone travel by customers needing a vehicle to transport their purchased goods. It is unlikely, nor planned that TDM programs implemented at the site will affect this travel demand. Alternative Transportation Public Transit. The Costco Facility is v~r well served by public transit as shown in Table One below. And because a majority of Costco employees live near the site, shorter local transit trips can be as convenient as driving a car. A major obstacle, however, to Costco employees' ability to use public transit is the early 5:00 a.m. start time of the first shift. With the exception of BART, virtually no transit provider in the Bay Area begins operating earlier than 5:30 a.m. This obstacle is easily overcome by a willingness on the part of Costco management to adjust early morning shift start times by 30 to 90 minutes for those wishing to ride transit to work. Only one bus route serving the site would provide roundtrip service for those working the second evening shift. This can be overcome by encouraging one-way carpooling home in the evening with co-workers who drove alone. In early 2002, the South San Francisco BART station will be open for service. Many of BART's trains begin operation at 4:00 a.m. and run as late as 1:30 a.m. For this reason, Costco can expect a significant increase in transit commuting by virtue of its direct proximity to future BART. Ridesharing with fellow employees becomes more attractive to those with longer commute distances especially those traveling over the Bay Bridge. The success in the formation of employee carpools and vanpools to the site will depend largely upon an on-site employee transportation coordinator (ETC) promoting and facilitating carpools and vanpools. Bikeways. The 1998 San Mateo County Bikeways Map (produced by the Bikeways and Pedestrian Committee of C/CAG) shows several contiguous bike routes along El Camino, Mission Boulevard, Juniper Serra and Hickey Boulevard. Since the majority of employees live within the City limits it is very likely that a portion of these live close enough to bike to work (within 1 to 5 miles). Walkwa,~ Important pedestrian facilities exist at the site including continuous sidewalks along El Camino (northbound and southbound) from Samtrans bus stops to the site, street lighting about every 100 feet, and perimeter lighting around the Costco building. These simple features will enhance both walking to work by those living in the nearby dense residential areas (within 1 to 2 square mile radius) and also accommodate transit riders who need to walk the last distant from their bus stop to the front door. Commute Trends In a recent telephone survey of Bay Area residents, RIDES for Bay Area Commuters asked 3,669 adults who work full-time outside of the home how they currently travel to work. In San Mateo County, 411 people responded. The overall drive alone rate for the Bay Area was determined to be 67%. For San Mateo County, the percentage was higher at 75.4%. The highest drive alone rate is in Santa Clara County at 77.2%.~ The Commute Profile further delineated the non-drive alone travel modes (mode split). In San Mateo County 12% travel in a carpool, 9% use public transit, 3% bicycle, 2% walk, and less Commute Profile 1999: A Survey of San Francisco Bay Area Commute Patterns, RIDES for Bay Area Commuters, Inc., August 1999. Public transit is further broken down by type: 2.8% use BART, 2.5% use Samtrans bus and 2.5% ride Caltrain. Use of employer shuttles was not measured in this survey. This 1999 mode split for San Mateo County provides a realistic baseline for potential trip reduction resulting from applied TDM strategies. APPLIED TDM STRATEGY To create an effective TDM strategy, we begin with four assumptions: A 1) There is a minimum (base mode usage) and a maximum (mode saturation) percentage of commuters likely to use commute alternatives at a site. RIDES' Commuter Profile provides a basis for this assumption. A2) Factors used to determine base and maximum include: suitability of site location for commute alternative use, tenant demographics, current ridership trends, and so forth. A3) There is a different minimum and maximum percentage of commuters likely to use each given commute alternative mode. Factors include suitability of site location for each individual commute alternative, personal lifestyle, employer-sponsored commute programs, services and subsidies, etc. A4) Multiple program elements tend to complement each other to yield a higher increase in participation by employees than the increase realized if only one program element is available, i.e.: a "multiplier" effect. Examples of TDM measures that work in concert to achieve this multiplier effect and yield the maximum mode saturation is provided below: I. Outdoors: Physical Improvements Limited parking (more people than parking spaces) Bus turnarounds at main entrances Transit shelters and benches Preferential parking for carpools and vanpools Bicycle parking: racks, lockers, bike cages Pedestrian walkways to and from transit grid II. Indoors: Physical Improvements Employee showers and clothing lockers Transit Information Center: computer kiosks, brochure racks, telephone ISDN cabling, data jacks (for telecommuting) Teleconferencing room (set up for video conferencing) On-Site Amenities: Exercise room, day care center recreation area, cafeteria, mailroom, ATM banking, photo finishing, dry cleaning... III. Promotional events such as Bike-to-Work Day, Spare the Air, etc. The next step is to choose a combination of measures that are cost effective, appropriate for the intended land use, and above all, attractive enough to employees to encourage them to use an alternative to driving alone. TDM ACTION PLAN Based on the existing conditions, available public transit, and factors unique to the Costco site, the following set of ten recommendations to reduce employee commute trips is made, listed in order of priority (most effective to somewhat effective): Rl) Designation of a permanent on-site Employee Transportation Coordinator (ETC). The ETC can be a part-time position (10-20 hours per week), and will be responsible for assisting Costco employees find carpool partners, reserve local bike lockers, assign reserved carpool parking spaces, sell transit passes, distribute educational materials, promote special events such as Bike to Work day or Spare the Air, and be a transportation contact for the City and other TDM agencies serving the County (e.g.: Peninsula Congestion Relief Alliance or C/CAG). The ETC will also conduct annual reviews to document the efficacy of the TDM programs, report these findings to the City, and modify or expand programs as needed to ensure on-going compliance with the targeted goals. R2) Provision of a direct transit pass subsidy of a minimum $20.00 (twenty dollars) per employee per month. It is strongly recommended that Costco take advantage of the Commuter Check program, which provides easy-to-administer transit vouchers and yields a Federal tax credit for employers who subsidize their employees' transit passes by up to $60 per month. R3) Placement of four (4) preferential parking spaces for carpools behind the building (away from the main customer parking) directly adjacent to the employee back entrance(s). These spaces will be clearly marked: "For Registered Carpools Only."4 R4) Install a bank of at least four (4) high-security bicycle lockers, behind the building (away from the main customer parking) next to the employee back entrance. Currently, the Peninsula Congestion Relief Alliance provides any employer, property manager or developer with a 50% match on the cost of installing commuter bicycle parking in San Mateo County. The cost for one unit (which stores two bikes) averages $1,600-2,000. ° If 12% of the employee population carpooled, split over two shifts, then 3-4 two-person carpools would arrive each day (per shift). R6) Provide employees with "foot" lockers to store personal belongings (which otherwise might be kept in one's car). R7) Join the Countywide Emergency Ride Home Program, or offer a similar program for Costco employees who need an emergency ride home due to illness or unscheduled overtime on the day they rode transit or carpooled to work. The Peninsula Congestion Relief Alliance provides any employer in San Mateo 50% match on the cost of taxi rides or rental car trips taken for this purpose. R8) Join the New Employees Transit Incentive Program, provided free by the Peninsula Congestion Relief Alliance. R9) Order and distribute commute information materials provided free by the Peninsula Congestion Relief Alliance. R] 0) Install one men's and one women's shower facility. RESULTS Using the 1999 mode split figure for San Mateo County as a baseline, it is estimated that full implementation of the above TDM Action Plan will encourage up to 30% of the Costco work force to leave their car at home and use an alternative form of transportation to commute to the Costco Facility. It is estimated that those workers who opt for a commute alternative mode will use this mode 50% of the time, or, 3 days per week for 10 months in the year; the rest of the time they will drive. (Note: 100% of the year equals 5 days per week for 12 months.) This yields on average, 43 car trips eliminated each weekday; or, 216 one-way trips per week; or, 8,640 trips eliminated annually. Vacation, sick or holiday time off further reduces daily trips. See Table Two for a comparison if everyone drove alone. Costco TDM Plan, prepared for Rajappan & Meyer Page 6 Junius Consulting, AMENDED 10/17/00 MONITORING To monitor the success of the TDM program, Costco will institute atwo-pronged reporting system that includes an annual activities report and participation in a biennial survey of employee commute patterns. This survey effort will be coordinated with the Peninsula Congestion Relief Alliance's countywide survey and/or other city-based surveys that may be conducted from time to time. The purpose of this monitoring plan is to evaluate the effectiveness of Costco's TDM programs at achieving the target goals set in the TDM Plan and modify the TDM programs where needed to improve effectiveness. A detailed description of this monitoring plan is described in Attachment C. CONCLUSION The physical features of a new (or redeveloped) land use can dramatically impact a person's ability to use alternative transportation. Equally important to the goal of maintaining the continued use of the alternative commute is the provision of programs, services and subsidies on an on-going basis after occupancy. Such a plan, as recommended here for implementation by Costco, will yield other benefits including: improved ability by Costco to attract and retain a high quality work force, significant cost savings associated with building and maintaining less parking, and improved mobility of shipping and delivery vehicles needing access to and egress from the Costco Facility. ATTACHMENT C TDM MONITORING PLAN Effectiveness Measure of TDM Programs at the New Costco Facility MONITORING PLAN DETAIL The Costco TDM Plan, scheduled to be implemented on "Day One" of building occupancy, will include a monitoring program to measure the efficacy of the proposed plan components such as the transit pass subsidies, preferential carpool parking spaces and on-site commute assistance by the Costco Employee Transportation Coordinator (ETC). Who Costco will be responsible for conducting the monitoring program, which includes an annual report of its TDM activities and biennial surveys of its employee commute patterns in an effort to measure the effectiveness of their TDM programs. Ideally, this report is completed by the Costco ETC with review and oversight by the Costco Store Manager at the Costco site at 1600 El Camino Real. Copies of this report will be submitted to the City Planning Department and the City Police Department for review and approval. What Each year, Costco will provide a brief written report summarizing the TDM program activities conducted at the site. This report must include at a minimum: the name and title of the Costco staff person designated as the ETC, the number of hours this person worked per week exclusively on TDM for the site, a brief description of the current TDM programs, subsidies and services provided to employees including any Alliance-sponsored programs they utilized, a description of how the ETC markets the programs to employees, and program usage data such as the number of employees who requested a transit pass subsidy, the number of employees requesting a reserved bike locker, the number of registered Costco carpools (using the preferential carpool parking spaces), and other data that describes program implementation and utilization. The City reserves the right to request additional information or report formatting from year to year, but in general Costco will establish the report format within its own company guidelines. Every other year, Costco will participate in the Countywide Commute Survey (a simple mail-back survey postcard) that is conducted by the Peninsula Congestion Relief Alliance; or, Costco may conduct or participate in another survey approved in advance by the City Planning Department. This survey will measure employee commute trends that in turn help Costco to measures mode shift over the long term. why The purpose of the monitoring program is to measure the effectiveness of Costco's TDM programs at achieving the target goals (see below) set forth in the TDM Plan. These target goals aim to reduce drive alone commuting by increasing the use of alternative modes of transportation by Costco employees. This change in commute pattern is called "mode shift." Target Goals The target goal of the TDM Plan is to cause a mode shift in up to 30% of the work force at least 50% of the time. This means that if the target goal is reached then 30% of all Costco employees will use an alternative form of transportation about 2.5 days per week, equivalent to a I S% total mode shift from the single occupancy vehicle to an alternative mode achieved at the site. Costco TDM Monitoring Plan (Attachment "C") Page 1 of 2 Recognizing that TDM programs can take a period of one year or more to impact an employee's decision to switch modes, it is envisioned that Costco will reach its target goal over a period of 1 to 5 years. (This is especially true for this site given the fact that BART will open two years after occupancy.) Therefore, the target goal will be reached incrementally over time. By participating in a biennial survey, Costco can measure its progress toward that end. Moreover, if an upward trend toward the target goal is not realized in the first several years, or if slippage occurs in later years, then Costco must reevaluate its TDM program and work with the City and/or the Alliance to identify actions that can remedy the problem, then make program modifications accordingly. Angela Rae's letter to Walter Martone incorrectly stated this store would close. This correction changes the employee home location slightly, but does not change the fact that the majority of transferring employees live within 5 miles of the site, i.e.: near transit lines and within bikeable and walkable commute distances. You will note that 35% of employees live in South San Francisco and San Bruno, or, less than 2 miles from the new site. More importantly, 76% of employees live within 5 miles of the site. This supports the premise that a majority of employees will live within distances that are conducive to walking, biking and riding transit to work. The programs in the Costco TDM Plan are geared toward those commute modes, as well as carpooling for those traveling distances greater than 5 miles to the site. Monitorin Plan. Our plan specifically calls for a dedicated Employee Transportation Coordinator at Costco to run the TDM programs, assist employees with their commutes and work with [he City and the Peninsula Congestion Relief Alliance for on-going compliance with the targeted goals. We are happy to better clarify that this function will include conducting annual reviews and documentation of the efficacy of the TDM programs. We will modify the TDM plan to include the monitoring plan. • Showers. One men's and one women's shower facility can be added to the site. We are checking with Costco on the feasibility and effectiveness of this. Attached please find replacement Pages 5-6 documenting these clarifications to the TDM Plan.
