Under the Public Comment section of the agenda, members of the public may speak on any item not listed
on the Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is
listed on the agenda, or unless certain emergency or special circumstances exist. The Chair may direct
staff to investigate and/or schedule certain matters for consideration at a future meeting. If there appears
to be a large number of speakers, the Chair may reduce speaking time to limit the total amount of time for
public comments (Gov. Code sec. 54954.3(b)(1).).

1. Commissioners will discuss the recent officer involved shootings (IOS) in South San Francisco. (Devin Stenhouse, DEI Officer)
DEI Officer Stenhouse discussed the recent officer involved shootings in South San Francisco.
Chief Campbell and Lt. Sariotti offered clarification and provided additional information as commissioners asked questions regarding the IOS. 2. Devin Stenhouse, DEI Officer
DEI Officer Stenhouse shared an upcoming event: South City Proud. He invited commissioners to join the South City Proud celebration. PUBLIC COMMENTS

1. Motion to approve meeting minutes from the May 19, 2025, commission meeting. (Devin Stenhouse, DEI Officer)
Motion –Vice Chair Sanders/Second –Commissioner Bedigian: To approve meeting minutes from
the May 19, 2025, Commission meeting, by roll call vote: AYES: Commissioner Bedigian, Chair Hobson-Coard, Commissioner Rodriguez, Vice Chair Sanders; NAYS: None; ABSENT: Commissioner Harrison, Commissioner Junio; ABSTAIN: Commissioner Cansino
2. Commissioners will discuss whether they would prefer to host a table as a vendor for the
Cultura Fest event on Saturday, August 23, 2025 (Devin Stenhouse, DEI Officer) The commission decided to table at the upcoming Cultura Fest event on August 23 to gather community feedback. Bt “tabling”, commissioners will either have a physical table or booth,
or they will be present at the event for commission “purposes”.
Motion –Vice Chair Sanders /Second – Commissioner Bedigian: To approve host a table as a vendor for the Cultura Fest event on Saturday, August 23, 2025, by roll call vote: AYES: Chair Hobson-Coard, Vice Chair Sanders, Commissioner Cansino, Commissioner Rodriguez,
Commissioner Bedigian; NAYS: None; ABSENT: Commissioner Yee, Commissioner Junio; ABSTAIN: None. 3. Commissioners will discuss meeting dates for the rest of 2025 including possible dates the
yearly retreat. The purpose of this conversation is to determine if any meeting dates need to be rescheduled or canceled. (Devin Stenhouse, DEI) The commission discussed the need for a retreat in September and the potential for letters of support for the organization Queer Surf.
ITEMS FROM BOARD MEMBERS, COMMISSIONERS, COMMITTEE MEMBERS 1. Commissioner Cansino described the goals of the organization, Queer surf, and advised other commissioners to support the organization whoever they could.
2. The Commission will be updated by the Flash Vote Ad Hoc committee on the status of a
potential Flash Vote survey from the Commission to the public (Flash Vote Ad Hoc Committee) The Commission on Equity and Public Safety reviewed survey findings on trust, safety, and summer
programs. Key results showed 51% felt safe, but concerns about shopping and nighttime walks
remained. Trust in the city varied, with 38% from the community panel and 13% from other sources. The Commission emphasized improving service responsiveness and will analyze the data further for future actions.
ADJOURNMENT
Being no further business, Chair Hobson-Coard adjourned the Commission on Equity and Public
Safety meeting at 8:10 p.m.

RECOMMENDATION
Commissioners will discuss the results of the FlashVote survey that was distributed to registered participants in
South San Francisco from June 12 through June 14, 2025.
BACKGROUND/DISCUSSION
In the late months of 2024 and the early months of 2025,commissioners expressed interest in a)learning what South San
Francisco residents need and/or are lacking and b)obtaining data that would support evidence in gaps in services or
resources within the community.At the February 2025 commission meeting,commissioners heard a presentation from
FlashVote CEO,Kevin Lyons about how the software works and the process of how surveys are developed,distributed,
and analyzed.Considering the City of South San Francisco was under contract with FlashVote (at the time),the
commission voted to create an ad hoc committee to work with Mr.Lyons to create a survey for public distribution.The
goal of the survey was to obtain community members’opinions related to the following Equitable Community Services
Goals (referenced from the City’s General Plan):
·ECS-1: All residents are engaged in decisions that impact their lives.
·ECS-5:The City provides high-quality educational opportunities for all children and youth by maintaining a
positive relationship with the South San Francisco School District.
·ECS-6: South San Francisco promotes community safety and sense of belonging for all residents.

RECOMMENDATION
It is recommended commissioners generate questions to ask guests at the Cultura Fest event on August 23,2025 in
South San Francisco and determine the method in which the questions will be asked.
BACKGROUND/DISCUSSION
The City of South San Francisco will be co-hosting the Cultura Fest event with El Concilio of San Mateo County and
other organizers on Saturday,August 23,2025,from 11:00 a.m.to 5:00 p.m.The event will take place on Grand Avenue
between Spruce Avenue and Maple Avenue.The street will be closed to traffic and include various live musical acts,an
art gallery,comedians,dozens of vendors,food trucks,“kids and family zone”,and more.The purpose of the event is to
highlight Hispanic American culture while celebrating the overall diversity of South San Francisco.At the June 16
commission meeting,commissioners agreed to “table”at the event.It is important to note,the commission agreed to
“table” at the event either as a vendor or circulate around the event and talk to people in a less formal setting.
A few to several thousand guests are expected to attend with the majority being of Latino/a/x background.Given the
recent known feelings of anxiety regarding immigration amongst many people in the United States and more specifically,
in San Mateo County and South San Francisco (especially within the Latino/a/x community),the Commission on Equity
and Public Safety can benefit from hearing these concerns first-hand.Commissioners agreed to develop questions in
advance to ask willing participants at the event.The goal of the “questionnaire”would be to inform commissioners of the
most prevalent concerns that could be within the commission and City’s scope to be able to address.
Commissioners will need to determine who will be available to “table”at the event.If commissioners choose to “table”as
a vendor,someone (not necessarily the same person or people),will need to be stationed at the booth throughout the
entirety of the event (11:00 a.m.-5:00 p.m.).If this is the preferred option,it is recommended one or two commissioners
be stationed during the first half of the event,and then another one or two commissioners stationed during the second half
of the event.If commissioners prefer not to be stationed as a vendor and circulate amongst the crowd during the event,
then commissioners would have more flexibility with their schedules.
CONCLUSION
Commissioners will generate questions to ask guests at the Cultura Fest event on August 23,2025 in South San Francisco
and determine the method in which the questions will be asked.
