HomeMy WebLinkAboutReso 28-1998RESOLUTION NO. 28-98 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE SUBMISSION OF A JOINT REAPPLICATION FOR THEIR MUNICIPAL STORMWATER NPDES PERMIT DATED JULY 1998 THROUGH JUNE 2003, UNDER THE AUSPICES OF THE SAN MATEO NPDES TECHNICAl. ADVISORY COMMITTEE WHEREAS, the U.S. Environmental Protection Agency, under amendments to the 1987 Federal Clean Water Act, imposed regulations that mandate local governments to reduce to the maximum extent practicable the amount of pollutants in Stormwater discharged from municipal storm drain conveyance systems; WHEREAS, the San Francisco Bay Regional Water Quality Control Board's Water Quality Control Plan specifically requires that all of the municipalities in San Mateo County have municipal stormwater NPDES permit coverage; and WHEREAS, under the authority of California Porter-Cologne Water Quality Act, the State Water Resources Control Board and its regional boards have been delegated the authority to adopt NPDES permits and waste discharge requirements for municipal Storm water discharges; WHEREAS, in July 1991, the San Francisco Bay Regional Water Quality Control Board notified all of the municipalities in San Mateo County of the requirement to submit an NPDES Permit Application by November 30, 1992; and WHEREAS, all of the municipalities in San Mateo County submitted an NPDES permit application including a Stormwater Management Plan, which met the San Francisco Bay Regional Water Quality Control Board's requirements; and WHEREAS, the San Francisco Bay Regional Water Quality Control Board adopted a municipal Stormwater NPDES permit CA 0029921 and Waste Discharge Requirements for all of the municipalities in San Mateo County on September 15, 1993 which remains in effect for five years; and WHEREAS, the adopted NPDES permit requires that all of the municipalities in San Mateo County reapply for reissuance of their municipal Stormwater NPDES permit by March 18, 1998; and WHEREAS, the San Mateo Countywide Stormwater Pollution Prevention Program's Technical Advisory Committee prepared a new San Mateo Countywide Stormwater Management Plan for the period from July 1998 through June 2003 and compiled other information needed ro reapply for NPDES permit reissuance; and WHEREAS, the San Mateo Countywide Stormwater Management Plan 1998-2003 represents mainly a continuation of the Stormwater pollution prevention and control activities and costs that are currently being implemented. NOW THEREFORE, the City Council does hereby resolve as follows: 1. The City of South San Francisco hereby agrees to reapply to the San Francisco Bay Regional Water Quality Control Board for reissuance of its municipal Stormwater NPDES permit to discharge water from its municipally owned storm drain system. 2. The City accepts, adopts, and commits to implement the San Mateo Countywide Stormwater Management Plan 1998-2003 and requests that the San Mateo Contywide Stormwater Plan 1998-2003 and requested that the San Mateo Countywide Stormwater Pollution Prevention Program's (STOPPP) Coordinator submit this plan and the municipality's competed Survey Form Sources of Agencies-Specific and General Program Stormwater Funding for the STOPPP NPDES Permit Application Package to the San Francisco Bay Regional Water Quality Control Board as part of the reapplication for NPDES permit reissuance. 3. The City Clerk is hereby directed to forward a copy of this Resolution to the Board of Directors of the City/County Association of Government of San Mateo County and to the STOPPP NPDES Permit Coordinator. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regul ar meeting held on the 1 lth day of_ March , 1998 by the following vote: AYES: NOES: ABSTAIN: ABSENT: Councilmembers James L.
