HomeMy WebLinkAboutReso 87-1997'RESOLUTION NO. 87-97 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING EXECUTION OF AN AMENDMENT TO THE MASTER CONTRACTUAL SERVICES AGREEMENT WITH CORLETT, SKAER & DeVOTO WITH REGARD TO THE AIRCRAFT NOISE INSUI ,ATION PROGRAM WHEREAS, the City of South San Francisco has entered into a Master Contractual Services Agreement with Corlett, Skaer & DeVoto Architects (CSDA) for design and construction support services in connection with the Aircraft Noise Insulation Program; and WHEREAS, in 1996 the City Council approved Amendment No. 1 to the agreement; and WHEREAS, the City of South San Francisco now wishes to amend the Master Contractual Services Agreement in order to provide a per-unit fee reduction on the grounds that coming phases of the program involve smaller houses and involve condominium units having similar floor plans and in order to revise and redefine the scope of work under the agreement to include condominium projects; and WHEREAS, the cost of services will not exceed $1,650,145.00 without further authorization. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco, 1.) The attached Amendment No.2 to the Master Contractual Services Agreement between the City of South San Francisco and Corlett, Skaer & DeVoto Architects for design and construction support services in connection with the Aircraft Noise Insulation Program for FY 1997-98 is hereby approved. 2.) The City Manager is authorized and directed to prepare and execute on behalf of the City of South San Francisco the attached Amendment No.2 to the Master Contractual Services Agreement with Corlett, Skaer & DeVoto Architects. Executed as of the day first above stated: $1,966.OO Attest: City Clerk Approved as to form: City Attorney City of South San Francisco, a municipal corporation "Consultant" END OF AMENDMENT NO. 2 A-1 EXHIBIT "A" SERVICES CITY OF SOUTH SAN FRANCISCO AIRCRAFT NOISE INSULATION PROGRAM A-2 PROPOSAL TO PROVIDE ARCHITECTURAL AND ENGINEERING SERVICES FOR SOUTH SAN FRANCISCO AIRCRAFT NOISE INSULATION PROGRAM Scope of Services The scope of services include: initial liaison with the homeowners and field survey of their houses; preparation of plans and specifications suitable for obtaining competitive or negotiated bids from qualified contractors; assisting City during bid submittals; performance of the acoustical measurements, both before and after modifications, to determine the effectiveness of the modifications and construction contract administration services. Introduction The overall 'administration of these services will be handled by Corlett, Skaer and DeVoto Architects, Inc. (Consultant) with assistance from Shor Acoustical Consultants. Services to include a twice-monthly progress report summarizing the technical progress and costs-to-date. Technical Service The technical and administrative services to be provided for each of the tasks are summarized below. Tasks 1- Project Administration Consultant will administer: these services from Project Program and Start-Up Services to completion of construction and final Project Report. Task fA - Project Meetings Consultant will attend project meetings as required from Project Program and Start-Up Services to completion of Construction and Final Project ReporL O? A-3 Task 2 - Task 3 - Tasks 4 - Task 4A - Task 4B - Task 4C - Project Program and Start-Up Immediately after receiving Notice to Proceed for these services, Consultant will work with City to develop a mutually acceptable program identifying project objectives, identifying specific homes to be insulated, and responding to any concerns of City. Establish Projec~'Schedule and Budget Consultant will develop an administrative schedule and budget acceptable to City. The schedule will be updated as necessary during the performance of the tasks in the agreement. Preconstruction Survey of Homes Single Family Houses and Townhouses: Consultant will field-survey each singlc family house, photograph and record, all information necessary to prepare plans and specifications. Condominiums: Consultant will field-survey each typical unit, photograph and record all information necessary to prepare plans and specifications. Project Format and Set-Up Condominiums: Consultant will develop a project drawing document format for each typical unit suitable for bidding purposes. Floor Plan Base Sheet Set-Up Condominiums: Consultant will prepare floor plan base sheets of each typical unit using City furnished floor plans. Exterior Visual Assessments Condominiums: At a predetermined number of units, Consultant will perform a visual survey assessment of each unit as required to determine floor plan layout, u'8 4 A-4 Task 4D - Task 5 - Task 6 - Preliminary Homeowner Association Approvals Condominiums: Consultant will meet with each Homeowner Association's designated representative outlining work to be performed. This preliminary review allows the Homeowner Association's designated representative to review all aspects of the work and to address any aspects requiring special consideration. Preconstruction Noise Measurements Consultant will record results of interior and exterior aircraft fly- over noise measurements for a minimum of five (5) aircraft for the number of homes as indicated in Attachment 1. These homes will be selected by Consultant on the basis of geographical and structural diversity. Selection will be subject to approval of City. The recorded data will be analyzed in terms of Noise Exposure Levels (NEL) for each fly-over to provide A-weighted noise reduction achieved by each structure. Prepare Preliminary Plans and Spccifications Single Family Houses and Townhouses: Following the field surveys, Consultant will prepare preliminary plans for each house and spccifications for review by Program Manager of City. This preliminary review allows the entire project team to review and analyze all aspects of the work and to address any aspects requiring special consideration. Condominiums: Following the field surveys, Consultant will prepare preliminary plans for typical units for review by Program Manager of City. This preliminary review allows the entire project team to review and analyze all aspects of the work and to address any aspects requiring special consideration. A-5 Task 6A. Task 6B - Task 7- Task 8 - Preliminary Specifications Consultant will prepare preliminary specifications for review by Program Manager of City. This preliminary review allows the entire project team to review and analyze all aspects of the work and to address any aspects requiring special consideration. Preliminary Details Consultant will prepare preliminary details for review by Program Manager of City. This preliminary review allows the entire project team to review and analyze all aspects of the work and to address any aspects requiring special consideration. Provide Preliminary Cost Estimates Cost estimates for installing noise insulation measures will be developed for budgeting purposes and to aid in the bidding process. These estimates may also establish parameters for deciding how many houses rcsidonccs will be improved. Single Family Houses and Townhouses: Consultant will prepare preliminary construction cost estimates for a~t each house, houscs using a pcr-unit cost. Condominiums: Consultant will prepare a preliminary construction cost estimate for each typical unit, and will extend that estimate by the estimated quantity of units to produce a cost estimate for all units. Prepare Final Plans and Spccificetions Based on the noise mitigation measures required for each structure, Consultant will prepare final plans and spccifications, suitable for bidding and constructing the project, for the number and type of homes indicated in Attachment 2. Consultant to providc to City thirty (30) copics of final plans and spocifications. A-6 Task 8A - Task 8B - Single Family Houses and Townhouses: Preparation of plans and spocifications will consist of: · Photographs of existing exterior elevations · Perimeter building plans of each house · New window elevations for each house · Matrix of requ!red improvements for each house · Window and 'door schedules for each house · Construction details · Project specifications · Other items as necessary Condominiums: Preparation of plans will be based On estimated quantities of materials and will consist of: · Photographs of existing exterior elevations of typical units · Perimeter building plans of each typical unit · New window elevations of each typical unit · Matrix of required improvements of each typical unit · Window and door schedules of each typical unit · Construction details · Project specifications · Other items as necessary Prepare Final Specifications Based on noise mitigation measures required, Consultant will prepare final specifications suitable for bidding and constructing the project. A-7 Task 9 - Task 10- Task 11 - Task 12- Approval by Individual Homeowners Single Family Houses and Townhouses: Consultant will correspond with individual homeowners outlining work to be performed. This task is especially important, as Consultant works closely with each homeowner to assure that all improvements, details and colors are as desired. Completion of this phase includes receiving letters signed by homeowners approving the proposed work. Condominiums: Consultant will correspond with each Homeowner Association's designated representative finalizing work to be performed. Completion of this phase includes receiving letters signed by the association representative approving the proposed work. Plans will not be mailed to or approved by individual Homeowners. Assist City in Project Bidding Consultant will assist City in obtaining qualified bids from contractors by answering all bidder questions and evaluating the bids. (City will prepare all bid forms and announcements.) Preconstruction Conference Consultant will administer a preconstruction conference to discuss construction responsibilities and chain of command procedures. The conference to include the contractor, major subcontractors and suppliers, the Program Manager for City, and Consultant. Respond to Questions from Program Manager Receive and process questions from Program Manager or designee regarding field conditions and clarifications as presented by contractor. Consultant to answer project inspector's questions regarding contractor's compliance with plans and specifications. A-8 Task 13- Task 14 - Task 15- Task 16- Task 17 - Task 18- Task 19- Clarifications Prepare and issue clarifications of the plans and specifications and instructions to the contractor as required. Field Visits Make field visits as required to ascertain if contractor's work is in general conformance with plans and specifications. Notice of Substantial Completion Review houses claimed by contractor to be "substantially complete." Issue certificates of substantial completion for each house. Project Manager or designee to make final inspection to assure all punchlist items have been completed. Change Orders Review and process all contractor requests for change orders, in accordance with terms and conditions of construction agreements. Review of Submittals Review submittals as required to assure conformance with products specified. Requests for Payment Review and process contractor's requests for payment. Postconstruction Noise Measurements The noise measurements of Task 5 will be repeated. Comparing the "before" and "after" noise measurements will provide a clear indication of the effectiveness of the noise insulation measures. A-9 Task 20 - Task 20A - Intemal Reports / Progress Reports / Final Report Consultant will prepare a final report summarizing the noise insulation measures that were installed, the installation cost, the acoustical performance, experience with the construction effort and conclusions. Consultant to provide to City ten (10) copies of final report. Consultant will also provide periodic project updates reviewing progress, cost and schedule. Expenses Consultant will provide all printing of submittal documents for a complete project. This includes all other project costs incurred for telephone, mileage and miscellaneous printing. Consultant to provide to City thirty (30) copies of final plans and specifications. Supplemental Tasks Consultant will provide services as required to complete supplemental tasks as described in Attachment 3. A-lO 2. Project Schedule Consultant's proposed schedule for the various services required pursuant to this contract are as indicated in Attachment 4. City will be kept informed as to the progress of work by written reports submitted bi-weekly. Neither party shall hold the other responsible for damages or delay in performance caused by acts of God, strikes, lockouts, accidents or other events beyond the control of the other, or the other's employees and agents. Consultant shall commence work immediately upon receipt of a "Notice to Proceed" from City. Receipt date of the Notice to Proceed shall be considered as the "effective date" of the Agreement, as used herein, except as otherwise specifically defined. Consultant shall complete all the work and deliver to City all project-related files, records and materials within thirty (30) calendar days after completion of all Consultant activities required under this Agreement. Concurrent with the Notice to Proceed, City shall deliver to Consultant the names, addresses and phone numbers of homeowners tega~ certified to participate in this phasc of the South San Francisco Aircraft Noise Insulation Program. Using Consultant's receipt of the Notice to Proceed as the project start date, it is agreed that milestone dates shall be as follows: Preliminary Plans Consultant will contact homeowners and arrange for field measurements seven (7) calendar days from Notice to Proceed. Schedule for Consultant to deliver to City for approval of Preliminary Plans, Specifications and Cost Estimate shall be as indicated in Attachment 4. City Comments Consultant will receive City review comments for Preliminary Plans, Specifications and Cost Estimate within fourteen (14) calendar days from submittal dates of same. A-11 Final Plans and Specifications with Homeowner (or Condominium Association) Comments for Approval Distribute final plans and spccifications for homeowner (or condominium association) review, receive back and modify with homeowner comments as indicated in Attachment 4 for Project Manager's approval. Final Bid Documents Consultant will submit Final Plans and Specifications for bidding seven (7) calendar days following receipt of Program Manager's approval. Professional Team The overall administration of these services will be handled by Consultant, with assistance from Shor Acoustical Consultants. Joseph Chow and Associates will assist as necessary in preparation of plans and specifications to assure compliance with all schedules. Consultant will assign the following professional personnel as required to accomplish architectural and administrative tasks: Randall B. DeVoto Debra Russell Heidi Hirvonen Gordon Dey James Porter Principal-in-Charge Project Architect Project Manager Quality Control Architect Construction Administrator/Architect Additional technical staff will be added as required. Shor Acoustical Consultants will assign the following professional personnel as required to accomplish acoustical engineering. Dr. Harjodh Gill Principal-in-Charge A-12 Joseph Chow and Associates will assign the following professional personnel to be used on an as-needed basis.
