CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING A NEGATIVE DECLARATION FOR THE
IMPROVEMENT PROGRAM FOR THE SOUTH SAN FRANCISCO/SAN BRUNO
WATER QUALITY CONTROL PLANT AND APPROVING A MITIGATION
MONITORING PI.AN
WHEREAS, the California Regional Water Quality Control Board recently issued Order No. 97-
104, requiring the Cities of South San Francisco and San Bruno to crease and desist from discharging
effluent contrary to an existing NPDES permit; and
WHEREAS, the City of South San Francisco, as lead agency, has initiated a program to upgrade
and improve the South San Francisco/San Bruno Water Quality Control Plant in response to the cease-and-
desist order; and
WHEREAS, the improvement program would allow a dry weather treatment capacity of 13.0
million gallons per day by upgrading existing equipment and facilities and adding new equipment and
facilities; and
WHEREAS, an Initial Study was conducted for this project with the finding that with the
incorporation of mitigation measures into the proposed project, there would be no significant effects on the
environment; and
WHEREAS, a Mitigated Negative Declaration has been prepared for this application and is on file
in the South San Francisco Public Works Department; and
WHEREAS, a Mitigation Monitoring Program has been prepared in accord with Public Resources
Code Section 21081.6; and
WHEREAS, the South San Francisco City Council did review and use their independent judgment
to consider the Mitigated Negative Declaration on December 10, 1997.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco
that:
(1) The Water Quality Control Plant Improvement Project will not have a significant
effect on the environment with the application of identified mitigation measures, based on a review of the
Initial Study and public testimony.
(2) The Mitigated Negative Declaration has been prepared in accordance with State and
local environmental laws and guideline regulations.
(3) The Mitigated Negative Declaration is complete and adequate.
NOW, THEREFORE BE IT FURTHER RESOLVED that the City Council of the City of South
San Francisco does hereby adopt the Mitigated Negative Declaration for the South San Francisco/San
Bruno Water Quality Control Plant Improvement Program.
