CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING AN AMENDMENT TO THE LAND USE
ELEMENT OF THE SOUTH SAN FRANCISCO GENERAL PLAN TO (1)
ALLOW RESIDENTIAL/COMMERCIAL MIXED USE DEVELOPMENTS IN
PLANNING AREA 6; (2) ADD POLICY 6-9 TO REGULATE LOCATION
AND DESIGN OF RESIDENTIAL USES WITHIN PLANNING AREA 6; (3)
AMEND POLICY A11-5 TO DELETE REFERENCE TO AN OPEN SPACE
DESIGNATION ON A SMALL PORTION OF THE MCLELLAN NURSERY
PROPERTY; AND (4) MODIFY THE LAND USE DIAGRAM TO CHANGE
THE DESIGNATION OF A PORTION OF THE MCLELLAN NURSERY
PROPERTY FROM OPEN SPACE TO MEDIUM DENSITY RESIDENTIAL.
WHEREAS, the City of South San Francisco has received applications for development
approvals for development projects to be located at 780 El Camino Real and at the Rod McLellan
Nursery Site at 1450 El Camino Real; and
WHEREAS, approval of such projects requires amendments to the Land Use Element of
the City's General Plan, in order to allow residential/commercial mixed use developments in the
area in which 780 E1 Camino Real is located, to regulate the location and design of residential
uses within that area, to delete an "open space" designation with reference to a portion of the
McLellan Nursery site, and to re-designate such portion for medium density residential uses; and
WHEREAS, the City desires to approve the 780 El Camino Real and 1450 El Camino
Real projects, subject to specified conditions and findings; and
WHEREAS, noticed public hearings related to the proposed General Plan amendments
were held before the South San Francisco Planning Commission on March 6 and July 17, 1997;
and
WHEREAS, the Planning Commission recommended approval of the amendment to the
Land Use Element of the General Plan to: allow residential/commercial mixed use developments
in Planning Area 6; to add policy 6-9 to regulate the location and design of residential uses within
planning area 6; to amend Land Use Element Policy A11-5 to delete reference to an open space
designation on a small portion of the McLellan Nursery property; and to amend the land use
diagram to change the designation of a portion of the McLellan Nursery property from Open
Space to Medium Density Residential; and
WHEREAS, the proposed amendments are consistent with the remainder of the South
San Francisco General Plan; and
WHEREAS, Negative Declarations have been prepared relating to the amendments in
accordance with the provisions of the California Environmental Quality Act;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby adopts the following Amendments to the Land Use Element of the South San
Francisco General Plan:
The Definition of Retail Commercial, located at page 3-11 of the Land Use
Element and consisting of the paragraph immediately below the table, is modified
to read in its entirety as follows:
"Retail Commercial: Includes, but is not limited to retail sales, service, offices,
neighborhood and community shopping centers, grocery stores, restaurants, banks,
motels, and gasoline service stations. Residential/commercial mixed use developments
may be allowed in Planning Areas 2, 6 and 10."
Policy 6-9 is added to page 5-51 of the Land Use Element to read in its entirety as
follows:
"Policy 6-9 Residential uses shall be limited to the rear half of the lot. Outdoor open
space shall be provided for each unit and shall face away from El Camino Real. The
residential portions of any building shall be acoustically insulated at the doors, windows
and other exterior openings which face E1 Camino Real."
Policy A11-5, located on page 5-83 of the Land Use Element, is amended in its
entirety as follows:
"McLellan Nursery should be annexed to the City and designated "Medium Density
Residential" along the El Camino Real frontage and "Low Density Residential" in the
rear."
The South San Francisco Land Use Diagram incorporated by reference into the
Land Use Element on page 1-2 of that Element, is hereby amended as shown on
Exhibit A hereto.
BE IT FURTHER RESOLVED that this Resolution shall take effect 30 days after
adoption.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a re.qu] ar meeting held on the
13th day of Au.qust ,1997 by the following vote:
AYES: Councilmembers James L. Datzman, Euqene R. Mullin, John R. Penna,
Robert Yee and Mayor Joseph A. Fernekes
