CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING A GENERAL PLAN AMENDMENT TO THE
EAST OF 101 AREA PLAN RELATED TO DEVELOPMENT OF TI-IE"
FINGERS PIERS" AND REAI.IGNING THE BAY TRAll.
WHEREAS, REST Investments has submitted a request to the City of South San Francisco to
amend the Land Use Map of the General Plan, and change various policies and figures contained in the
East of 101 Area Plan; and
WHEREAS, a complete listing of the requested amendments, including associated diagrams, is
contained in the attached Exhibit 1; and
WHEREAS, a Negative Declaration has been prepared which analyzes the anticipated
environmental effects of the proposed Amendments; and
WHEREAS, the South San Francisco Planning Commission held a duly noticed public hearing on
the General Plan Amendment request on November 6, 1997 and recommended approval of the General
Plan Amendments to the City Council; and
WHEREAS, the Planning Commission did hear and use its independent judgement and considered
all said reports, recommendations and testimony hereinabove set forth; and
WHEREAS, the City Council held a public hearing on the General Plan Amendment request on
April 22, 1998; and
WHEREAS, the City Council did hear and use its independent judgment and considered all said
reports, recommendations and testimony hereinabove set forth; and
WHEREAS, proper notice of all said hearing were given in all respects as required by law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that it hereby find that:
a)
Proper environmental documentation has been prepared on the proposed General
Plan Amendment in accord with the California Environmental Quality Act.
b)
The proposed amendments are consistent with all other goals, policies and
implementing programs set forth in the East of 101 Area Plan; and
c)
The change in land use designation for the "Finger" piers from" Open Space" to
"Light Industrial" will allow a currently unsightly and unused piece of City
property to be cleaned up, stabilized and put to practical use.
d)
Providing flexibility to allow encroachments into the 100 -ft. Buffer area between
known sensitive resources and development areas on a case by case basis, under
the conditions specified in the amended text, will continue to ensure protection of
the sensitive resource while allowing latitude in project design.
e)
The proposed Bay Trail realignment would resolve a significant and serious
conflict with operations at the City's's Waste water treatment Plant and would
serve to provide a direct link between the terminus of the Trial around the San
Francisco International Airport and the existing trial along the northerly side of
Colma Creek.
The Proposed General Plan Amendment will not have a substantial adverse effect
on health, safety or be substantially detrimental to the public welfare or be
injurious to property or public improvements.
BE IT FURTHER RESOLVED that the South San Francisco City Council does hereby
approve the General Plan Amendment, changing various policies and figures contained in the East of 101
Area Plan, as indicated on Exhibit 1 which is incorporated herein by reference.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
Redevelopment Agency of the City of South San Francisco at a re g u l a r meeting held on the __

East of 101 Area Plan Policy Con-7, as modified by City Council on April 22, 1998:
New Development adjacent to sensitive resource areas shall be required to incorporate the
following measures into project design:
- Shield lights to reduce off-site glare.
A buffer area of at least 100 feet in width shall be provided between known
sensitive resources and development areas. Encroachments into the 100-foot
buffer may be allowed on a case-by-case basis as follows:
· Buildings which have a water oriented theme and which further the goals of
allowing or encouraging public access to the Bay or inland waterways;
· Development located adjacent to inland waterways;
· Accessory parking from adjacent development;
· Development on the "fingers" portion of the planning area.
Any encroachment into the 100-foot buffer must receive the approval of the City,
Bay Conservation and Development Commission (BCDC), and the California
Department ofFish and Game, and shall only be permitted if supported by a site
specific biological assessment prepared by a qualified biologist. Mitigation
measures identified through the biological analysis shall be attached as conditions
of any encroachment approvals.
Landscape all on-site buffer areas with native vegetation to screen habitat areas
from adjacent land uses.
Restrict entry to habitat areas through devises such as fencing, landscaping, or
signage.
Ensure that mn-off from development does not adversely affect the biotic values of
adjacent wetlands or other habitat areas.
