HomeMy WebLinkAboutReso 55-1999" RESOLUTION NO. 55-99 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO STATE OF CALIFORNIA A RESOLUTION ADOPTING A GENERAL PLAN AMENDMENT TO THE EAST OF 101 AREA PLAN (GP-99-005), RELATED TO THE CONSTRUCTION OF A FULL- SERVICE HOTEL ON A VACANT SITE LOCATED IN THE OYSTER POINT MARINA PARK IN THE EAST OF 101 AREA. WHEREAS, Corporex Oyster Point, L.L.C. has submitted a request to the City of South San Francisco to amend the land use map of the General Plan (East of 101 Area Plan), and change various policies contained in the East of 101 Area Plan, as follows: An amendment to the General Plan (East of 101 Area Plan) to change Policies LU-7b from "The maximum allowed Floor Area Ratio in the Coastal Commercial category is 0.60" to "The maximum allowed Floor Area Ratio in the Coastal Commercial category is 1.60 for a full-service hotel on Parcel 3 in the Oyster Point Specific Plan District and 0.60 for all other uses"; An amendment to the General Plan (East of 101 Area Plan) to change Policies DE-58 from "Building Height. In order to preserve views, most buildings should not exceed 35 feet in height. Only landmark design elements may be taller, and should not exceed 50 feet in height" to "Building Height. Full-service hotels should not exceed 130 feet in height". WHEREAS, the City of South San Francisco Planning Commission held a public heating on April 15, 1999 and recommended approval of the General Plan Amendments to the City Council; and WHEREAS, the City Council held a public hearing on the General Plan Amendment request on April 28, 1999. WHEREAS, proper notice of all said hearings were given in all respects as required by law. WHEREAS, A Mitigated Negative Declaration has been prepared in accordance with the provisions of CEQA. NOW, THEREFORE, BE IT RESOLVED that the South San Francisco City Council does hereby find that: o Proper documentation has been prepared on the proposed General Plan Amendments in compliance with the California Environmental Quality Act; and As indicated in the Staff Report for GP-99-005 for the April 28, 1999 City Council meeting, the proposed amendments to the General Plan will ensure internal consistency with the General Plan. NOW, THEREFORE, BE IT FURTHER RESOLVED that the South San Francisco City Council does hereby adopt the following General Plan Amendments: Amend the General Plan (East of 101 Area Plan) to change Policies LU-7b from "The maximum allowed Floor Area Ratio in the Coastal Commercial category is 0.60" to "The maximum allowed Floor Area Ratio in the Coastal Commercial category is 1.60 for a full- service hotel on Parcel 3 in the Oyster Point Specific Plan District and 0.60 for all other uses"; and Amend the General Plan (East of 101 Area Plan) to change Policies DE-58 from "Buildin~ Height. NOW, THEREFORE, BE IT FURTHER RESOLVED that copies of these Amendments to the General Plan will be distributed and made available to public agencies and the public as provided in California Government Code Section §65357. I hereby certify that the foregoing resolution was adopted by the City Council of the City of South San Francisco at the regular meeting held on the 28th day of April ,1999 by the following vote: AYES: Councilmembers Joseph A.
