CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING MITIGATED NEGATIVE
DECLARATION NO. 98-004, GPA 98-004 AMENDING THE
GENERAL PLAN LAND USE DESIGNATION FROM PLANNED
INDUSTRIAL TO MEDIUM DENSITY RESIDENTIAL AND
PUD 98-004 AND SA 98-004
WHEREAS, the South San Francisco Planning Commission held a duly noticed study session on
March 12, 1998; and,
WHEREAS, the South San Francisco Planning Commission held a duly noticed public hearings
on June 18, 1998, July 16, 1998 and August 6, 1998; and,
WHEREAS, as required by the "Amendment Procedures" (SSFMC Chapter 20.87), "Planned
Unit Development Permit Procedures" (SSFMC Chapter 20.84) and Title 19 (Subdivision Ordinance), the
Planning Commission made and the City Council hereby makes the following findings in support of the
Amending the General Plan Land Use Designation from Planned Industrial to Medium Density
Residential, Reclassification from Planned Industrial (P-I) Zoning District to Medium Density Residential
(R-2-H) Zoning District, Planned Unit Development, and a Vesting Tentative Subdivision Map and
Development Agreement with provisions for Senior Housing Fund, park in-lieu fees, and construction of
Colma Creek Linear Park allowing 151 detached single family dwellings and common area, on a 18.9
acre site located at West Orange and Railroad Avenues, owned by Kaiser Foundation Hospitals, based on
public testimony and the materials submitted to the City of South San Francisco Planning Commission
which include, but are not limited to: Vesting Tentative Subdivision Map, dated 1998, prepared by
Wilsey and Ham Civil Engineers, Inc.; Development Agreement prepared by the City of South San
Francisco dated July 1998; Architectural Plans, dated October 8, 1997, prepared KTGY Group;
Landscape Plans dated July 1997, prepared by Baak & Associates; Geotechnical Study, prepared by
Terrasearch, dated June 1997; minutes of the January 20, 1998 Design Review Board meeting; March 12,
1998 Planning Commission staff report; June 18, 1998 Planning Commission staff report; July 16, 1998
Planning Commission staff report; August 6, 1998 Planning Commission staff report; March 12, 1998
Planning Commission Study Session; June 18, 1998 Planning Commission meeting; July 16, 1998
Planning Commission meeting; and the August 6, 1998 Planning Commission meeting:
1. The project is consistent with the provisions of the City's General Plan which supports
residential development, and specifically with the Housing Element which supports provision of
additional market rate housing in the community to meet on-going demand. The proposed density
of 10.6 units per acre for the 18.9 acres to be developed with dwellings is well within the overall
density of 15 units per acre for the Medium Density category provided in the City's General Plan
and proposed for the site.
2. The requested exceptions to the general development standards for lot size/dimensions
and rear yard setbacks are appropriate based on the following:

The resulting project will be a well designed neighborhood, with setbacks and
usable open space, meeting the general intent of the proposed residential land use
designation and zoning. Usable rear yards will be provided on all lots, and
subject to the conditions of approval.

The proposed "project enhancements" to West Orange Avenue, North Canal
Street and Railroad Avenue will benefit the surrounding neighborhood and
overall community.
3. The 18.9 acre site is physically suited for the proposed single family subdivision.
4. The development will create a residential environment of sustained desirability and
stability and will result in an intensity of land use similar to adjacent multi family and single
family neighborhoods. The proposed density of 10.6 units per acre and the general style and
quality of the new residences and site improvements is substantially similar to recently approved
subdivisions in the City.
5. A Mitigated Negative Declaration has been prepared for the project in accordance with
the provisions of the California Environmental Quality Act (CEQA). The Mitigated Negative
Declaration No. 98-004 identifies several potential adverse impacts attributable to the
development of 153 new residences. The impacts can be reduced to a less than significant level
through the implementation of mitigation measures. A mitigation monitoring program is
established to ensure that impacts are reduced to a less than significant level. Mitigation measures
including a mitigation monitoring have been incorporated into the project or made conditions of
approval which will reduce identified impacts to a less than significant level. Mitigation measures
appearing in the Conditions of Approval have been reworded for brevity and clarity. The
revisions do not diminish the scope or intent of the mitigation measures.
6. The subdivision of the site allowing the development of 151 single family residences,
will not be adverse to the public health, safety, or general welfare of the community, nor
unreasonably detrimental to surrounding properties or improvements. The use is compatible with
the existing uses. Site improvements including the provision of new public streets, upgrades to
the public infrastructure, and landscaping of the front yards of each new lot site will reduce
potential adverse impacts to the public infrastructure, circulation conflicts and provide a street
scape that is comparable to the surrounding neighborhoods.
7. The 151 new residences, common area, landscaping and fencing along the public right-
of-way comply with the City's Design Guidelines.
8. The residences and the Vesting Tentative Subdivision Map comply with the requirements
of South San Francisco Municipal Code Title 20 Zoning Regulations and Title 19 Subdivision
Ordinance and the requirements of the State Subdivision Map Act. The design and improvements
of the Tentative Subdivision Map are not in conflict with any known existing public easements.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby approves Mitigated
Negative Declaration No. 98-004, GPA 98-004, PUD 98-004 and SA 98-004 subject to the Conditions of
Approval contained in Exhibit A.
