CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION CERTIFYING THE ELECTION OF THE
AMENDED EL CAMINO CORRIDOR REDEVELOPMENT
PROIECT AREA COMMITTEE
WHEREAS, the South San Francisco Redevelopment Agency is preparing a proposed
amendment to the E1 Camino Corridor Redevelopment Plan ("Redevelopment Plan") to add
territory ("Added Area") to the existing E1 Camino Corridor Redevelopment Project Area; and
WHEREAS, on January 27, 1999 by Resolution No. 11-99, the City Council of the City
of South San Francisco designated the Added Area as a Redevelopment Survey Area to
determine the feasibility of amending the Redevelopment Plan to include the Added Area; and
WHEREAS, on February 4, 1999, the South San Francisco Planning Commission
adopted the proposed Amended E1 Camino Corridor Redevelopment Project Area and the
Amended E1 Camino Corridor Preliminary Plan; and
WHEREAS, on March 24, 1999, the South San Francisco City Council called upon the
residents, business owners, and existing community organizations within the Added Area to
conduct an election of a Redevelopment Project Area Committee ("PAC") and adopted
Procedures for the Formation of the Amended El Camino Corridor Redevelopment Project Area
Committee ("PAC Procedures") pursuant to Health and Safety Code Section 33385; and
WHEREAS, pursuant to the PAC Procedures, a public meeting was held on April 13,
1999 to explain the establishment of, functions of, and opportunity to serve on the PAC; and
WHEREAS, an election for the PAC was held on April 27, 1999 in accordance with the
PAC Procedures, at which election the two property owner/business owner seats were filled, but
the tenant and community organization representatives provided for in the PAC Procedures were
not elected because of a lack of nominees; and
WHEREAS, the election meeting was continued to June 1, 1999 to allow recruitment of
nominees for the tenant representative and community organization positions, at which meeting
two tenants filed nomination papers to serve on the PAC, but, in spite of extensive efforts to
recruit additional nominees, two tenant vacancies and one community organization vacancy
remain; and
WHEREAS, no challenges to the PAC election were filed during the statutory challenge
period; and
WHEREAS, Section 403 of the PAC Procedures provide that, if there are an insufficient
number of candidates elected to any position on the PAC, such seats may be filled by
appointment by the existing PAC membership and vacancies shall not prevent the PAC from
carrying out its duties.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby finds and determines:
1. That the Procedures for the Formation of the Amended E1 Camino Corridor
Redevelopment Project Area Committee as adopted by the City Council on March 24, 1999 were
duly followed; and
2. That the results of the Amended E1 Camino Corridor Redevelopment Project Area
Committee election set forth in Exhibit A are hereby certified.
BE IT FURTHER RESOLVED that the Executive Director of the Redevelopment
Agency of the City of South San Francisco is directed to bring the names of the two residential
tenant nominees before the newly formed Amended E1 Camino Corridor Redevelopment Project
Area Committee for consideration as appointments to fill vacant positions on the PAC.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a Regular meeting held on the 23rd
day of June , 1999 by the following vote:

R. Penna, Mayor Pro Tem Karyl Natsumoto, and Mayor James L. Datzman
