CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING PERSONNEL CHANGES
RELATED TO THE ADOPTION OF THE 1997-98 FISCAL
YEAR BUDGET
WHEREAS, the 1997-99 fiscal year budget included two new Public Works positions:
Instrumentation Technician and Lead Maintenance Worker (WQCP); and
WHEREAS, the 1997-198 fiscal year budget also included reclassification of the position of
Computer System Network Specialist to Information Technology Manager.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco
that it hereby approves the job specifications, salary ranges and unit designations for the classifications of
Information Systems Manager, Lead Maintenance Worker (WQCP) and Instrumentation Technician.

Instrumentation Technician - WQCP
Definition
Under general supervision to perform calibration and monitoring of data due to upgrades and new
equipment installation; and to do related work as required.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
Software Profframminff Duties
1. Operate, maintain, calibrate and repair computer hardware, process instrumentation, data
logging and telemetering.
2. De-bug, modify and customize software.
3. Assist system users in solving data and systems problems and suggest alternative methods
of operation.
4. Analyze software problems.
5. Modify computer programs to optimize plant operations and operator convenience.
6. Upgrade existing systems as new technology dictates.
Mechanical Duties
1. Maintain and repair all components of a customized mainframe distributed control system.
2. Install, calibrate, program, maintain and repair instruments.
3. Distribute control system components, meters, analyzers, recorders, control and feed system,
computer monitors, printers, transducers, microprocessors, and data transmission systems.
4. Repair electronic, electrical pneumatic, mechanical and hydraulic systems.
5. Maintain and repair laboratory and safety equipment including gas detection, alarm systems,
ph and DO meters.
6. Analyze problems and repair equipment to component level.
7. Maintain accurate records and update shop drawings, schematics and wiring diagrams as
changes are made.

Maimain an invemory of parts, materials, supplies and equipment used in everyday tasks.
Perform all tasks in a safe manner observing all safety practices in performance of assigned

JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
· Methods, practices, materials, and tools of computer instrumentation trade.
· Theory, terminology, operations, equipment and principles of electronics, electrical,
pneumatics, instrumentation, computers and distributed control systems as they apply to
wastewater treatment plant systems.
· Applicable programming languages.
· Operating systems including DOS and UNIX environments.
· Safe work practices and mandated safety regulations.
· SCADA Instrumentation Systems.
· 4-20 milli-amp systems and 0-5 VDC systems.
Skill to:
· Install, program, maintain, modify and repair computer hardware, software, and distributed
control system components.
· Install, calibrate, maintain and repair process instrumentation, telemetering, communication
systems, and other related equipment.

Experience and Training Guidelines:
Any combination equivalent to experience and training that wouM provide the required knowledge,
skills, and abilities wouM be qualifying. A typical way to obtain the knowledge, skills, and abilities
would be:
Experience/Training:
Bachelors Degree from an accredited college or university in Engineering Technology specializing
in computer application, electronics and process instrumentation and two (2) years of experience in
a wastewater treatment facility or a closely related field.
Or
Equivalent to a two year college degree with course work in computer science, electronics,
instrumentation/control systems and four (4) years of recent experience in a wastewater treatment
facility or a closely related field.
Or
Equivalent to vocational school or technical school course work in computer science, electronics and
process control/instrumentation with six (6) years of recent experience in a wastewater treatment
facility or closely related field.
License or Certificate:
Possession of an appropriate, valid CA driver's license.
Voluntary certificate as an Instrumentation Technician issued by the California Water Environment
Association is desirable.

Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure

ability to travel to different sites.

Lead Maintenance Worker - WQCP
Definition
Under general supervision of the Assistant Superintendent of Water Quality Control, to organize,
lead and personally assist a crew involved in performing a variety of semi-skilled and skilled
mechanical maintenance and repair work on Water Quality Control Plant and Pumping Station
equipment and facilities; and to do related work as required.
DistinEuishinE Characteristics
An employee whose position is assigned to this class has full leadworker responsibilities over
positions assigned to the lower Maintenance - WQCP classifications. In addition, an incumbent in
this class performs the more difficult and complex mechanical maintenance and repair work
requiring some knowledge and skill in the treatment plant maintenance field.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
1. Direct and train maintenance personnel in the proper performance of their duties.
2. Plan, direct, coordinate, participate and report work performed in the maintenance and care
of the Water Quality Control Plant, pump stations, the buildings and grounds.
3. Maintain a records file for the equipment, lubrication schedules, preventative maintenance
and repairs.
4. Prepare monthly reports to the Superintendent of Water Quality Control on the inventory of
equipment and supplies used by personnel.
5. Make recommendations for the staffing needs for daily and/or specific projects and work
orders; evaluate the work performance of assigned employees; estimate time-of-completion
schedules.
6. Assist in the implementation of safety and training programs.
7. Responsible for maintaining a daily log of maintenance activities; insures that records from
the maintenance department are clear, concise and accurate.
8. Inspect the pumping stations and dechlorination facility daily for proper operation.
9. Report observed safety hazards or exposures.
10. Research prices and orders materials.

mechanical equipment. One year of experience in leading and assigning subordinates.

Equivalent to completion of the twelfth grade.
License or Certificate:
Possession of an appropriate valid CA driver's license.
Grade I & II Certification in Mechanical Technology issued by the California Water Environment
Association is required, and as a condition of continued employment must be obtained within one
year after date of appointment.

INFORMATION TECHNOLOGY MANAGER
Under general supervision, to manage the development and oversee the operations of a citywide
Intranet including Unix and Microsoft Windows NT network and to ensure the optimum
performance of the system at all times. This is a single position, civilian classification in the
Police Department, assigned to the Information Technology Division.
DISTINGUISHING CHARACTERISTICS
Incumbent must be a highly motivated individual with good oral and written communication
skills.
General supervision is provided by a Police Captain; the incumbent provides direct supervision
of the technical and clerical support staff.
Individual must be able to work independently and on an irregular schedule, which may vary
depending on the needs of the City.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Under general supervision, manage the implementation and oversee the operations of a
citywide Intranet based on open-architecture industry standards, including TCP/IP
networking and the Unix operating system. Establish standards for system performance and
develop procedures for implementation.

Determine the normal operating conditions for each host computer and constantly monitor
overall system performance and error conditions. Tune system parameters by setting
resource limits, controlling execution priorities and destroying runaway processes.
Monitor and manage the system's finite disk resources (disk usage, file size, core files).
Protect file systems against file corruption, hardware failures and user errors via a planned
backup schedule. If a file corruption occurs, identify the reason and correct it. Prepare for
the eventuality of a system crash by having bootable disks, printed records of the file
systems and a mirror image of the system on tape.

Mount and unmount file systems, install operating systems and server application software.
Upgrade them as needed. Add disks, memory and network communications hardware.
Configure new hardware, modems, printers, and network equipment. Manage print queues.
Add new devices to the network and maintain address tables. Configure personal
computers, laptops, routers and data communications equipment. Troubleshoot data
communications problems. Use a network protocol analyzer and other test equipment to
diagnose network malfunctions.
Ensure information confidentiality by limiting file and system access. Prevent security
problems by detecting possible unauthorized access in the network. Monitor all files and
programs that would allow an intruder to gain access to the system. Work with data
encryption and access control lists.
Ensure that local and remote files are available to users. Manage the entire network and
maintain its harmony, ensuring a consistently reliable network, as well as timely
transmission and routing of data
Ensure that public safety technology needs are a high priority, given the up-time demands
placed on police and fire services.
Participate as a member of technical staff in the development and implementation of modem
office automation, including electronic mail, scheduling, document exchange and document
imaging. Assist the division head in the development and implementation of policies and
procedures related to the use of technology and system security.

Supervise the activities of the technical and clerical support staff and recommend specialized
training as appropriate. Assist in the recruiting of said staff, evaluate their performance, and
recommend disciplinary action or dismissal when appropriate.

Consult with personnel from all City departments to determine their technology
requirements. Assist in determining software application and hardware needs and act as a
resource to assist individual departments and the Personnel Department in planning and
contracting user training.

Develop bid specifications for computer hardware and software and administer purchase
agreements. Provide information to the various City departments as necessary to assist them
with their technology-related budgets.

Provide liaison between contractors/vendors and City department personnel as may be
necessary to meet system needs, including upgrades, repair, and installation of hardware and
software, and World Wide Web page maintenance.

City deliver high quality services.
Read and write scripts and programs using UNIX tools and utilities such as "awk",
"sed", "grep", etc.

knowledge, skills, and abilities would be qualifying. A typical way to obtain the
knowledge, skills, and abilities would be:
Training and Experience:
Equivalent to a Bachelor's degree from an accredited college with major
coursework in computer science, systems analysis or related fields with one year
experience working on UNIX and Microsoft Windows systems.
Or
A certificate of completion in the field of UNIX System Administration and a
certificate of completion in the field of Microsoft Windows NT System
Administration from an accredited college, university, or teaching organization
and with two years of experience in UNIX and Microsoft Windows NT System
Administration.
License:
Possession of a valid California driver's license.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment; ability to travel to different sites.
Ability to use a computer keyboard in a rapid and efficient manner for extended periods
of time.
