CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING A GENERAL PLAN AMENDMENT
TO THE EAST OF 101 AREA PLAN (GP 97-027) RELATED TO THE
FlAY WEST COVE. DF. VE.I.OPMF. NT
WHEREAS, Bay West Cove, LLC has submitted a request to the City of South San Francisco to
amend the Land Use Map of the General Plan, changing various policies and/or design standards contained
in the East of 101 Area Plan; and,
WHEREAS, a complete listing of the requested amendments and/or design standards is contained
in the attached Exhibit 1, and,
WHEREAS, an Environmental Impact Report has been prepared which analyzes the anticipated
environmental effects of the proposed Amendments; and
WHEREAS, the Planning Commission held a public hearing on the General Plan Amendment
request on November 20, 1997 and recommended approval of the General Plan Amendments to the City
Council; and
WHEREAS, the Planning Commission did hear and use their independent judgment and
considered all said reports, recommendations and testimony hereinabove set forth; and
WHEREAS, the City Council held a public hearing on the General Plan Amendment request on
December 10, 1997; and
WHEREAS, the City Council did hear and use their independent judgment and considered all said
reports, recommendations and testimony hereinabove set forth; and
WHEREAS, proper notice of all said hearings were given in all respects as required by law; and
NOW, THEREFORE, BE IT RESOLVED that the South San Francisco City Council does
hereby find that:
A. Proper environmental documentation has been prepared on the proposed General Plan
Amendment in accord with the California Environmental Quality Act.

Bay West Cove

Amendment to Policy LU-21:
Auto, truck and equipment sales, rental lots, and storage and parking shall not be permitted in
the Planned Cormncmial [or} Planned Indusuial categories unless such uses are located
under major utility lines, except as provided in the Bay West Cove Specific Plan Disuict.
Light automobile repair, including tune-ups, smog consol, oil changes, and radio, alarm, tire
and/or battery installations associated with an automobile fuel station and/or commercial
center, may be allowed subject to an approved conditional use permit.
Amendment to Policy LU-lOa
Commercial buildings, including retail businesses, restaurants and hotels may encroach into
the Open Space Category on a case-by-case basis subject to a discretionary permit and the
following requirements:
· Water orientation of the proposed use of the building and design of the building:
· Supportive of public access to and/or use of the Open Space adjacent to the Bay.
Amendment to Policy DE-47
Shopping center or development identity should be denoted through signs or logos integrated
into the design of the buildings, rather than freestanding signs. An exception allowing
additional freestanding signs for major corm'~crcial and mixed-use complexes located along
the 101 corridor may be allowed. The location, height and size of the idcnti~ sign(s) shall I~
determined by such factors as freeway proximi~ and exposure, region-serving uses. the
number of tenants requiring identification on the signs and location of other proposed signs
in the project.
